UN urges stronger HIV response as cases among Filipino youth surge by 500%
Amid a staggering 500% increase in HIV cases among young Filipinos, the United Nations has reaffirmed its commitment to supporting the Philippine government in addressing what is now being considered a national public health emergency.
Arnaud Peral, the United Nations Resident Coordinator in the Philippines, expressed deep concern over the alarming rise in HIV infections, particularly among individuals aged 15 to 25.
'We have been expressing concern for quite some time about the increasing numbers,' Peral said, noting that the UN, through its joint program UNAIDS and agencies like UNFPA and UNICEF, has been working closely with the Philippines' health department.
According to the DOH, over 6,700 new HIV cases were recorded from January to April 2025, averaging 56 new cases daily. This marks a 44% increase from the same period last year, with youth accounting for the bulk of new infections
Peral acknowledged the limitations in international funding but emphasized that the Philippines has been receiving support through mechanisms like the Global Fund. 'The resources from the international community are limited, but we have been accessing the Global Fund for the Philippines for a few years,' he said.
As the country approaches the mid-term review of its national development plans, Peral stressed the importance of reassessing current strategies. 'The scale of the challenge is also challenging us—to unpack what it means and establish a proper strategy to address it,' he explained.
He confirmed that HIV will be a key priority moving forward, with updated data and strategies to be reflected in the upcoming Voluntary National Review (VNR) on the Sustainable Development Goals (SDGs). 'We will be looking at the latest numbers. That will be published pretty soon in the VNR,' Peral said. 'And definitely on HIV, it's going to be a priority.'
The Department of Health has already called on President Ferdinand "Bongbong" Marcos Jr. to declare a national public health emergency, citing the Philippines as having the highest number of new HIV cases in the Western Pacific region.
As the crisis deepens, Peral emphasized the need for a united response: 'We are now reviewing how we can support this strategy and national emergency. The whole of society must come together to address this.' — BM, GMA Integrated News

Senator Christopher 'Bong' Go, chairperson of the Senate Committee on Health, said there is an urgent need to intensify disease surveillance and prevention capabilities through legislative efforts, amid the threat of human immunodeficiency virus (HIV), monkeypox and COVID-19 in the Philippines and other countries. In a public hearing committee conducted earlier in the week, Go highlighted the need for proactive measures following the increase of COVID-19 and monkeypox (mpox) cases across the region, adding that greater public awareness and early interventions are crucial. More cases of mpox were detected in April 2025 as compared to May, and the total cases have so far reached 911 since 2024, the Department of Health (DOH) previously said. The City of Iloilo logged three additional confirmed cases of mpox, according to a report released by the Iloilo City Health Office (CHO) last Monday. The three additional cases are from the list of four suspected cases previously reported, according to GMA Regional TV. The three new confirmed cases have no close contact with the first confirmed case. Meanwhile, Go cited that as of June 5, Asia is experiencing a renewed rise in COVID-19 cases through the highly transmissible Omicron subvariant NB.1.8.1, which currently spreads across countries including India, Thailand, Singapore, Hong Kong, Vietnam, and others. Countries reported sharp increases despite severity remaining generally low and hospital systems are not overwhelmed. Symptoms associated with NB.1.8.1 include fatigue, sore throat, congestion, and fever. However, there's no indication yet that the variant leads to more severe illness. The number of young Filipinos infected with HIV has increased by 500%, prompting the DOH to request for the declaration of a national public health emergency for HIV. Go has also filed Senate Bill No. 195, proposing the creation of a Center for Disease Control modeled after the disease control institutions of other countries, and will serve as the central authority on public health surveillance and disease prevention. DOH: BUCAS centers have served almost 860,000 patients as of June 2025

Photo: Department of Health The Bagong Urgent Care Ambulatory Services (BUCAS) Centers of the Department of Health (DOH) have assisted nearly 860,000 patients as of June 2025, Health Secretary Teodoro Herbosa said. In a Palace press briefing on Thursday, Herbosa said that all 51 BUCAS centers nationwide continue to serve Filipinos by offering additional health services to avoid longer lines at DOH hospitals. 'Patunay po ito na mas mabilis na naihatid ng ating mga kababayan ang mga serbisyong medikal dahil noong March 2024 lang po tayo nagsimula… Ngayon, 26 na po ang operational sa Luzon, habang 8 sa Visayas at 17 sa Mindanao,' he shared. (This proves that medical services are being immediately provided to Filipinos, since we only started in March 2024… Now, there are 26 operational in Luzon, while 8 are in Visayas and 17 are in Mindanao.) The first BUCAS Center was opened in Sto. Tomas, Pampanga in March 6, 2024, in accordance with the Regional Specialty Centers Act to 'institutionalize the establishment of specialty and healthcare centers across the country.'
