Governments and their role in adopting a multi-layered approach to cybersecurity took the spotlight on the second day of GISEC Global 2025. The event is the world's third-largest cybersecurity gathering and the biggest in the MENA region.
After a successful opening day, Dubai World Trade Centre welcomed over 25,000 visitors from more than 160 countries. This included 450 global CISOs. The event continued under the theme 'Securing an AI-Powered Future'.
The Microsoft Digital Defense Report 2024 revealed that governments are the third most-targeted sector globally by nation-state threat actors. In response, the Global Cybersecurity Congress opened with a keynote by H.E. Dr. Mohamed Al-Kuwaiti, Head of the UAE Cybersecurity Council.
He said cyberattacks do not discriminate and can impact governments, businesses, and individuals alike. The cost can be high and may threaten national security. He stressed that partnership is essential to build resilience.
Dr. Al-Kuwaiti also joined a panel with top officials from different sectors. The session focused on public-private cooperation, cybersecurity research, and talent development.
Pei Ling Lee, Head of Cyber Strategy and Capabilities Development at Interpol, highlighted the need for better coordination. She said more meaningful dialogue is required between law enforcement and cybersecurity entities.

International collaboration allows sharing expertise for national-level action
Afra Ibrahim Bin Fares, Senior Policy & Regulations Affairs Executive at Dubai Electronic Security Center (DESC), gave a presentation on preparing for the quantum leap. She discussed DESC's Quantum Cybersecurity Readiness Guidelines. The document provides a framework for quantum-safe measures and helps entities plan transitions for future threats.
She warned that governments and tech providers must act now. Waiting could lead to serious consequences. She said quantum technology is closer than it seems and urged immediate preparation.

KISA is also developing products and running field tests to integrate AI into national cyber defenses.
GISEC Global 2025 is hosted by the UAE Cybersecurity Council, with support from DESC, the UAE Ministry of Interior, and Dubai Police. The event concludes Thursday with more panel discussions and the GISEC North Star pitch competition. Finalists will present innovations to a panel of cybersecurity experts.
Leading global and regional cybersecurity firms joined the event. Participants include Huawei, AWS, Microsoft, Google Cloud Security, Cisco, Deloitte, Kaspersky, Check Point, Cloudflare, and Honeywell. Other exhibitors include Spire Solutions, CPX, CyberKnight, LinkShadow, OPSWAT, Qualys, CrowdStrike, and StrikeReady.

UAE businesses confident of international trade growth despite tariff woes
Businesses in the UAE remain highly confident in their international trade prospects, with 94 per cent saying they expect to grow cross-border trade in the near future, according to HSBC's 2025 Global Trade Pulse Survey. Despite ongoing uncertainty and cost headwinds from tariffs, UAE firms are leaning into enhanced planning and digital solutions to stay ahead. The HSBC survey offers insight into the business plans and sentiment of more than 5,700 international firms across 13 markets regarding tariffs and trade. UAE business optimism It reveals that two thirds of corporations globally have already experienced cost increases due to tariff and trade uncertainty – and the worst may be yet to come. In contrast, companies in the UAE are incredibly optimistic about their future international trade prospects, as they have not suffered particularly pronounced impacts on cost yet, though they do expect to in the short-and-long-term. Deyana Cherneva, Head of Global Trade Solutions, Middle East North Africa and Türkiye, HSBC Bank Middle East said: 'Corporates in the UAE have their counter strategies ready in response to the rapidly evolving trade landscape. Using data, investing in supply chains, and increasing reliance on the Middle East, China, and Europe corridors, are part of their plans. 'Geopolitical and geoeconomic shifts have been a mainstay across decades and resilient businesses know how to adapt and respond. What is encouraging to see is that 75 per cent of corporates in the UAE plan to use the trade uncertainty as an opportunity to evolve and explore new opportunities.' Key findings include: The United Arab Emirates' proactive approach is also reflected in increased regional trade ties. 62 per cent of surveyed UAE firms say they are ramping up reliance on the Middle East, followed by China (47 per cent) and Europe (43 per cent).

UAE President leads Eid Al-Adha prayer in Abu Dhabi, highlights devotion to faith and country
UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan led the Eid Al-Adha prayer this morning at the Sheikh Zayed Grand Mosque in Abu Dhabi. The Eid sermon, titled 'Our Eid is Devotion', was delivered by Dr. Khalifa Al Dhaheri, Chancellor of Mohamed bin Zayed University for Humanities. He spoke about devotion as a key part of faith and daily life, encouraging sincerity in prayer and loyalty in action. He emphasized that the highest form of devotion is to God, but it must also be shown through commitment to family, service to the country, and compassion in the community. Dr. Al Dhaheri explained that those who are truly devoted to their country protect its reputation, respect its laws, and help preserve its culture while contributing to its growth. He concluded by reminding worshippers that devotion brings acceptance in worship, unity in families, loyalty to the nation, and excellence in one's work. After the prayer, His Highness Sheikh Mohamed bin Zayed Al Nahyan exchanged Eid greetings with worshippers and joined fellow sheikhs in reciting Al-Fatihah for the soul of the late Sheikh Zayed bin Sultan Al Nahyan. UAE President exchanges Eid Al Adha greetings with regional leaders
President His Highness Sheikh Mohamed bin Zayed Al Nahyan has exchanged Eid Al Adha greetings with the Emir of Kuwait, King of Bahrain and King of Jordan. During separate calls, Sheikh Mohamed extended his best wishes for continued health, happiness and prosperity to Kuwaiti Emir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, Bahrain's King Hamad bin Isa Al Khalifa and King Abdullah II of Jordan. The leaders reciprocated the greetings. They collectively prayed for continued blessings on the occasion of Eid Al Adha, and for lasting peace, stability and progress in their countries. The leaders also expressed hopes for prosperity and stability across the Muslim world and the wider international community.
