
Government Highlight Cybersecurity Role at GISEC Global 2025
Governments and their role in adopting a multi-layered approach to cybersecurity took the spotlight on the second day of GISEC Global 2025. The event is the world's third-largest cybersecurity gathering and the biggest in the MENA region.
After a successful opening day, Dubai World Trade Centre welcomed over 25,000 visitors from more than 160 countries. This included 450 global CISOs. The event continued under the theme 'Securing an AI-Powered Future'.
The Microsoft Digital Defense Report 2024 revealed that governments are the third most-targeted sector globally by nation-state threat actors. In response, the Global Cybersecurity Congress opened with a keynote by H.E. Dr. Mohamed Al-Kuwaiti, Head of the UAE Cybersecurity Council.
He said cyberattacks do not discriminate and can impact governments, businesses, and individuals alike. The cost can be high and may threaten national security. He stressed that partnership is essential to build resilience.
Dr. Al-Kuwaiti also joined a panel with top officials from different sectors. The session focused on public-private cooperation, cybersecurity research, and talent development.
Pei Ling Lee, Head of Cyber Strategy and Capabilities Development at Interpol, highlighted the need for better coordination. She said more meaningful dialogue is required between law enforcement and cybersecurity entities.

International collaboration allows sharing expertise for national-level action
Afra Ibrahim Bin Fares, Senior Policy & Regulations Affairs Executive at Dubai Electronic Security Center (DESC), gave a presentation on preparing for the quantum leap. She discussed DESC's Quantum Cybersecurity Readiness Guidelines. The document provides a framework for quantum-safe measures and helps entities plan transitions for future threats.
She warned that governments and tech providers must act now. Waiting could lead to serious consequences. She said quantum technology is closer than it seems and urged immediate preparation.

GISEC Global 2025 is hosted by the UAE Cybersecurity Council, with support from DESC, the UAE Ministry of Interior, and Dubai Police. The event concludes Thursday with more panel discussions and the GISEC North Star pitch competition. Finalists will present innovations to a panel of cybersecurity experts.
Leading global and regional cybersecurity firms joined the event. Participants include Huawei, AWS, Microsoft, Google Cloud Security, Cisco, Deloitte, Kaspersky, Check Point, Cloudflare, and Honeywell. Other exhibitors include Spire Solutions, CPX, CyberKnight, LinkShadow, OPSWAT, Qualys, CrowdStrike, and StrikeReady.

Israeli media on Wedneday reported large-scale fighting between Hamas's armed wing, the al-Qassem Brigades, and Israeli soldiers in Gaza on Wednesday. According to Israeli media, an Israeli army camp in Khan Younis came under heavy attack from Hamas fighters in Khan Younis in the southern Gaza Strip. Mena DDoS attacks up 236% in Q2 2025, a record breaking quarter
The Middle East and North Africa (Mena) region experienced a 236 per cent surge in DDoS attacks during the second quarter of 2025 amid escalating regional conflicts, data showed on Wednesday. This is the highest number of attacks in the region's history, according to StormWall's latest threat analysis. Geopolitical tensions from the Israel-Palestine and Iran-Israel conflicts drove hacktivists to account for 73 per cent of all malicious traffic, with government infrastructure bearing the brunt of the attacks, StormWall report says. StormWall, which operates dedicated scrubbing centres in the Middle East with over 5 Tbps of combined filtering capacity, analysed attack patterns across its regional network during the second quarter of 2025. The data shows a big change in how attacks are done and who they target. There was a 162 per cent increase in API-layer attacks and a ninefold increase in probing attacks. Probing attacks are used by hackers to find weak spots in the system before they launch a full attack. The financial sector was the vertical industry most targeted by cyberattacks in Mena (38 per cent). There was a 26 per cent increase in cyberattacks on this sector compared to last year. Government services were the second most attacked sector (16 per cent), with a 53 per cent increase. Telecommunications (14 per cent) was the third most targeted industry. From a geographic perspective, Saudi Arabia was the most targeted country, with 22 per cent of attacks. Israel's share increased from 11 per cent to 19 per cent from Q1 to Q2 2025, while Iran's share increased from 16 per cent to 17 per cent. Furthermore, attacks are getting more sophisticated, which makes it harder for defenders to protect against them. API attacks now generate an average of just 4.7 Gbps of traffic, but they can bring down targets using only 12 per cent of the traffic volume required for traditional floods. Most API attacks used botnets with about 140,000 compromised devices, and HTTP floods were the most common way to attack APIs, accounting for 48 per cent of all API-targeting methods. 'Attackers used to rely on a lot of traffic, but now they're going after specific targets,' says Ramil Khantimirov, the founder of StormWall. 'This takes 88 per cent less traffic to have the same impact. It has become very important to review and update DDoS defenses to maintain a good security posture.'

Bahrain: Concession deal signed to boost energy strategy
Bahrain - His Majesty's representative for humanitarian work and youth affairs and Bapco Energies chairman Shaikh Nasser bin Hamad Al Khalifa witnessed the signing of a strategic energy concession agreement between the Oil and Environment Ministry and Bapco Energies – the integrated energy group leading the transformation of Bahrain's energy sector – with EOG Resources Bahrain Awali, a subsidiary of US company EOG Resources specialised in crude oil and natural gas exploration. The signing ceremony was attended by Oil and Environment Minister and Special Envoy for Climate Affairs Dr Mohammed Bin Daina; Bapco Energies Group CEO Mark Thomas; a delegation from EOG Resources led by Joseph Korenek, EOG Resources International president; and a number of officials from both sides. Shaikh Nasser affirmed that the signing of this agreement represents an important step in implementing the National Energy Strategy, noting that its provisions will combine Bapco Energies' national vision with the global expertise of EOG Resources, paving the way for new opportunities in oil and gas exploration, contributing to comprehensive national development, and supporting long-term energy security.
