Parliament panel slams Minority Affairs for delay in scholarship approvals

New Delhi, Aug 11 (PTI) The Parliamentary Standing Committee on Social Justice and Empowerment has pulled up the Ministry of Minority Affairs for failing to secure approval for key scholarship schemes meant for minority students.
In its Eleventh Report on action taken over the ministry's 2024-25 demands for grants, tabled in Parliament on Monday, the panel noted that the Pre-Matric, Post-Matric and Merit-cum-Means scholarships have remained in abeyance since 2022-23 pending 'harmonisation" with similar schemes of other ministries.
It said the delay has deprived economically weaker students of crucial support.
'The Committee strongly believe that the education of the students must have suffered due to non-availability of financial assistance to them. The students should not be made to suffer for no fault, concrete steps need to be taken to complete the process in a time-bound manner," it said, adding that the ministry must match benefits available to other marginalised groups.
The committee in its Original Report found that several schemes, such as National Fellowship, National Overseas Scholarship, Free Coaching, and Residential Education, are being implemented without any interruption in the Department of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities, and the Ministry of Tribal Affairs.
However, these schemes have been discontinued by Minority Affairs, it said.
In the absence of these schemes, the Ministry of Minority Affairs is depriving needy and deserving students of minority communities from pursuing higher education, the report read.
The committee recommended reconsidering the decision to discontinue the educational schemes for minority communities.
On livelihood support, the committee expressed dissatisfaction with the ministry's vague response on the roll-out of the Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) scheme, formed by merging five earlier programmes.

It said no expenditure was made under the scheme in 2023-24 and stressed that the ministry must fully utilise the 2024-25 budget before the 15th Finance Commission cycle ends in 2025-26.
The report said that despite the adoption of the Public Financial Management System and Single Nodal Agency rules by most states, delays in project approvals and execution under the Pradhan Mantri Jan Vikas Karyakram persist. The Bombay High Court ruled that possessing Aadhaar, PAN, or voter ID does not prove Indian citizenship while denying bail to an illegal immigrant. The Bombay High Court on Tuesday said that a person does not become a citizen of India merely by possessing documents like an Aadhaar card, PAN card, or a voter ID. While refusing bail to an alleged Bangladeshi man for entering India illegally, a bench of Justice Amit Borkar provisions of the Citizenship Act lay down who can be a citizen of India and how citizenship can be acquired, and documents such as the Aadhaar card, PAN card and EPIC are only meant for identification or availing services, news agency PTI reported. 'Merely having documents such as Aadhaar card, PAN card or voter ID does not, by itself, make someone a citizen of India. These documents are meant for identification or availing services, but they do not override the basic legal requirements of citizenship as prescribed in the Citizenship Act," the High Court said. The man, identified as Babu Abdul Ruf Sardar, is accused of entering India without a valid passport or travel documents. Sardar, believed to be a Bangladeshi national, stayed here for over a decade by procuring forged documents such as Aadhaar card, PAN card, voter ID and an Indian passport. 'In my opinion, the Citizenship Act of 1955 is the main and controlling law for deciding questions about nationality in India today. This is the statute that lays down who can be a citizen, how citizenship can be acquired and in what situations it can be lost," Justice Bokar said as quoted by the news agency. The bench further emphasised that the 1955 law draws a clear line between lawful citizens and illegal migrants, the bench said. People falling in the category of illegal migrants are barred from obtaining citizenship through most of the legal routes mentioned in the Citizenship Act, it added. 'This distinction is important because it protects the sovereignty of the country and ensures that benefits and rights meant for citizens are not wrongfully taken by those who have no legal status to stay in India," the court said. Refusing bail to the accused Sardar, the court pointed out that verification of his documents was still pending, and the investigation was ongoing. The police's concern that he may abscond if released was found to be 'a genuine apprehension". The bench said the allegations went beyond unauthorised stay in India, involving 'making and using fake and forged identity documents with the aim of pretending to be an Indian citizen". Sardar was booked under provisions of the Bharatiya Nyaya Sanhita, the Passport (Entry to India) Act and the Foreigners Order. Agency: PTI Jhansi (UP), Aug 12 (PTI) Police have arrested a man for allegedly concealing his caste, harassing a young woman, and pressuring her into marriage, officials said on Tuesday. He also staged a suicide attempt to intimidate woman's family. The two met on Facebook, where the accused was registered under a fake name, Sameer Arya. He befriended the woman, a resident of the Kadamb Ali area. However, when the woman learned that his real identity was Afraz Ali, she distanced herself and broke off contact. Angered by this, he began threatening her. The complainant told the police that he also staged a suicide attempt to intimidate her family. On Sunday afternoon, Afraz came to her house and pretended to consume poison. Fearing for his life, the woman's family took him to a doctor, who confirmed he had ingested a harmless substance, a police official said, citing the complaint. Following this, the family filed a police complaint. Bajrang Dal leader Rohit Kushwaha also demanded action against the accused. Circle Officer (CO) of Mauranipur, Manoj Kumar Singh, said a case has been registered under relevant sections of the Bharatiya Nyaya Sanhita Act. 'The accused has been taken into custody, and further investigation is underway," the CO added. The Supreme Court on Monday ordered that all stray dogs in Delhi and the NCR must be caught within eight weeks and kept in special shelters that civic authorities will set up. The Supreme Court's decision to remove all community dogs from Delhi-NCR and keep them in shelter homes has sparked a massive debate on social media. Among others, Rohit Saraf has also voiced his concerns by sharing a strong note on his social media handle. On Tuesday, the Mismatched actor took to his Instagram stories and shared a post of stand-up comedian Vir Das, in which the latter urged citizens to adopt indies and support animal welfare NGOs. The Supreme Court on Monday ordered that all stray dogs in Delhi and the NCR must be caught within eight weeks and kept in special shelters that civic authorities will set up. A bench of Justices JB Pardiwala and R Mahadevan gave these directions while hearing a case taken up on its own about the rising number of stray dog attacks. The judges also said that anyone who tries to stop the authorities from carrying out the capture will face contempt of court action. The court further ordered that a helpline must be started in Delhi-NCR to report dog bite cases. If a complaint is made, the dog involved must be caught within four hours.
