Comelec lifts suspension of Marcy Teodoro' proclamation as Marikina rep

The Commission on Elections has lifted the suspension of the proclamation of outgoing Marikina Mayor Marcelino "Marcy" Teodoro as the winning congressional candidate of the city's 1st District following the reinstatement of his certificate of candidacy.
In a 38-page resolution promulgated on June 25, the Comelec en banc granted the consolidated motions for reconsideration filed by Teodoro and reversed and set aside the poll body First Division's December 11, 2024 resolution cancelling his COC.
"The order for the suspension of the proclamation of respondent Marcelino "Marcy" R. Teodoro issued by the Commission (En Banc) on 12 May 2025 is hereby lifted. Finally, the certificate of candidacy of herein respondent Marcelino "Marcy" R. Teodoro for the Member of the House of Representatives, 1st District, Marikina City in the 12 May 2025 National and Local Elections is hereby reinstated," it said.
The en banc said the petitioners failed to prove that Teodoro committed material representation in his COC for the 2025 polls as regards his residency in Barangay San Roque in the 1st District. —AOL, GMA Integrated News

"As the security environment in the region becomes increasingly severe, the entry into force of the agreement with the Philippines, a strategic partner located at a strategic juncture on the sea lanes and sharing fundamental values and principles, will further promote security and defense cooperation between the two countries, and firmly support peace and stability in the Indo-Pacific region," the Japanese embassy said in a statement. Japan and the Philippines, which was occupied by Imperial Japan during World War II, have established closer security ties under Philippine President Ferdinand Marcos Jr. in the face of China's increasingly assertive behavior in the disputed South China Sea. China and Japan are also locked in a long-running territorial dispute over the Senkaku islands, which the Chinese call Diaoyu, in the East Sea. According to a statement, the SC ruled that the findings of the poll body were supported by substantial evidence. Seeking to remove doubts about the legality of the Commission on Elections' (Comelec) ruling, the Supreme Court (SC) on Tuesday announced that it upheld the disqualification of Matt Erwin Florido as representative of Quezon Province due to alleged vote buying. According to a statement, the SC ruled that the findings of the poll body were supported by substantial evidence. This stemmed from a complaint filed by registered voters and residents of Buenavista, alleging that Florido's camp distributed P1,000 bills along with free food, shirts, and transportation during a gathering on April 5 and 6. In his petition with the SC, Florido said that Comelec committed grave abuse of discretion and argued that the event was only for his campaign volunteers. The SC, however, noted that the event was not exclusive to campaign staff. It said that the event was clearly intended to gain electoral support. Aside from this, the SC said the distribution of cash and other items were not properly documented or liquidated. 'The SC emphasized that the lack of receipts, logbooks, or other records indicated that the funds were used to influence voters — constituting vote-buying under the Omnibus Election Code,' it said in a statement. According to the High Court, Florido's presence at the event also showed his knowledge and implied his approval. 'Although Florido ultimately lost in the 2025 elections, the SC still resolved the case to remove any doubts about the legality of the COMELEC's decision,' it said. — BAP, GMA Integrated News

The Commission on Elections (Comelec) is mulling to implement e-register or online registration in October should the Baranggay and Sangguniang Kabataan elections (BSKE) be formally postponed. Comelec chairperson George Erwin Garcia made the remarks on Monday following reports of some registrants fainting during the ten-day nationwide voter registration last week. 'Dapat meron na tayong online registration,' Garcia said. 'Mayroon na tayong mandato na kaya lang di siguro na-highlight. Amin pong patitibayin at paiigtingin ang e-register natin.' (We already have the online registration system as well as the mandate for it. However, it was not highlighted. We will reinforce and strengthen it.) Under the e-registration system, Garcia said applicants will submit their forms online. They will then be provided with a scheduled date to visit their local Comelec offices and have their photos, fingerprints, and oath taken. 'Almost sure na ito ay ipapatupad natin, 'yung e-register. Subalit kailangan pa rin pumunta sa local Comelec para lang magpa-picture, sign, at kuhanan ng fingerprints,' he said. (It is almost sure that we will implement the e-register but they still need to visit their local Comelec offices for photos, signature, and fingerprints.) 'Kailangan namin yun para sa biometrics at maikumpara namin sa existing registration,' Garcia added. (We need that for biometrics and to compare them with the existing registration.) Garcia reiterated this is 'the most successful voter registration in history' and said 65%-67% of the registrants were youth. 'Overall, generally peaceful ang ating registration. Napaka-matagumpay po ito. Again, inuulit natin, ito ang pinakamatagumpay na registration sa kasaysayan ng buong Commission, ng registration, ng ating election,' he said. (Overall, the registration period [was] generally peaceful. It is a victory for us. It is also, again, the most successful registration in the history of the Comelec, our registration, and our elections.) 'Nakakatuwa, sampung araw almost 2.8M ang nagpa-rehistro…Nalagpasan pa ang registration na ginawa namin nitong nakaraang taon,' he added. (We're happy that almost 2.8M registered during the ten-day period. That surpasses our registration last year.) The ten-day nationwide voter registration for the 2025 BSKE started on Friday, August 1 until Sunday, August 10. However, voter registration in SRAP sites was opened until Thursday, August 7. Earlier, the Comelec said it will resume the voter registration in October to July next year should the BSKE be formally moved following the signing of a proposed bill seeking to extend the term of office for the barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. President Ferdinand Marcos Jr. announced he will sign the proposed measure. The 2025 BSKE is initially set on December 1, 2025. — RSJ, GMA Integrated News
