Malaysia's 13MP focuses on AI and 5G for digital transformation

KUALA LUMPUR: The 13th Malaysia Plan (13MP) places strong emphasis on technology, particularly artificial intelligence (AI), to accelerate the nation's digital transformation.
Digital Minister Gobind Singh Deo stated that Prime Minister Datuk Seri Anwar Ibrahim has prioritised the AI Nation Framework as a key initiative.
The framework aims to maximise Malaysia's 5G network for digital solutions, including smart city projects using existing data.
Gobind noted that the 13MP also introduces the concept of a data commission to strengthen digital trust.
He described these measures as crucial steps toward achieving AI nation status in the near future.
The minister shared these insights after launching the 5G Enterprise and AI City Grant.
The initiative will be showcased at the Smart City Expo Kuala Lumpur 2025 (SCEKL25) from Sept 17–19.
The event will highlight Malaysia's smart city progress and encourage collaboration among stakeholders.
Digital Nasional Bhd (DNB) and Malaysia Digital Economy Corporation (MDEC) are leading the AI Cities initiative.
This effort complements the Smart Cities programme under the Ministry of Housing and Local Government.
Gobind expressed confidence that these initiatives will drive actionable innovation nationwide.
He stressed the importance of aligning policy with practical implementation for tangible local impact.
The 5G Enterprise and AI City Grant was awarded to 14 recipients, including universities, companies, and local authorities.
Selected proposals focus on sectors like agriculture, healthcare, logistics, manufacturing, and education.
These projects leverage AI and 5G to solve real-world challenges with scalable solutions.
Examples include autonomous drone corridors, AI-powered dashboards, and intelligent transport systems.
The initiatives also aim to empower SMEs and public institutions, ensuring wider access to innovation.

PUTRAJAYA, Aug 15 — The use of artificial intelligence (AI) to create visuals featuring the Jalur Gemilang must be carefully monitored to prevent inaccuracies that could disrespect national symbols and undermine the country's dignity, the Department of Information (JaPen) has cautioned. JaPen National Policy Publications Division director Mohd Sabri Abdullah said while AI is a valuable tool, human oversight remains essential, as the technology is prone to errors due to limitations in its training data and interpretation. 'AI models may lack access to official references and often merge elements from various sources. If the prompt is vague, the system will make assumptions, which can result in distorted or inaccurate depictions,' he said during a media briefing yesterday. He urged creators to thoroughly review AI-generated images of the national flag, including colours, proportions, orientation and number of stripes, to ensure they align with official specifications. 'Respecting the national flag does not stifle creativity. Instead, it requires creativity that is principled and respectful,' he said, adding that human knowledge of flag protocols and national standards is still crucial. Meanwhile, Awards and International Conference deputy division secretary Azman Ishak has reminded the public that altering the Jalur Gemilang, including using it in logos or stylised forms, is strictly prohibited. KUALA LUMPUR: Malaysian shares are trading at valuations below their historical average, offering room for gains despite persistent foreign selling and policy uncertainties, said Hong Leong Investment Bank Bhd (HLIB). It said the FTSE Bursa Malaysia KLCI's (FBM KLCI) 2026 valuation is below its five-year mean and along with a firmer ringgit and expectations of a US interest rate cut in September, could support the market in the near term. "The recent reduction in US–Malaysia tariffs to 19 per cent, the rollout of the 13th Malaysia Plan and easing US–China trade tensions, underpinned by a 90-day truce, provide a constructive backdrop for the FBM KLCI," it said in a note today. Yesterday, the FBM KLCI slipped 5.6 points to 1,581.05, snapping a seven-day winning streak totalling 59.6 points, in line with weaker regional sentiment. HLIB said a decisive close above 1,587 points, the May 15 high, would confirm a breakout and pave the way towards the 1,600 to 1,615 resistance zone. "While a brief pullback is possible after the 67.8-point August rally, the near-term bias remains constructive," it added. However, the research house flagged several headwinds, including persistent foreign selling, muted corporate earnings and domestic policy risks. Year-to-date, foreign investors have withdrawn RM14.61 billion from the local bourse, the highest annual outflow since the RM24.6 billion recorded during the 2020 pandemic. In contrast, local institutions have been net buyers of RM12.86 billion, supplemented by RM1.76 billion in retail inflows. HLIB also highlighted a "tariff overhang" as Malaysia awaits clarification from the US on the status of its semiconductor exports following President Donald Trump's proposal for a 100 per cent levy on chips made outside the US. Back home, it said concerns over subsidy rationalisation and a potential expansion of the sales and service tax could weigh on consumer sentiment and cloud earnings visibility.
