AGC warns civil servants: Participate in rallies, face disciplinary action
In a statement, the AGC said any failure to comply with P.U. (A) 1/2012, P.U. (A) 395/1993, General Orders, circulars, service circulars, rules and other government-issued instructions could result in disciplinary action being taken against the officer under P.U. (A) 395/1993.
'Although Articles 10(1)(a) and 10(1)(b) of the Federal Constitution provide every citizen the right to freedom of speech and expression, as well as the right to assemble peaceably and without arms, these rights are not absolute,' the statement said.
Last week, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar reminded civil servants not to participate in a rally scheduled to be held in the capital this Saturday.
He said it would be inappropriate for civil servants to join the assembly as doing so would go against the principle of Loyalty to the King and Country as enshrined in the Rukun Negara.
Meanwhile, the AGC stated that a public officer was bound by the Letter of Undertaking as provided for under subregulation 20(3) of the Public Officers (Appointments, Promotions and Termination of Services) Regulations 2012 [P.U. (A) 1/2012].
'Under the Letter of Undertaking, every public officer is responsible for complying with all regulations, including the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993], General Orders, circulars, service circulars, rules and other directives issued by the Government from time to time during the course of their service,' it said.
According to the statement, under P.U. (A) 1/2012 and P.U. (A) 395/1993, a public officer must at all times demonstrate loyalty to the King, the nation and the government.
'(They must) not act in a manner that tarnishes or discredits the image of the civil service and must not make any public statement that would bring embarrassment or disrepute to the government,' it said. — Bernama

Rubio: US officials on the ground in Malaysia to aid peace talks as Thailand and Cambodia seek ceasefire
WASHINGTON, July 28 — US Secretary of State Marco Rubio said State Department officials were in Malaysia to assist peace efforts as Cambodia and Thailand were scheduled to begin talks there on Monday in hopes for a ceasefire. President Donald Trump and Rubio were engaged with their counterparts for each country and were monitoring the situation very closely, Rubio said in a statement released by the State Department late on Sunday in the US and early Monday in Asia. 'We want this conflict to end as soon as possible,' he said. 'State Department officials are on the ground in Malaysia to assist these peace efforts.' Why it's important The leaders of Thailand and Cambodia were scheduled to attend mediation talks over their deadly border conflict in Malaysia on Monday, the Thai government said, as both sides accused each other of launching fresh artillery strikes across contested areas. Tensions between Thailand and Cambodia have intensified since the late-May killing of a Cambodian soldier during a brief border skirmish. Border troops on both sides were reinforced amid a full-blown diplomatic crisis that brought Thailand's fragile coalition government to the brink of collapse. Hostilities resumed on Thursday and, within just four days, escalated into the worst fighting between the South-east Asian neighbours in more than a decade. No registration for RM100 cash aid, beware of scams, warns govt
Deputy finance minister Lim Hui Ying said the ministry has received complaints about fake links and messages claiming that registration is required to receive the cash aid. (Bernama pic) PETALING JAYA : The government has urged the public to be cautious of scams and other fraud attempts over the one-off RM100 cash assistance under the Sumbangan Asas Rahmah (SARA). Speaking at an event in George Town, Penang, today, deputy finance minister Lim Hui Ying said the assistance does not require any application or registration whatsoever, Bernama reported. She said the amount will be credited directly into the MyKad of all Malaysians aged 18 and above starting Aug 31. 'We have received numerous inquiries about how to register for the RM100 SARA assistance. There have also been complaints about fake links and messages claiming that registration is required to receive the aid. 'These claims are false and dangerous. Do not click on any such links, they are scams. 'I want to stress that there is no need to apply or register for the RM100 cash aid, as it will be automatically credited to the recipients' MyKad,' she said. Lim, who is the MP for Tanjung, reassured the public that there is no cause for concern as everyone aged 18 and above will receive the cash aid. 'Only if they do not receive it after Aug 31 will we take further action and inform them accordingly,' she said. On July 23, Prime Minister Anwar Ibrahim announced several major initiatives by the government, including the one-off RM100 cash aid, the postponement of toll rate hikes on 10 highways, and a drop in the price of RON95 fuel to RM1.99 per litre. Lim also said the government is open to considering the inclusion of wet goods such as chicken, meat and fish under SARA. 'We continue to listen to feedback and suggestions regarding the list of items under SARA. There have been proposals to include wet items such as fish, meat and chicken. We will consider expanding the list when the time is right,' she told reporters. She said the government expanded the SARA initiative on May 1 to include household cleaning products, such as laundry detergent and dishwashing liquid. These are in addition to the existing categories covering basic food items, medicines, school supplies, and personal hygiene products. Their inclusion increased the number of product categories from 13 to 14, covering 90,000 types of goods. This decision was based on feedback received during the implementation of SARA earlier this year, she said.
