Notably, Moroccan students form the largest foreign nationality in French higher education institutions, with 45,162 enrolled during the 2022/2023 academic year, representing 11% of all international students in France. For university degrees to qualify for automatic equivalence, two key conditions must be met. First, the qualification must be a state-issued diploma from a public institution. Second, students must have completed their education through regular attendance in the country where the degree was issued, providing official proof of residence during their studies. For engineering qualifications, an additional criterion applies. To be considered equivalent to a Moroccan 'State Engineer' diploma, the foreign engineering program must span at least five years of study after completing a scientific or technical baccalaureate or comparable certificate. The ministry aims to simplify and speed up the equivalence procedure for foreign degrees through this initiative. Officials seek to cut processing times and improve acceptance of qualifications that Moroccan students earn in established educational systems abroad. The ministry has previously implemented similar decisions for degrees from other countries and continues to expand this equivalence framework to include qualifications from more destinations. Morocco Launches Tender to Roll Out 5G Mobile Networks
Rabat – Morocco has launched a call for competition to grant licenses for the establishment and operation of 5G mobile networks, the country's telecoms regulator announced. The National Telecommunications Regulatory Agency (ANRT) said in a statement that the process is part of Morocco's broader Digital 2030 strategy and aligns with national policy goals for the telecom sector. The aim is to equip the country with the latest mobile communication technology to support its economic and social development, added the statement. The fifth generation of mobile networks, or 5G, offers faster data speeds, low latency, and the ability to handle real-time communications. These features make it suitable for several sectors, including industry, transport, healthcare, and agriculture, ANRT noted. The agency explained that the tender document outlines all the legal, technical, and financial conditions required to build and run 5G networks in Morocco. It also sets the rules for how services must be offered to customers, the obligations related to network coverage and service quality, and the steps for how the process will be carried out and evaluated. The evaluation of the bids will result in a public report to ensure transparency, added the statement. The agency urged companies interested in applying to collect the competition file from the ANRT. Once the winners of the 5G licenses are selected, the terms and obligations will be finalized in a document known as the Cahier des Charges, which will be adopted by government decree and published in Morocco's Official Bulletin. The Digital 2030 Strategy is Morocco's national roadmap for accelerating digital transformation over the next decade. Egypt's Blu EV Plans $100 Million Investment in Morocco's Electric Mobility Market
Rabat – Blu EV, an Egyptian electric mobility company backed by billionaire Naguib Sawiris, is preparing to enter the Moroccan market by the end of this year. The company, which specializes in converting motorcycles from gasoline to electric power, aims to invest $100 million in the country. Speaking to Asharq Business, Blu EV co-founder and Chief Executive Officer Reda Baalbaki said that the expansion into Morocco is part of a larger plan to grow gradually across North Africa and the Middle East. The company also continues to expand within Egypt, aiming to provide affordable and eco-friendly two-wheeled transportation solutions. Their electric bikes cost around 30% less to operate than traditional fuel-powered motorcycles, Baalbaki said, highlighting the company's focus on reducing pollution and offering low-cost mobility options. Blu EV was launched in 2023 and is chaired by prominent Egyptian businessman Naguib Sawiris. Sawiris invested $120 million in the company through a partnership with Orascom Investment Holding, a firm owned by the Sawiris family. Baalbaki explained that Blu EV currently operates in several Egyptian cities, including East Cairo, Alexandria, Ismailia, the North Coast, and El Gouna. It has already set up over 50 battery-swapping stations, with a focus this year on expanding further into Greater Cairo. The company plans to cover the rest of Egypt over the next five years. Blu EV's main service is converting regular motorcycles into electric ones by replacing the fuel engine with an electric motor. The company also manages a smart network of battery-swapping stations to support the use of these electric bikes. Morocco has taken several steps in recent years to support electric vehicles. The country has launched public charging stations in major cities and on highways, and local automakers have shown interest in producing EVs. In addition, Morocco is home to two major car factories that have started producing electric or hybrid models for export. Last week, Renault Tangier celebrated the production of the 2,000th Mobilize DUO, the first fully electric four-wheeled vehicle made in Morocco. However, the local use of EVs remains low due to the high cost of electric cars and the limited number of charging stations.
