Hate crime is defined as any act that causes harm, incites violence, or spreads hatred based on identity markers such as religion, caste, gender, sexual orientation, tribe, language, or disability. Hate speech, meanwhile, includes any form of communication—verbal, written, visual, or digital—that is intended to promote hostility or incite harm. This includes content shared in both public and private spaces, with the mere act of making such material accessible to others being liable for prosecution.In a key provision, the Bill holds digital intermediaries such as social media companies, search engines, telecom operators, online marketplaces, and internet service providers accountable for content they host or disseminate. These platforms could face penalties if they knowingly or unknowingly enable hate content, including imprisonment of up to three years and financial fines.advertisement
The legislation also targets enablers of hate speech and hate crimes. Individuals who provide financial support, offer platforms, or otherwise assist in the commission of such offences may face the same penalties as the primary perpetrators.District magistrates will be empowered to issue preventive orders in areas where a risk of communal disturbance exists. These orders may prohibit gatherings, processions, use of loudspeakers, or any act likely to incite fear. Such restrictions can initially be imposed for up to 30 days, with a possible extension of up to 60 days based on necessity.The draft introduces the concept of a 'victim impact statement' which allows victims or their representatives to submit a sworn statement describing the psychological, physical, social, or financial damage endured. Courts will be required to consider these statements while determining sentencing.The Bill makes certain exemptions for protected forms of speech, including genuine artistic expression, academic research, scientific analysis, factual journalistic reporting, and religious discourse, provided such content does not incite violence or hatred.For effective implementation, the Bill calls for awareness campaigns, training programmes for government officials, and public education efforts. These responsibilities may be assigned to state commissions, such as the Human Rights Commission or the Commission for Women.advertisementGovernment officials acting in good faith under the Bill will be protected from legal action. The state government will also be empowered to frame rules and regulations for enforcing the legislation, with oversight by the state legislature.

Accordingly, the DRI's Mumbai Zonal Unit initiated action under the codename "Operation Alchemist" on Sunday night and uncovered the gold melting unit in the Masjid Bunder area. Initially, a DRI team nabbed two persons, who were coming out of the facility and 8.74 kg of gold in bar form was recovered from their possession, he said. A search was conducted at the facility, where DRI officials found that two operators were melting smuggled gold and converting the precious metal into bars, he said. During investigation it surfaced that 18 egg-shaped capsules containing gold were smuggled into India earlier on Sunday after carrier passengers landed at the Chhatrapati Shivaji Maharaj International Airport, the official informed. The smuggled capsules were melted down at the facility into half a dozen bars weighing 8.74 kg. In a follow-up operation, the DRI apprehended two additional individuals involved in collecting the smuggled capsules along with a key person managing melting operations, he said. In all, seven accused persons were arrested and gold valued at Rs 8.93 crore was seized during the operation, the official said, adding further probe was underway.

Meerut: A fire broke out at a fair in Budaun's Gandhi Ground on Monday morning, triggering eight gas cylinder explosions, gutting at least 24 shops, and leaving three people injured. According to fire officials, the blaze began around 8 am, allegedly after a shopkeeper lit a stove to prepare tea. Ram Raj Yadav, Chief Fire Officer, Budaun, told TOI, "The fire was brought under control within an hour. We are investigating the cause. Some shopkeepers mentioned a stove might have sparked the fire. No complaint has been filed yet, and there are no fatalities." The exhibition, organised by the Budaun Municipal Administration, had over 100 stalls. Witnesses said the fire spread rapidly. Mohd Imran, a shopkeeper from Aligarh, said, "I was in my shop when the fire started. Within five minutes, there was a loud explosion, and the blaze intensified. My footwear shop, tent worth Rs1.5 lakh, and goods worth Rs 4.5 lakh were destroyed. Even the cash burned. I am ruined." The district administration has launched an investigation into the incident to prevent future mishaps.

Dehradun: Thirty-two Nepali nationals, including three minors, were rescued on Thursday from a house in Uttarakhand's Udham Singh Nagar (US Nagar) district, where they were allegedly held captive for around four months after being lured to India with promises of lucrative jobs. The joint operation was conducted by the Nepal embassy, Uttarakhand Police, and NGO, KIN India. Three men, including a Nepali citizen, Birendra Shahi, 21, have been arrested. In a post on X, the Nepal embassy in India on Saturday said the rescued individuals will be repatriated after the legal process is completed. US Nagar SSP Manikant Mishra told TOI on Sunday that police were alerted by an embassy official on Thursday. "Acting on the input, police along with the NGO representatives raided the house of Maharaj Singh in Kashipur, where 32 people, including three boys aged around 14–15, were found," Mishra said. He said the victims were from poor families in Nepal and had been brought to India by Shahi on the promise of jobs. "He had taken Rs 10,000 to 30,000 from each of them. A case was registered against the trio on Thursday under multiple BNS sections, including 127(4) (wrongful confinement), 137(2) (kidnapping), and 111(2) (organised crime). All three were arrested on Friday and sent to jail after being produced in court. Naveen Joshi, a representative of KIN India, added that a second operation was underway on Sunday to rescue around 35 more Nepali nationals held in similar conditions in Rudrapur.
