MOSTI to host Malaysia's first space law moot in Dec 2025
Scheduled from Dec 5 to 7 at Universiti Sains Islam Malaysia (USIM) in Nilai, the PMPA 2025 is spearheaded by MOSTI's Space Regulator Division in collaboration with USIM and supported by the Malaysian Innovation Foundation.
In a statement today, Science, Technology and Innovation Minister Chang Lih Kang encouraged more law students to embrace the challenge, not merely to compete for victory, but to explore an emerging field that connects science, technology and law.
'I believe this competition can produce a generation of young lawyers ready to face future challenges and safeguard national interests as we compete on the global stage in the space industry,' he said.
PMPA 2025 is designed to highlight the importance of the Malaysian Space Board Act 2022 [Act 834], while providing an avenue for participants to debate critical issues in international space law in the context of current technology and future space exploration.
The event is more than just a simulated moot court proceeding; it is a practical training platform for law students to hone their advocacy skills in the context of space trials, while gaining insight into the real challenges facing the national and international space industry.
Chang said the competition is seen as a step towards strengthening academic collaboration between higher learning institutions and government agencies in formulating and implementing national space law policies.
It also aims to raise awareness among the public and the academic community about the existence and importance of Malaysia's space law in safeguarding the nation's security, sovereignty and development in the space sector, he added.
The PMPA 2025 is aligned with the Malaysia MADANI vision, which emphasises knowledge, inclusivity and compassion in shaping a progressive society. It also supports the National Science, Technology and Innovation Policy 2021–2030, particularly in nurturing science, technology and innovation talent and advancing data-driven governance.
In addition, MOSTI views PMPA 2025 as part of its strategy to achieve the goals set under the National Space Policy Action Plan 2030.
Among other aspects, the policy targets a space sector contribution of at least 1 percent or RM10 billion to the national GDP, while creating 5,000 new high-skilled jobs within a progressive and sustainable space ecosystem.
Meanwhile, USIM's Faculty of Syariah and Law senior lecturer, Dr Che Zuhaida Saari, said that as technology becomes deeply embedded in daily life and reaches for the stars, the law must stay ahead to ensure space remains a peaceful, ethical and inclusive domain.
She emphasised that space is not just an empty void, but a trust that carries a profound responsibility to protect all humanity.
PMPA 2025 is expected to attract up to 50,000 participants from public and private higher learning institutions nationwide, solidifying its role in advancing expertise in space law, a field increasingly drawing global attention.

The International Conference on Science Diplomacy for Regional Prosperity in Asean has commenced at the MIGHT Partnership Hub, bringing together policymakers, scientists, diplomats, academics, and industry leaders from across this region and beyond, to explore the potential and challenges of science diplomacy as a mechanism for fostering mutual interests and regional cooperation among the bloc member states. On top of that, Malaysia has proposed the establishment of an Asean Centre for Science Diplomacy, which would be the first regional hub in the country focusing on the role of science in public policy and cooperation among Asean nations. The proposal was initiated by UCSI University and the Malaysian Industry-Government Group for High Technology (MIGHT), and fully supported by the Science, Technology and Innovation Ministry (MOSTI). Institute for Science Diplomacy and Sustainability (UCSI-IISDS) at UCSI University, Founding Director and MIGHT Co-Chairman (Government), Tan Sri Dr Zakri Abdul Hamid, said the hub would serve to mobilise all efforts in Asean to champion science diplomacy issues, with Malaysia leading the establishment of the hub. Jointly hosted by the Malaysian Industry-Government Group for High Technology (MIGHT) and the International Institute of Science Diplomacy and Sustainability (IISDS) of UCSI University, the two-day conference aims to build regional consensus on leveraging science, technology, and innovation (STI) for diplomacy, sustainable development, and economic integration. The conference serves as a strategic platform for sharing global best practices, fostering cross-border collaboration, and catalysing action on key regional priorities, including climate change, digital transformation, health security, and sustainable urban development. In his opening address, Chang Lih Kang, Minister of Science, Technology, and Innovation Malaysia, reaffirmed Malaysia's commitment to advancing science diplomacy as a cornerstone of regional cooperation. He highlighted Malaysia's National Policy on Science, Technology and Innovation (NPSTI) 2021 –2030, as well as the country's proactive role in shaping the new A sean Plan of Action on Science, Technology and Innovation (APASTI) 2026-2035. 'Science diplomacy is not just about scientific exchange, it's about building trust, strengthening partnerships, and aligning our collective strengths to solve challenges that transcend borders,' he said. Malaysia's Minister of Science, Technology and Innovation, Chang Lih Kang, officiated the two-day Science Diplomacy for Regional Prosperity in Asean Conference at the MIGHT Partnership Hub. A key highlight of the conference is the proposal to develop a strategic roadmap for science diplomacy in A sean , aimed at fostering institutional frameworks, shared priorities, and talent mobility to support the region's long-term goals. Furthermore, representatives of A sean member states expressed strong interest in formalising platforms for knowledge exchange and institutional cooperation. The proposed establishment of a Centre of Excellence for Science Diplomacy in the region, championed by Malaysia, is also being explored as part of this long-term effort. MOHE directs polytechnics to revamp courses for semiconductor industry
GEORGE TOWN: The Ministry of Higher Education (MOHE) has directed Politeknik Balik Pulau in Penang and Politeknik Tuanku Sultanah Bahiyah in Kedah to reassess their course structures. This initiative aims to address the workforce needs of Malaysia's expanding semiconductor industry. Minister Datuk Seri Dr Zambry Abdul Kadir highlighted the strategic locations of both institutions near the nation's semiconductor hub. 'I've instructed the two polytechnics in the northern region to re-evaluate the courses they offer,' he said. The goal is to align programmes with industry demands and reduce reliance solely on universities for skilled talent. Zambry stressed the need for polytechnics and community colleges to adapt within the semiconductor ecosystem. He spoke at the IEEE International Symposium on the Physical and Failure Analysis of Integrated Circuits (IPFA) 2025. The event was held at the Setia Spice Convention Centre in Bayan Lepas. Zambry linked the move to Malaysia's ambition to lead in semiconductor design and manufacturing. A robust education-industry partnership is key to maintaining global competitiveness, he added. He praised Universiti Sains Malaysia (USM) for advancing chip development through industry collaborations. 'This proves our institutions can contribute to both front-end and back-end semiconductor processes,' he noted. KOTA BHARU: The MADANI Rakyat Programme (PMR) 2025 Kelantan began today with a strong focus on community engagement and technological innovation. The event, held at Sultan Muhammad IV Stadium, provides over 100 direct services, high-tech exhibitions, and job opportunities for locals. Organised by MOSTI in collaboration with ICU JPM, the three-day carnival-style event aims to enhance public welfare through science and technology.
