Rural ambulance service to build new facility with $300,000 federal grant
GOWRIE, Iowa — Federal funding will help expand emergency medical services in a rural community in Webster County.
The Southwest Webster Ambulance Service in Gowrie is in desperate need of an upgrade. EMT Terry Towne said they outgrew the building 15 years ago.
'When I started 30 years ago, all of our supplies were in the bay with the ambulance, but now very little of them are because there's no room,' Towne said.
To save space, they started storing equipment inside their meeting room instead. The bay now only stores their two ambulances.
One is nine-years-old and the other is 16-years-old. There's a cabinet inside the bay that opens directly onto one of the vehicles. According to Towne, newer ambulances are getting larger and wider, so while they're tight for space now, it may be worse in the future.
However, federal funding will now help them create a new building. Senator Chuck Grassley announced $2.3 million in federal funding through the U.S. Department of Agriculture's Rural Development Grant Program. The money was awarded to five communities, and Gowrie was one of them.
'Many Iowans call rural communities home, and they deserve our support and investment. These federal dollars will upgrade critical infrastructure, promote economic development, and boost health and safety initiatives throughout rural Iowa,' said Grassley.
None of this would've been possible without the help of one local Gowrie business. Marcie Boerner is the CEO and General Manager for the Webster-Calhoun Cooperative Telephone Association. She applied for the grant on behalf of the Southwest Webster Ambulance Service.
Webster-Calhoun has a revolving loan fund, which means they're able to make 0% loans to businesses and organizations within their community to support economic growth.

She found out earlier this year they were awarded $300,000 for the project. The ambulance service will provide a 20% match.
'It's actually a program that's a win-win for the both of us. So, its adding $360,000 to our revolving loan fund but as they pay it back to us, we're able to continue to reloan it to other businesses and organizations throughout our service area,' said Boerner.
The partnership with the medical services crew was an easy decision for Boerner.
'There's three [hospitals] but they're 30 minutes away, and so it's really important and really fortunate as a citizen and resident in Gowrie that we have the Southwest Webster Ambulance crew here in town,' she said.
Towne describes this loan as a dream come true.
'It's still very emotional when I think about it, because we've been trying to work on an ambulance but fundraisers only go so far and the cost of the buildings keep going up, even more than our fundraising has been going up. So, this is not anything we could've reached without this loan that we're getting from them,' she said.
The new building will be constructed in between the current facility and the town's fire department. The City of Gowrie already voted to buy the current facility to use it as a police station. The new facility is projected to be completed by the fall.
Towne also said they will use part of the grant to employ a paramedic. The Southwest Webster Ambulance is ran by volunteers. Employing a paramedic will ensure the station has someone available to better assist residents around the clock.
Currently, the police and fire departments are funded by property tax, but EMT is not. As a result, Webster County is also holding a special election on March 4th to change this. If approved, the county will dedicate a tax of 75-cents per $1,000 of taxable property. They expect this to raise around $200,000 annually for the ambulance service.

Missouri probes false report about screwworm pest that hurt US cattle prices
By Tom Polansek (Reuters) - Missouri authorities are investigating a fake press release about the damaging livestock pest New World screwworm that sparked a selloff in U.S. cattle futures markets last week, the state's agriculture department said on Friday. U.S. agriculture officials and farmers are on high alert for screwworm as it has moved north in Mexico from Central America, arriving within about 700 miles (1,125 km) of the Texas border. The U.S. Department of Agriculture indefinitely halted U.S. cattle imports from Mexico last month in a bid to keep out the parasite, which eats livestock and other wild animals alive. Screwworm infestations can kill cattle if left untreated and make them susceptible to secondary infections. On May 27, a false press release was sent to a northwest Missouri radio station about screwworm, the Missouri Department of Agriculture said. A report on the radio station's website pressured Chicago Mercantile Exchange cattle futures before being taken offline, livestock traders said. Live cattle futures fell nearly 2% before paring losses, as daily trading volumes in the market spiked 77% from a week earlier. The Missouri State Highway Patrol's Rural Crimes Investigative Unit, the Livestock and Farm Protection Task Force, and state attorney general are investigating the matter, Missouri's agriculture department said in a press release. State officials want to determine "if this was an act with malicious intent to cause panic in agricultural markets," the department added. U.S. cattle producers' group R-CALF USA last week asked the Commodity Futures Trading Commission, which regulates futures markets, to investigate. The commission did not immediately respond to a request for comment, and exchange operator CME Group declined to comment.

Texas will begin a summer lunch program in 2027, but only if feds don't raise costs
A new food program that would give low income families $120 per child to help feed them during the summer months could be coming to Texas in 2027. Texas has never participated in the Summer Electronic Benefits Transfer (Summer EBT) program, created in 2023, an offshoot of a similar pandemic program. But tucked inside the state's $338 billion budget is a $60 million budget addition for the Texas Health and Human Services Commission to administer such a program. States have to pay 50% of the administrative cost to participate in the Summer EBT program, a U.S. Department of Agriculture program that also goes by the name of Sun Bucks. That large investment could bring another $400 million in federal dollars to Texas. However, ongoing talks at the federal level about slashing food benefits could endanger Texas' participation in the Biden-era summer program. A provision built into the rider could cancel the appropriation if the current state-federal funding formula changes. 'If federal matching rates for the program or administration of the program are changed in a manner that result in a higher cost to Texas from the match rates in place on May 30, 2025, this appropriation is void,' the rider language states. Families would qualify for the summer meal benefits if their children, even if they are home-schooled or attend private schools, qualify for free or reduced priced lunches during the school year. In 2024, a family of four with an annual income of $40,560 or less would be eligible for free school lunch. To qualify for a reduced school meal, that same family would have to make $57,720 or less. For state Rep. Armando Walle, D-Houston, bringing the Summer EBT program to Texas was personal. Today, he lives not far from where he grew up in northeast Houston. 'We were on food stamps growing up,' he said. 'I lived that experience of not having food.' While HHSC would design and manage the program, it would also work in collaboration with the Texas Education Agency and the Texas Department of Agriculture, which manages federal agriculture dollars that fund school lunches in Texas. 'TDA looks forward to continued collaboration with HHSC on their submission of a state plan, ' the agency said in a statement. The state's agriculture agency already works with schools, cities and community groups to offer lunches during the summer for school-age children. Those institutional partners submit expenses for the lunches they served and are reimbursed for cost by the federal government, according to Lena Wilson, assistant commissioner for food and nutrition at TDA. In 2024, there were 12 million summer meals (snacks and lunches) served to Texas children at 4,480 sites statewide at a cost of $46.1 million. This existing USDA's summer lunch program, which was piloted in 1968 and was made a full-fledged funding stream in 1975, does not require pre-registration or identification to access. The locations are selected primarily where children in need are located and is open to all children, even if they don't live in the specific neighborhood. 'It's great,' said Catherine Wright-Steele, TDA's commissioner of food and nutrition, because children can bring their younger siblings who aren't attending schools yet or say a young friend or cousin visiting from out of town. Some of the meals are prepared and served on site. At other locations, they can be more of a 'grab-and-go' sack lunch offering. 'So many children who live in poverty in Texas. These programs all supplement each other,' Walle said of adding another summer program. From an economic standpoint, bringing more federal dollars will put more customers in stores, he said. 'It's an economic benefit to the state of Texas,' Walle said. Walle, who said he has been working on Summer EBT for the past 18 months, also credited bipartisan support in the House and Senate, as well as Gov. Greg Abbott. For other food assistance groups, the inclusion of the rider has been welcome news. 'We're thrilled that state lawmakers included funding in the budget to administer Summer EBT,' said Celia Cole, CEO of Feeding Texas, the state association of food banks. 'Summer EBT fills this gap, ensuring that Texas kids stay nourished and ready to learn. The program is particularly important for a state like Texas, where 1 in 6 households are food insecure.' Right now, Congress is considering slashing the budget of the Supplemental Nutrition Assistance Program, or SNAP, what many people still refer to as food stamps. As the rider currently reads, the Texas participation in Summer EBT could be in danger if the federal government forced states to pay more of the administrative cost or even a portion of the subsidy. There's been no word on whether the Summer EBT program could face cuts. For now, the state is moving to come up with a plan to submit to Washington. Gov. Kim Reynolds signs unemployment insurance tax bill into law

Kim Reynolds has signed into law a bill cutting the taxable wage base for Iowa's unemployment insurance system, one of her goals from the 2025 legislative session. The governor held a bill signing event Thursday for Senate File 607, at U.S. Erectors in Pleasant Hill, one of the businesses she said the new law is intended to help. The measure, which goes into effect July 1, will cut in half the taxable wage base used in collecting unemployment insurance taxes, from 66.7% to 33.4%. It also modifies employer contribution rates and excludes wages from the unemployment insurance system's definition of 'taxable wages' paid by employers when the employees work in another state in cases where reciprocity applies. 'It's a signature piece of legislation, one of my top priorities this session, and a key part of our ongoing efforts make Iowa's economy stronger, more competitive and built for the future,' Reynolds said. Reynolds said the changes are 'long overdue,' saying Iowa's unemployment insurance taxes have 'needlessly over-collected from our businesses' for years. With $1.95 billion in the Unemployment Compensation Trust Fund, the governor said Iowa had the ninth largest unemployment trust fund in the country despite being 32nd in state population. By lowering the amount employers pay into the fund, Reynolds said businesses are projected to save nearly a billion dollars over the next five years. U.S. Erectors, which hosted the event, is projected to keep $85,000 in the next year due to the change, she said. Brad Churchill, CEO and co-founder of U.S. Erectors, thanked Reynolds for moving the measure forward, saying it 'provides meaningful relief to employers across Iowa, while maintaining a full scope of benefits for employees for their time of need.' 'Early projections and estimates are that the bill would generate the savings of up to $800 million for businesses statewide,' Churchill said. 'For companies like ours, those savings can be reinvested directly into our workforce through hiring, wage increases, purchasing of new equipment and expanding our facilities for growth.' While supporters of the bill said the new law is correcting overpayments into the Unemployment Compensation Trust Fund, Democrats argued the change will mean less money is available to help Iowans when they lose their job, tying it during floor debate on the measure to other changes made to Iowa's unemployment system in recent years. Rep. Daniel Gosa, D-Davenport, said in a statement Thursday the change is providing more money to employers who cut jobs in Iowa. 'While Iowa families struggle and Iowa's economy ranks dead last, Gov. Reynolds and Republican lawmakers are handing out a $1 billion tax break to big corporations, paid for by raiding funds meant for laid-off workers,' Gosa said. 'In 2022, Iowa Republicans slashed unemployment from 26 weeks to 16. Now they're handing out tax breaks to corporations that lay off workers and ship jobs overseas. Iowa workers shouldn't be footing the bill for corporate tax breaks.'
