
UK faces choice next week between health and other spending, IFS think tank warns
LONDON: British finance minister Rachel Reeves' key decision in next week's multi-year spending review will be how much to spend on health care versus other public services, the Institute for Fiscal Studies think tank said on Sunday.
Reeves is due to set out day-to-day spending limits for other government departments on June 11 which will run through to the end of March 2029 — almost until the end of the Labour government's expected term in office.
Britain has held periodic government spending reviews since 1998, but this is the first since 2015 to cover multiple years, other than one in 2021 focused on the COVID pandemic.
The non-partisan IFS said this spending review could prove to be 'one of the most significant domestic policy events' for the current Labour government.
Prime Minister Keir Starmer's announcement in February that defense spending would reach 2.5 percent of national income by 2027 had already used the room for further growth in public investment created in Reeves' October budget, it said.
'Simultaneously prioritising additional investments in public services, net zero and growth-friendly areas ... will be impossible,' said Bee Boileau, a research economist at the IFS.
Non-investment public spending is intended to rise by 1.2 percent a year on top of inflation between 2026-27 and 2028-29, according to budget plans which Reeves set out in October — half the pace of spending growth in the current and previous financial year.
The IFS sees no scope for this to be topped up, as Reeves' budget rules leave almost no room for extra borrowing and tax rises are now limited to her annual budget statement.
This forces Reeves and Starmer to choose between the demands of the public health care system — plagued by long waiting times and a slump in productivity since the COVID-19 pandemic — and other stretched areas.
In past spending reviews, annual health care spending has typically risen 2 percentage points faster than total spending.
If that happened this time — equivalent to an annual increase of 3.4 percent — spending in other departments would have to fall by 1 percent a year in real terms, the IFS forecast.
Raising health care spending at roughly the same pace as other areas — a 1.2 percent rise — would only just keep pace with an aging population and not allow any reversal of recent years' deterioration in service quality, the IFS said.
Spending cuts could be achieved by scaling back services provided by the state, reducing public-sector employment or real-terms cuts in public-sector pay, it added.
But it warned the government needed to be specific about how it planned to make cuts, or risk financial markets losing confidence in its ability to keep borrowing under control.
The review does not cover spending on pensions or other benefits, which the government is tackling separately.

RIYADH: The Saudi Red Crescent Authority has activated its air ambulance service for the 2025 Hajj season, deploying 11 aircraft from 13 strategically located helipads to transport critical medical cases from the Grand Mosque and holy sites. This is to ensure rapid emergency response throughout pilgrimage areas, the Saudi Press Agency reported on Monday. Air ambulances play a vital role in supporting the seasonal emergency network by ensuring the rapid transportation of patients and injured individuals; facilitating medical evacuations between healthcare facilities; and deploying specialized medical teams to high-density areas or critical emergencies. Simultaneously, SRCA has enhanced its operational capacity with over 120 ambulance units operating continuously, supported by more than 100 vehicles across Makkah. Strategic distribution includes 45 units in the northeast and western sectors, 15 units covering southern zones, and 20 units in central areas. Advanced mobile resources include more than 160 emergency medical technicians; 12 motorized emergency vehicles; and three golf carts fitted as portable ambulances for restricted-access zones. These assets ensure comprehensive preparedness for potential emergencies. More than 30 emergency units have been strategically stationed at the Grand Mosque. These include seven teams in the Masa'a and Saudi Corridor, eight teams across the Masa'a and eastern courtyards, 10 teams covering western and southern courtyards, and two in the third Saudi expansion zone. These units are staffed by more than 60 paramedics and reinforced by 16 medical golf carts for rapid response in high-density areas. The service is supported by more than 120 highly qualified physicians and emergency technicians who work around the clock to provide urgent medical care to pilgrims. Supporting these operations are over 550 volunteers from the authority's teams, distributed across more than 200 units operating continuously. These specialized teams provide emergency medical coverage across all high-traffic pilgrimage routes. This integrated system forms a fundamental pillar of the Hajj emergency plan, significantly contributing to reduced response times. It reflects the Kingdom's high level of preparedness and unwavering commitment to delivering exceptional healthcare to pilgrims. This initiative aligns with the goals of Saudi Vision 2030, which aims to enhance the quality and accessibility of healthcare services for all pilgrims. These measures form part of a coordinated government-wide system involving multiple entities focused on improving medical transport, safety and service quality for pilgrims.

Trump-Putin stalemate stokes fears of global conflict
As a journalist, it has struck me in recent months how the people I meet — friends and acquaintances — have stopped discussing the state of the world whenever we sit down for a chat. At a recent gathering, there was even a rule to steer clear of politics, news and the chaos the world is witnessing. The few who still appeared to care revealed, in their questioning, a deep anxiety of what is to come, with some fearing the worst, including another world war. Amid the uncertainty and persistent fog of political discord enveloping our world, fatalistic thoughts have become dominant and a natural reaction is for people to evade the subject of conflict. However, polls reveal that war is on people's minds everywhere, especially in Europe. A recent survey by YouGov found that between 41 and 55 percent of respondents in France, the UK, Germany, Italy and Spain believe that another global conflict is likely in the next five to 10 years, with the vast majority also expecting that nuclear weapons will be used. In Britain, 89 percent of those questioned believed their country would be involved, while in Italy the figure was 66 percent.
