Haveri: Serious allegations of large-scale corruption have surfaced in the construction of government-approved houses under the Slum Board scheme in Shiggaon Assembly constituency. According to the complaint submitted by the local MLA, houses approved under the scheme are allegedly incomplete, built with substandard materials, and lacking basic amenities, pushing poor beneficiaries into financial distress. The issue came to light after local MLA raised the concern at a recent Karnataka Development programme (KDP) meeting chaired by District In-Charge Minister Shivananad Patil. The MLA highlighted that hundreds of families are left without promised facilities and that contractors have misappropriated funds meant for construction.
Following the complaint, Haveri Deputy Commissioner Vijayamahantesh formed a team headed by the Assistant Commissioner of Savanur to investigate. The team, comprising seven officers, visited the project sites in Savanur, Shiggaon and Bankapur towns and submitted a preliminary report to the district administration.
According to official records, the Slum Board had sanctioned around 2,000 houses for the Shiggaon constituency — 696 houses in Savanur town at a cost of Rs43 crore, 850 houses in Shiggaon at Rs46 crore, and 454 houses in Bankapur at Rs27.76 crore. The houses were approved under the 2021-22 project plan, with each beneficiary household sanctioned Rs7.2 lakh for construction. However, the probe revealed that while funds were released, only about 20% of houses are fully completed, with around 60% in an incomplete stage for over two years.
Beneficiaries claim that contractors supplied only about 50% of the required cement, bricks, and iron rods. Many families have been forced to spend their own money to buy remaining materials and complete the construction. Some have even mortgaged gold ornaments or sold small plots of land to raise money.
Adding to their woes, several labourers who worked on these houses have not been paid their wages, according to the report. Beneficiaries allege that despite multiple complaints, contractors have neither paid workers nor supplied the remaining construction material.
'I sold my wife's jewellery to buy bricks and cement to complete my house. But the contractor didn't even pay the workers. Many people like me are living in incomplete houses that leak during rain,' said Sandeep, a beneficiary who accused the contractors and some officials of misusing funds and cheating the poor. Responding to the controversy, Deputy Commissioner Vijayamahantesh said that of the sanctioned 2,000 houses, 200 were cancelled by the government. Out of the remaining 1,800 houses, 1,279 have been completed while about 521 are still in progress. He explained that during inspection, it was found that some beneficiaries themselves started constructing houses using their own funds when contractors failed to supply materials as per the agreement.
In some cases, the beneficiaries built bigger houses than the approved 350 square feet, which created disputes over additional costs. Payments worth Rs66 crore have been released so far out of the total project cost of Rs121 crore, and around Rs25 crore is pending.
The DC confirmed that the inspection team found only about half the promised materials were supplied and that the Slum Board has been notified about the pending payments and quality issues. He assured that the Assistant Commissioner's report has been sent to the Slum Board's head office in Bengaluru and further action will be decided soon.
However, angry beneficiaries say that the investigation must not stop at a report. 'The report will say all is fine. But the truth is, the work is incomplete and of poor quality. Some people are still living in rented houses because their Slum Board houses are half-built. There is no single photograph showing a house fully built and handed over with keys,' said Sandeep, adding that influential officers and contractors have colluded to siphon off funds.

Khandre has assured that the issues of fertilizer shortage, dilapidated school buildings, and substandard food supplied to schoolchildren in Bidar would be taken up seriously and addressed on priority. Chairing the Karnataka Development Programmes (KDP) quarterly review meeting at the Zilla Panchayat hall in Bidar on Friday, the Minister directed Deputy Commissioner Shilpa Sharma, Zilla Panchayat CEO Girish Badole, Assistant Commissioners, and Executive Engineers to conduct inspections and certify the quality of all ongoing works. 'Chief Minister Siddaramaiah has inaugurated and laid the foundation for development projects worth ₹2,025 crore in the district. There should be close monitoring of the progress and quality of each of these projects,' the Minister said. Raising concern over poor SSLC and PU results in Bidar, Mr. Khandre ordered the formation of clusters to support students through focused coaching by expert teachers in English, Mathematics, Science, and Social Studies. He asked officials to identify top-performing teachers across taluks and initiate revision classes for SSLC and PU students for two months. Responding to complaints about the condition of school infrastructure, Mr. Khandre sought a detailed report from the Education Department on all dilapidated school and college buildings. 'Submit a file within a fixed deadline indicating whether the buildings can be repaired or must be rebuilt. Include the year of construction, estimated cost, and reasons for the early deterioration of these buildings,' he directed. On law and order Expressing shock over a recent case of sexual assault against a minor girl, the minister instructed DSPs to expedite investigations in all cases involving crimes against women and children. He also questioned whether CCTV cameras had been installed at crime-prone public locations and directed officials to take urgent steps to install them wherever lacking. 'Only when perpetrators are arrested, tried, and punished will such crimes be prevented,' he said. Focus on skilling and employment Acknowledging unemployment as a pressing concern, Mr. Khandre suggested that youth be given loans and encouraged to take up self-employment through government schemes. He added that since Bidar lacks natural resources for a full-scale industrial revolution, skill training should be aligned with job opportunities in the service sector. He also asked the Deputy Commsisioner and Zilla Panchayat CEO to personally inspect at least five development works each for quality assurance. During the meeting, MLA Shailendra Beldale raised concerns over reports of adulterated cooking oil and poor-quality food being served to students. He urged officials to inspect hostels and restaurants to ensure food safety standards. The meeting was attended by Minister for Municipal Administration and Haj Rahim Khan; Siddalingappa Patil, Sharanu Salagar, MLAs; M.G. Muley, Bhimaraya Patil, Chandrashekhar Patil; MLCs; Fisheries Development Corporation chairperson Mala B. Narayan Rao; BUDA chairman Basavaraj Jabashetty; DCC Bank president Amar Khandre; District Guarantee Implementation Committee chairman Amruthrao Chimkode; and senior officials from various departments.

Bengaluru: Karnataka Chief Minister Siddaramaiah on Wednesday accused the Centre of 'reducing the state's urea allocation', leading to a shortage at a time when sowing activity is in full swing following good rainfall. He said the state has received favourable rains this season and that sowing activity has picked up significantly. However, he claimed the reduced supply of urea has led to a shortage, affecting farmers during this crucial period. During a review meeting with district in-charge ministers, cabinet colleagues, and legislators on governance and development issues, the chief minister's office shared these observations. Against the requirement of 11.17 lakh metric tonnes (MT) between April and July, only 5.17 lakh MT has been supplied, resulting in a shortfall of 1.66 lakh MT, he said. 'The allocation was curtailed despite an increase in hybrid jowar sowing by two lakh hectares this year. Despite the Centre's non-cooperation, our farmers should not face any hardship,' he claimed. Calling the BJP's protests over the issue 'politically motivated' and 'shameful', Siddaramaiah urged legislators to clarify the situation to their constituents. He also blamed the previous BJP government for what he termed as 'financial mismanagement', and alleged that works worth Rs 2.70 lakh crore were undertaken without budgetary allocation, including Rs 1.66 lakh crore under the then chief minister's discretionary quota, leaving behind unpaid bills of over Rs 72,000 crore. The CM claimed that Karnataka's share of central taxes had been reduced by 23 per cent under the 15th Finance Commission, resulting in a loss of over Rs 68,000 crore in the last five years. Despite such losses, the state continues to spend Rs 52,000 crore annually on guarantee schemes and Rs 1.12 lakh crore on social pensions, subsidies, and other beneficiary-oriented programmes, he added. Implementation of the Seventh Pay Commission recommendations has increased the state's salary and pension bill to Rs 1.24 lakh crore this year, he said, adding that Rs 83,200 crore is being invested in capital expenditure—20.03 per cent of the state budget—one of the highest in the country. An additional Rs 45,600 crore is being spent on debt servicing, he added. Referring to central data, Siddaramaiah said Karnataka now ranks first in the country in per capita income at constant prices, at Rs 2,04,605 for 2024-25. Citing studies, he said the 'Shakti' scheme has contributed to a 23 per cent rise in women's employment in Bengaluru and 21 per cent in Dharwad. 'These are encouraging indicators,' he said. 'Despite the Centre's non-cooperation and the financial mess left by the previous government, we are steering the administration in a better direction,' he claimed. Siddaramaiah also emphasised the need for effective implementation of budgetary promises and directed ministers and legislators to actively participate in Karnataka Development Programme (KDP) meetings. 'These meetings must be used to address people's grievances, technical hurdles in project implementation, bureaucratic delays, and negligence,' he added. Highlighting Karnataka's economic progress, he urged MLAs to inform voters that the state's five guarantee schemes (Gruha Lakshmi, Shakti, Gruha Jyothi, Anna Bhagya and Yuva Nidhi) were key contributors to the improvement in per capita income. 'This is a matter of pride for the state,' he added. He thanked legislators for their cooperation and announced a special grant of Rs 50 crore for developmental works, calling for its optimal and transparent utilisation. The meeting also reviewed district-wise development activities, agricultural progress, and the utilisation of released funds, with officials instructed to expedite project execution with clear deadlines.

Traditional artists like drama performers and puppeteers will also be included in welfare vehicle drivers and cleaners will soon be covered under a new insurance scheme funded through cess collected via transport bills. Lad cited alarming statistics, stating that the state witnesses approximately 1.6 lakh deaths annually among transport workers due to accidents, which he said impacts the country's GDP by nearly 3%. He urged officials to identify accident-prone black spots in all districts and discuss them in KDP (Karnataka Development Programme) meetings for immediate an effort to promote social equity, vehicle owners hiring workers from the Scheduled Castes and the Scheduled Tribes will receive an incentive of Rs 7,000 per worker for two years. The minister also highlighted the successful implementation of the state's five guarantee schemes. 'Under the Ghruha Laxmi Scheme, women are receiving Rs 2,000 per month, and over 500 crore free bus rides have been availed by women beneficiaries under the Shakti Scheme,' he said. He further noted that the Public Works Department is currently executing infrastructure projects worth Rs 22,000 crore, including roads and Public Works Minister and Belagavi District In-Charge Minister Satish Jarkiholi, who was also present, emphasised the government's commitment to introducing innovative programmes for public welfare. He called for the establishment of schools for construction workers' children in every district, with assured reservations to promote their & Child Welfare Minister Laxmi Hebbalkar stressed the need for fair implementation. 'Only eligible workers should benefit from the Labour Department schemes, and unauthorised labour cards must be cancelled,' she said. She urged department officials to raise awareness among unorganised workers about available welfare Asif Sait also spoke.
