Top Marine's deployment plans face familiar wrinkle: Inert Navy ships
But he's going to need some help.
'My top priority ... is restoring a 3.0 MEU presence worldwide,' Commandant Gen. Eric Smith said April 7 at the Navy League's annual Sea-Air-Space Exposition.
More specifically, that means a three-ship MEU with an Amphibious Ready Group, or ARG-MEU, deployed out of the East Coast, one out of the West Coast and a third on periodic deployments out of Okinawa, Japan.
The primary impediment? Amphibious ships.
The Corps needs 31 amphibious ships under law at a readiness level of 80% or greater to consistently meet that need, Smith said. But the readiness of that fleet is hovering at about 50% at any given time.
Marines hindered by Navy's amphibious ship maintenance delays
An Amphibious Ready Group includes an assault ship, a landing ship with helicopter platform and a dock landing ship. The MEU consists of a battalion landing team, aviation combat element and combat logistics element to form a Marine Air Ground Task Force.
Bringing the amphib fleet back up to speed will cost maintenance and procurement dollars over multiple years, Smith said. It will take the Marine Corps, the Navy, Congress and shipbuilders.
Smith didn't shirk the Corps' role in the state of the fleet. After two decades of land-based wars in Iraq and Afghanistan, the Corps had largely left its fleet behind. Money for maintenance and building new ships went to those wars instead.
And the way the four-star sees it, a 3.0 presence is the bare minimum. That's because combatant commanders are requesting the combat power of more than five MEUs throughout the years, he said.
Marine Corps Times reported in December that the Government Accountability Office had audited Naval Station Norfolk, Virginia, and Naval Base San Diego, California, regarding amphibious ship maintenance status.
From 2011 to 2020 amphibs were only available for operations 46% of the time.
Also, in 2024 the Boxer and America amphibious readiness groups missed exercises and experienced delayed deployments due to the unavailability of vessels.
One ship had not deployed in 12 years due to maintenance issues.
At the time, Marine spokesman Lt. Col. Joshua Benson told Marine Corps Times, 'The current state of readiness impacts the Marine Corps' capacity to support Combatant Commander's needs, to maintain a 3.0 presence with Marine Expeditionary Units performing heel-to-toe deployments, and ultimately limits our ability to respond to crisis around the globe.'
Beyond regular maintenance and catch-up work, the lifespan of much of the fleet is in doubt.
Out of 32 amphibious-warfare ships, 16 are not expected to reach their 40-year service life. But the entire fleet must serve beyond that time limit to maintain at least a 31-amphibious warfare ship requirement, according to the report.
Also at the expo Monday, America's largest naval shipbuilder, HII, reached an agreement to partner with South Korea's HD Hyundai Heavy Industries to boost shipbuilding across numerous vessel classes.
'By working with our shipbuilding allies and sharing best practices, we believe this [agreement] offers real potential to help accelerate delivery of quality ships,' Brian Blanchette, HII executive vice president and president of Ingalls Shipbuilding, said in a release announcing the partnership.

DC police chief calls Trump move to install DEA head ‘threat to law and order'
Metropolitan Police Department (MPD) Chief Pamela Smith pushed back Friday morning on Attorney General Pam Bondi's move to install the Drug Enforcement Administration chief at the head of the district's police, warning that the directive could upend the department's operations. District officials are suing the Trump administration to block the action, arguing it goes beyond the emergency authorities in the D.C. Home Rule Act that President Trump invoked to surge law enforcement resources in the city. On Thursday night, Bondi installed DEA Administrator Terry Cole as D.C.'s 'emergency police commissioner,' assuming Smith's duties as part of Trump's takeover of the district's police. 'If effectuated, the Bondi Order would upend the command structure of MPD, endangering the safety of the public and law enforcement officers alike,' Smith wrote Friday morning in a court filing accompanying the district's lawsuit. 'In my nearly three decades in law enforcement, I have never seen a single government action that would cause a greater threat to law and order than this dangerous directive.' Smith said Bondi's directive would only 'create confusion' for officers. 'Imposing a new command structure 'effective immediately' will wreak operational havoc within MPD and create tremendous risk for the public,' she wrote. 'The new command structure will create confusion for MPD personnel, who are required under District law to respect and obey the Chief of Police as the head and chief of the police force. 'There is no greater risk to public safety in a paramilitary organization than to not know who is in command.' Trump's police takeover is in effect for 30 days. Former Utah National Guard commander retiring with sizable rank demotion — from 2-star general to lieutenant colonel
The former adjutant general of the Utah National Guard — who was placed on administrative leave two years ago following allegations of 'an inappropriate relationship with a subordinate' — is retiring with a sizable rank demotion. Former Maj. Gen. Michael J. Turley has retired as a lieutenant colonel — a U.S. Army officer's rank (O-5) three steps below his highest military rank (O-8), according to a Task & Purpose report. 'An Army Inspector General investigation substantiated the allegation that Maj. Gen. Michael J. Turley engaged in an inappropriate relationship with a subordinate,' said Army spokeswoman Cynthia O. Smith. 'He will retire as a lieutenant colonel, which was determined the last grade in which he honorably served. We consider this matter closed.' Turley is retiring at the lower rank following an assessment by the Army Grade Determination Review Board, Keith Garner, deputy director of public affairs for the Utah National Guard, told Task & Purpose. On Aug. 17, 2023, Utah Gov. Spencer Cox issued a statement that Turley had been placed on administrative leave from his command position of the Utah National Guard because he was under investigation by the Department of the Army Inspector General. In a statement provided to Military Times days later, Turley denied 'any improper relationship.' In 2023, Cox was asked if he knew about the ongoing investigation before Turley was placed on leave. Cox said he became aware of the investigation in 2022 but the Army Inspector General would not share ongoing details, so he 'was left with insufficient evidence to substantiate the allegations,' according to KSL-TV. Turley became adjutant general of the Utah National Guard on Nov. 7, 2019, assuming command of 7,600 soldiers and employees. Just a week before being placed on administrative leave — on Aug. 9, 2023 – Turley joined local leaders in greeting President Joe Biden as he arrived at the Roland R. Wright Air National Guard Base in Utah. And earlier that same year, then-Sen. Mitt Romney, R-Utah, chose Turley as his featured guest at Biden's State of the Union Address. Romney's office said he was unaware Turley was under a long-running investigation at the time, USA Today reported. Cox appointed Brig. Gen. Daniel Boyack as the new adjutant general of the Utah National Guard — a position he still holds under the rank of major general. A rare — but not unheard of — retirement demotion When officers are demoted, it is customary that defense officials announce their ranks have been lowered to the last grade that they served honorably or satisfactorily, according to Task & Purpose. This practice is typically used in cases in which service members try to retire and facts and evidence of misconduct earlier in their careers come to light, retired Air Force Lt. Col. Rachel VanLandingham, a former military attorney, told Task & Purpose. 'Their misconduct, then, taints everything they did afterwards,' said VanLandingham, a law professor at Southwestern Law School in Los Angeles. Such demotions are rare but not unheard of, she said. 'It allows for the Pentagon to say: Hey, look, you don't deserve to have this rank in perpetuity in retirement, and you don't deserve the pay,' VanLandingham said.
