Govt urged to ease property tax, investment rules

Govt urged to ease property tax, investment rules A local real estate leader says the government should cut property taxes to aid an industry rebound. Photo: RTHK The head of an association representing real estate developers in Hong Kong on Tuesday called on the government to cut property taxes and ease investment rules to prop up the sluggish market. The call comes ahead of the Chief Executive's Policy Address next month and as cash-strapped developers continue to reduce inventories by lowering prices. In an interview with RTHK, Stewart Leung, chairman of the executive committee of the Real Estate Developers Association of Hong Kong, said that while residential units valued at HK$4 million or below now enjoy a nominal stamp duty of HK$100, this could be extended to more expensive properties. "If you loosen the upper limit to be applied for properties valued at HK$6 million or below, up from the current HK$4 million, it will also attract potential buyers who are eyeing units valued around HK$6 million. "And when you have more people buying properties, you'll gain more stamp duty in the end, because even if you suffer losses in tax revenue in the short term, in the long term if there are more and more transactions, it will also make up for such losses," he said. Leung, who has spent over six decades in the real estate sector, said the association believes the current highest property tax rate of 4.25 percent for homes valued over HK$20 million is reasonable and needs no change. But he proposed the government revise the rules for those seeking residency in Hong Kong by investing HK$30 million or more under the New Capital Investment Entrant Scheme. Under the scheme launched last year, up to HK$10 million of the minimum investment necessary can be accounted for by residential property, as long as the property in question is valued at HK$50 million or above. "For some investors, they might not only invest HK$50 million, they can even invest HK$500 million," Leung said. "But if you set a cap that only HK$10 million can be counted in the scheme to meet the minimum investment requirement, then the cap will not be attractive for them to invest in properties. So what we are proposing is why don't you raise the bar to HK$20 million, which could also drive the middle-class market." Leung said he forecasts the city's market will rebound and home prices could rise by four to five percent by the end of the year.

Dongjiang Column war comes to life in multi-media push

Photo: RTHK Mainland and SAR scholars have hailed a newly renovated museum in Huizhou, Guangdong province that commemorates the history of the East River Column during Japan's invasion of China, saying it will help enhance the sense of national identity among youth. To mark the 80th anniversary of victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the memorial hall of the East River, or Dongjiang, Column – a unit of anti-Japanese communist guerrillas that operated in Guangdong and Hong Kong – launched its revamped exhibitions this year following months of renovations. Speaking in an exclusive interview with RTHK, Ye Quan, director of research and planning at the memorial hall, said the exhibitions allow visitors to learn more about the histories of the guerrillas through the use of multi-media tools. "By utilising settings such as multi-media interactions, restorations of [war] scenes, theatres, coupled with the unique immersive experiences, we're enabling visitors to feel as if they are in the historical scenes as they can hear, touch and feel," he said. Zhang Qiulan, head of the hall's publicity team, said a major secret rescue mission by the guerrilla force from 1942 – after Japan began its occupation of Hong Kong – led 800 patriots and leading cultural figures from Hong Kong to the mainland, which helped protect Chinese cultural heritage. "[By learning about the history of East River Column], it could enable Hong Kong's youth to have deeper understanding about the close ties between the SAR and the mainland, while enhancing their sense of national identity and national pride," she told RTHK. SAR lawmaker and history professor Lau Chi-pang, a non-official member of the SAR's working group on patriotic education, said that while holding such commemorative events are among key tasks for the group this year, the events should not provoke anti-Japanese sentiments. "When it comes to the Sino-Japanese war, it's truly filled with family and national hatred. We shall not exaggerate the wars, but instead focus on the patriotic and heroic sacrifice of soldiers who participated in the war, which [to me] is the most profound learning experience," he told RTHK. Since its launch in 2003, the memorial hall has received an average of around 500,000 visitors each year, mainly from Guangdong and neighbouring regions.

HK, mainland stocks open higher amid Nasdaq highs

HK, mainland stocks open higher amid Nasdaq highs The Hang Seng Index started the week 87 points, or 0.35 percent, higher at 24,946. File photo: RTHK Regional stocks mostly gained on Monday, taking their cue from a buoyant Nasdaq Composite Index, which posted a second straight record on Friday amid optimism over artificial intelligence and less uncertainty over trade policy. Investors are growing confident that President Donald Trump's constantly-changing US trade policy will not derail the surge in investment around artificial intelligence. In Hong Kong, the benchmark Hang Seng Index opened 87 points, or 0.35 percent, higher at 24,946. Across the border, the benchmark Shanghai Composite Index opened up 0.05 percent at 3,637, while the Shenzhen Component Index opened 0.27 percent higher at 11,159. Further afield, Australian shares rose to a record high earlier in the day as lithium stocks led index heavyweight miners higher following a report that battery manufacturer CATL had suspended production at a major Chinese mine for at least three months. The S&P/ASX 200 index was up 0.2 percent at 8,827 by midday after hitting an all-time high of 8,852 earlier in the session. (Agencies/Xinhua)
