B.C. has effectively made police liaisons in schools mandatory: human rights commissioner

When the British Columbia government fired the Greater Victoria School Board last week, it effectively made police liaison programs mandatory in schools while failing to provide a factual basis for the decision, the B.C. Human Rights commissioner said in a letter.
Kasari Govender said in the letter to Education Minister Lisa Beare and Public Safety Minister Gary Begg that failure to fund research into the matter is contrary to the government's human rights obligations "and undermines its stated values to combat racism."
The letter dated Monday came after Beare fired the entire elected board of School District No. 61 last Thursday over its refusal to allow police in schools except in emergencies.
Neither Beare nor Begg were immediately available for comment.
"The decision to fire SD61 board members — and effectively make [school police liaison officer] programs mandatory across the province — was ostensibly based on concerns about student safety, and yet the lack of transparency in this process belies a commitment to evidence-based decision-making," Govender said.
The commissioner said there are "significant gaps" in evidence supporting school police liaison officers, and there is not enough research to say definitively whether police presence in schools keeps young people safe and thriving.
"What is being called into question is the benefit of the role of police when the objective is simply to build relationships with children and youth, and if it outweighs the potential harms," Govender wrote.
It is "past time" for funding of research into police in schools, and that an evidence-based policy is more effective and likely to avoid bias, Govender said.
Months of controversy
The former board of the school district said its ban on police was based on reports that some students and teachers — particularly those who are Indigenous or people of colour — did not feel safe with officers in schools.
But the decision was questioned by several community groups, including three area municipalities and the Esquimalt and Songhees First Nations, which said they tried, unsuccesfully, to work with the board on their concerns.
In December, Beare appointed former Abbotsford School District superintendent Kevin Godden to work with the board on creating a safety plan with input from community groups.
In that report, dated Jan. 10, Godden described a school board unwilling or unable to take feedback from himself or the community.
He said his efforts were stymied by the board, which often seemed disinterested in working on a safety plan or would surprise staff with requests for revisions — including one instance, he said, where the school district's superintendent was asked to redraft the entire plan in a single day.
"Poor governance erodes trust and diminishes public confidence in the education system," he wrote.
Following that report, Beare appointed a lone trustee to oversee the district until municipal elections set for the fall of 2026.
She said last week that students in the Victoria district were at risk from the board's failure to implement a revised safety plan.

OTTAWA, ON, June 6, 2025 /CNW/ - Today, the Honourable Dominic LeBlanc, President of the King's Privy Council for Canada and Minister responsible for Canada-U.S. Trade, Intergovernmental Affairs and One Canadian Economy, introduced new legislation to build a stronger, more competitive, and more resilient Canadian economy. One Canadian Economy: An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act, will remove federal barriers to internal trade and labour mobility, and advance nation-building projects crucial for driving Canadian productivity growth, energy security, and economic competitiveness. Advancing Major Projects The proposed legislation will accelerate the realization of major, nation-building projects that will help Canada become the strongest economy in the G7, deepen our trade relationships with reliable partners, and create good Canadian jobs. The federal government will determine whether a major project is in the national interest based on consultations with provinces, territories and Indigenous Peoples. Projects will be evaluated in accordance with the following criteria: Strengthen Canada's autonomy, resilience and security; Provide economic or other benefits to Canada; Have a high likelihood of successful execution; Advance the interests of Indigenous Peoples; and Contribute to clean growth and to Canada's objectives with respect to climate change. Projects will only be designated following full consultation with affected Indigenous Peoples. When a project is designated, it is conditionally approved upfront. The project will go through existing review processes, with a focus on "how" the project will be built as opposed to "whether" it can be. The federal major projects office will coordinate and expedite these reviews. The results, along with consultation with Indigenous Peoples, will inform a single set of binding federal conditions for the project. These conditions would include mitigation and accommodation measures to protect the environment and to respect the rights of Indigenous Peoples. The federal major projects office will include an Indigenous Advisory Council with First Nation, Inuit, and Métis representatives. The federal government will also allocate capacity funding to strengthen Indigenous Peoples' participation in this process. This legislation aligns with the Government of Canada's commitment to a 'one project, one review' approach, which means realizing a single assessment for projects and better coordination of permitting processes with the provinces and territories. The ultimate objective is to reduce decision timelines on major projects from five years down to two years. Canada will uphold its constitutional obligations to consult Indigenous groups to ensure projects proceed in ways that respect and protect Indigenous rights. We are committed to working in a way that respects our commitments to the implementation of the United Nations Declaration on the Rights of Indigenous Peoples Act and the principles of reconciliation, including economic reconciliation. Removing Internal Trade and Labour Mobility Barriers This new legislation builds one economy out of thirteen. It removes federal barriers to free trade within our borders while protecting workers, the environment and the health and safety of all Canadians. In cases where there is a federal barrier, the legislation will allow a good or service that meets comparable provincial or territorial rules to be considered to have met federal requirements for internal trade. For Canadian businesses, this will make it easier to buy, sell and transport goods and services across the country. On labour mobility, the new legislation will provide a framework to recognize provincial and territorial licenses and certifications for workers. This means that a worker authorized in provincial or territorial jurisdiction can more quickly and easily work in the same occupation in federal jurisdiction. This new legislation will make it easier to do business across Canada by removing regulatory duplication and cutting federal red tape. OTTAWA – The Assembly of First Nations will hold an emergency meeting to discuss the implications of proposed federal legislation that would speed up approvals for major projects. National Chief Cindy Woodhouse Nepinak says she met yesterday with Prime Minister Mark Carney about the bill his government plans to table today, adding that she remains 'deeply concerned' about the potential impact on consultations with First Nations. The meeting with Carney followed a series of comments by federal ministers about the legislation and Ottawa's duty to consult with Indigenous Peoples that Woodhouse Nepinak called 'disheartening.' Crown-Indigenous Relations Minister Rebecca Alty told The Canadian Press that filling the First Nations infrastructure gap would not qualify as 'nation-building' under the legislation, while Justice Minister Sean Fraser said First Nations don't get a 'veto' over infrastructure projects. Former national chief Phil Fontaine called for the emergency meeting on Monday, saying Canada's governments are trampling on the rights of Indigenous Peoples. The Assembly of First Nations will also hold a meeting with its executive committee to discuss strategy and the potential legal implications of the legislation ahead of its annual general assembly in July. OTTAWA — Prime Minister Mark Carney's government plans to remove federal trade barriers by recognizing the rules provinces have in place, the National Post has learned. The measures are set to be introduced in a 'One Canadian Economy' bill aimed at knocking down federal trade barriers and fast-tracking the approvals process for major energy and infrastructure projects to be introduced Friday. The proposed legislation takes aim at the overlap that exists between rules at the provincial and federal levels of government, including when it comes to workers. The federal government is hoping the legislation will receive unanimous support from all parties to fast-track its adoption, but at least one opposition party has said that will not happen. Bloc Québécois House leader Christine Normandin said on Wednesday her party will want to study the bill in great detail and hear from experts in parliamentary committees, which are not yet up and running. 'For the interest of the population that we represent, we're going to do the work,' she said. Carney is expected to hold a media availability to answer questions about the legislation around 12:30. Besides addressing trade barriers, the bill will usher in a new process to fast-track approvals for major projects by creating a new federal major projects office. By creating the new office, the government promises to streamline the regulatory process and cut the approval timeline from five to two years. Carney and the premiers met earlier this week and agreed on the criteria for what constitutes a project to be in the 'national interest,' which would allow it to be fast-tracked. Requirements include Indigenous participation, the potential for clean growth, and a high likelihood of success. The federal government has promised that the proposed bill to fast-track resource project approvals would follow the constitutional duty to consult First Nations. However, the Assembly of First Nations has said it needs to see the full text of the bill to analyze it legally and has warned the approach poses a 'serious threat' to treaty rights.
