Government of Canada introduces legislation to build One Canadian Economy

OTTAWA, ON, June 6, 2025 /CNW/ - Today, the Honourable Dominic LeBlanc, President of the King's Privy Council for Canada and Minister responsible for Canada-U.S. Trade, Intergovernmental Affairs and One Canadian Economy, introduced new legislation to build a stronger, more competitive, and more resilient Canadian economy.
One Canadian Economy: An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act, will remove federal barriers to internal trade and labour mobility, and advance nation-building projects crucial for driving Canadian productivity growth, energy security, and economic competitiveness.
Advancing Major Projects
The proposed legislation will accelerate the realization of major, nation-building projects that will help Canada become the strongest economy in the G7, deepen our trade relationships with reliable partners, and create good Canadian jobs. The federal government will determine whether a major project is in the national interest based on consultations with provinces, territories and Indigenous Peoples.
Projects will be evaluated in accordance with the following criteria:
Strengthen Canada's autonomy, resilience and security;
Provide economic or other benefits to Canada;
Have a high likelihood of successful execution;
Advance the interests of Indigenous Peoples; and
Contribute to clean growth and to Canada's objectives with respect to climate change.
Projects will only be designated following full consultation with affected Indigenous Peoples.
When a project is designated, it is conditionally approved upfront. The project will go through existing review processes, with a focus on "how" the project will be built as opposed to "whether" it can be. The federal major projects office will coordinate and expedite these reviews.
The results, along with consultation with Indigenous Peoples, will inform a single set of binding federal conditions for the project. These conditions would include mitigation and accommodation measures to protect the environment and to respect the rights of Indigenous Peoples. The federal major projects office will include an Indigenous Advisory Council with First Nation, Inuit, and Métis representatives. The federal government will also allocate capacity funding to strengthen Indigenous Peoples' participation in this process.
This legislation aligns with the Government of Canada's commitment to a 'one project, one review' approach, which means realizing a single assessment for projects and better coordination of permitting processes with the provinces and territories. The ultimate objective is to reduce decision timelines on major projects from five years down to two years.
Canada will uphold its constitutional obligations to consult Indigenous groups to ensure projects proceed in ways that respect and protect Indigenous rights. We are committed to working in a way that respects our commitments to the implementation of the United Nations Declaration on the Rights of Indigenous Peoples Act and the principles of reconciliation, including economic reconciliation.
Removing Internal Trade and Labour Mobility Barriers
This new legislation builds one economy out of thirteen. It removes federal barriers to free trade within our borders while protecting workers, the environment and the health and safety of all Canadians.
In cases where there is a federal barrier, the legislation will allow a good or service that meets comparable provincial or territorial rules to be considered to have met federal requirements for internal trade. For Canadian businesses, this will make it easier to buy, sell and transport goods and services across the country.
On labour mobility, the new legislation will provide a framework to recognize provincial and territorial licenses and certifications for workers. This means that a worker authorized in provincial or territorial jurisdiction can more quickly and easily work in the same occupation in federal jurisdiction.
This new legislation will make it easier to do business across Canada by removing regulatory duplication and cutting federal red tape. It will also reduce costs or delays for Canadian businesses who follow comparable provincial and territorial rules.

The enticement drew over 100 visitors and 10 purchase offers. 'We priced this property to entertain a bidding war,' said agent Belinda Lelli. '[We] never imagined 10 competing offers. 'I had an agent say their offer was higher, but it wasn't firm, and we were looking for a firm offer.' All the offers went over the asking price, which the agent attributed to the property having a potentially revenue-generating basement. 'This three-bedroom home offers the buyer the opportunity to renovate and create a rental income in the lower level, as there is a separate side entrance and a full bath in the lower level,' said Ms. Lelli. 'You can turn this into a $1.2-million to $1.3-million house, and that's why we had so many offers.' This brick home with an attached garage has a standard eat-in kitchen, and formal living and dining rooms. One bedroom has a walkout to a south-facing deck and an above-ground pool on the pie-shaped lot. It measures 40 feet wide across the front. Between 2016 and 2020, several of the home's main mechanical systems were replaced. 'Many families were drawn to the exclusivity of the cul-de-sac, offering privacy and a family-centric home steps to parks and schools,' said Ms. Lelli. Group launches greenwashing complaint with securities watchdog against Enbridge, Cenovus

A shareholder advocacy group has filed a greenwashing complaint with Alberta's securities watchdog alleging Cenovus Inc., one of Canada's biggest oilsands producers, and Enbridge Inc., the country's biggest crude pipeline operator, have misled investors in their environmental disclosures. Investors for Paris Compliance, which seeks to hold publicly traded companies accountable for their climate commitments, argues the companies have breached the Alberta Securities Act "with long-standing and widespread inaccurate and incomplete disclosure" related to net-zero commitments. "By extensively using net-zero terminology in their communications, Cenovus and Enbridge have led reasonable investors and the public to believe that their business models are aligned with the net-zero energy transition, which in fact threatens both their existing business and fossil fuel expansion plans," the group said in its submissions to the Alberta Securities Commission. It said it opted to take its complaint to the ASC instead of the federal Competition Tribunal under new anti-greenwashing rules because "investors have a strong interest in the credible and timely enforcement of securities law." It adds that nothing in the amendments to the Competition Act, which became law last year, supersedes the obligations of securities regulators to also crack down on greenwashing. It cites guidance from Canadian Securities Administrators, a national umbrella group, that says environmental disclosures should be subject to the same standards as financial reporting. Under the Competition Act changes, private parties, including environmental groups, can now launch a complaint directly. But Michael Sambasivam, senior analyst with Investors for Paris Compliance, said that shouldn't be necessary. "We don't believe the burden for enforcement for these kinds of complaints should be on private citizens and private groups." He said his group zeroed in on the two companies to capture two separate segments of the energy business — Cenovus produces the raw product, while Enbridge transports it. Sambasivam said they also both "offered some of most consistently flagrant violations of Canadian security principles" of the company disclosures it looked at. After the Competition Bureau's anti-greenwashing provisions took effect, Cenovus was among the oilsands companies to pull its net-zero statements from its website. Uncertainty over whether the company has abandoned those commitments is a "form of incomplete disclosure disallowed by the Alberta Securities Act," the complaint said. The complaint also makes note of public lobbying that it says contradicts climate commitments. Top executives of both companies were among the signatories to an open letter from oil and gas industry leaders to newly elected Prime Minister Mark Carney this spring that, among other things, urged Ottawa to scrap its cap on greenhouse gas emissions and industrial carbon levy. Enbridge remains committed to achieving net zero emissions from its operations by 2050 while at the same time delivering energy people rely on, spokesman Jesse Semko said in an emailed statement. The company has reduced emissions from its operations by 22 per cent compared to its 2018 baseline through improved efficiency, purchasing less carbon-intensive electricity and investing in renewables, he added. "We also remain committed to accuracy and transparency — and we stand behind the information we share in our reports and communications." Investors for Paris Compliance argues emissions from the end use of the fossil fuels produced and shipped should be taken into account in net zero reporting, not just emissions from operations. Cenovus did not respond to a request for comment. The group is asking the ASC to investigate existing and past climate disclosures from Cenovus and Enbridge to assess their accuracy and adequacy. The investigation should consider evidence from peers and competitors, it said. It also wants the ASC to work with other provincial securities regulators on guidance for net zero claims for Canadian publicly listed companies. A spokeswoman for the commission says it and its counterparts have helped companies prepare disclosures of material climate-related risks, as well as avoiding language that could be considered greenwashing.
