Free VPK helps ready young children for school, but for some families it's unavailable
Five-year-old Marlaina Paulding likes playing in the tents in her VPK classroom at Felix A. Williams Elementary School in Martin County. She likes learning the alphabet and numbers, and the Spanish she learns from her teacher.
"I like the color of the tents," said Marlaina.
Marlaina and her classmates rotate around different stations in the room, some playing in tents, others putting together blocks and some drawing pictures. Every aspect of the voluntary pre-kindergarten class is designed around education, explained Jennifer Corkern, Martin County school district VPK director.
"Some people might call this play, but there's so much learning going on," Corkern said. "Teachers are very intentional on what they set out."
When Marlaina and her classmates begin kindergarten in the fall, they will be ready to learn the first day. They already will know the school routine of going to the cafeteria for lunch and how to sit still during story time. They'll know about class rules. Some already will know how to read.
Since Florida's first VPK program began in 2005, more than 2.6 million children have enrolled. The voter-approved program provides for 540 instructional hours, about three hours a day, for 4-year-olds during the school year, or 300 hours during the summer, which often is a full-day program.
Nationwide, though, Florida ranks 45th in paying for its VPK program, despite being in the top three for the number of children enrolled, according to the National Institute for Early Education Research 2023 State of Preschool report.
The report, issued in 2024, points to the fact that states have increased funding, enrollment and quality since before the COVID-19 pandemic, but urged states to do better. During the 2022-2023 school year, 155,668 Florida 4-year-olds were enrolled in VPK. Florida spent about $440.3 million, and an additional $48.9 million from the federal government, for the VPK program, or about $3,142 per student.
The 2024 State of Preschool was due out in late April.
While some studies show VPK prepares young children for kindergarten and beyond, others are inconclusive about any long-term effects of the program.
Factors such as the quality of students' elementary schools need to be considered, said Karyn Allee, a Mercer University elementary education assistant professor and co-author of the 2019 study "Direct and Indirect Impacts of Voluntary Pre-Kindergarten Readiness and Achievement," written when she was a University of Central Florida doctoral student.
"We could not find any (long-term) effect," Allee said. The state Department of Education was not forthcoming with data needed for the study, she said. That made determining whether Florida's program was effective either short- or long-term difficult, she said.
"We might hypothesize it is, but we can't verify that," Allee said.
Scores on standardized test show children enrolled in the program show up for kindergarten better-prepared for school.
About 70% of Martin County children who completed the VPK program in 2023 tested as-ready for kindergarten, while 63% in Indian River and 57% in St. Lucie scored as school-ready, according to scores from the Florida Assessment of Student Thinking given to kindergarten students.

When students arrive in kindergarten without VPK, teachers in kindergarten through the primary grades work to catch them up on the literacy skills they missed, such as letter recognition and sounds. Educators say students can catch up to their peers — some very quickly — but it might take time.
Schools are in a race, as the first high-stakes state test is just four years away. Students who fail the state's third-grade reading assessment are at risk of repeating the grade. School and district grades, too, are based on test scores.
"That is a challenge," said St. Lucie County schools Deputy Superintendent Helen Wild. The district uses interventions to provide extra help, particularly in the early grades, she said. Emphasis is placed on daily attendance, because every moment is needed.
"We do not want to continue to fall behind," Wild said. "The only way we can get their children caught up is if they are in school every day."
Districts with a higher number of low-income students are at a greater disadvantage, Wild pointed out. Those children might not have had the same opportunities and exposure to words, vocabulary and learning, she said.
"There is no doubt that higher-poverty districts have challenges to get caught up," Wild said.
Without a quality elementary school, however, VPK benefits can fade away by the third grade, Allee said. Curriculum misalignment, for example, can impact students if what they learn in VPK is not carried on in kindergarten and throughout their school career, she said.
This can be seen particularly in schools with predominantly low-income students and possibly fewer resources, Allee said. Students in more affluent districts, with more resources in elementary school, can bypass their disadvantaged classmates, even without having VPK, she said. Districts need to do a better job aligning educational curriculum for students, she said.
It's more than just learning numbers and reading, educators said. VPK teaches children the routine of school and social skills. If students arrive in kindergarten already knowing these basics, teachers can start teaching academics, educators said.
In Maria Kammeraad's VPK class at Felix A. Williams Elementary, for example, children can count to 100. They know addition and subtraction and receive daily Spanish lessons. Students learn colors, shapes and how to describe the shapes.
"We cover every area. They are ready for kindergarten," Kammeraad said.
While many of these children can catch up to their peers' literacy skills within a few weeks, others might spend years struggling to master concepts by the third grade, when reading becomes a high-stakes test.
There are reasons why parents choose not to enroll their children in a VPK program. For some working families, VPK is a free opportunity they are unable to afford, educators said.
School districts have limited spaces in their VPK programs during the school year, and before- and after-care is unavailable, Transportation often is not provided to VPK children.
"Not everyone ends up having access to VPK," said Kelly Baysura, Indian River County schools' assistant superintendent for curriculum and instruction.
Indian River's district-operated VPK, for example, is always filled and has a waitlist, forcing parents to seek enrollment at private day cares or enroll their children in the summer full-day program. "There aren't enough seats in the county for our needs," Baysura said.
Private day care facilities designated by the state as VPK providers often offer only a free three-hour VPK, charging parents for any wrap-around care before or after the program. That can be expensive for families.
Some working families often have to use a family member to watch children or place children in a day care unapproved for VPK, she said.
"It's an unmet need for our youngest children," Baysura said.
For those families unable to get students into the district VPK program, Baysura urges them to talk with their children, read to them and engage them in conversation.
"The more we talk to (children), the more they learn," Baysura said. Everyday items, such as cereal boxes in grocery stores, can be a reading lesson, she said. "They need to hear us articulate words."
Teachers can tell when a child without those conversation skills enters school, Baysura said.
"Their vocabulary," she said, "is diminished by thousands compared to their peers."

Students return to revamped, expanded Thea Bowman charter school
Students heading back to school Monday at Gary's Thea Bowman Leadership Academy will be greeted by staff members dressed as superheroes, but they'll see something just as exciting inside the school. Student input inspired many of the design choices in the revamped and expanded K-12 charter school campus at 3401 W. 5th Ave. Last week, as contractors hustled to prepare the school for Monday's opening, 17 students assisted in moving furniture and equipment to get the school ready to open amid ongoing construction. Opened in 2009 as a grades 7-12 school, Thea Bowman now accommodates students in K-12, after its separate elementary school closed in 2020. Additional grade levels couldn't fit in the existing building so officials added several portable classrooms on the west side campus. The portables will go away soon as work wraps up on the $11.6 million renovation and new academic wing. The site where the portables sit will be used for parking, officials said. Named after a groundbreaking Black Catholic nun who's being considered for sainthood, Thea Bowman is home to about 830 students and has a waiting list of about 200 applicants, said Superintendent Marlon Mitchell. It's been a rocky few years for the charter after its former authorizer, Education One-Trine University, opted not to renew the charter in 2023, citing organizational and academic deficiencies. Facing possible closure, the school turned to the Calumet College of St. Joseph, which agreed to sponsor the charter last year. Since then, the board hired Mitchell as its first superintendent, with contract incentives for academic improvement. And the board embarked on the school construction project, largely with COVID-19 stimulus funding. Among the improvements include an expanded cafeteria that's doubled in size and can serve about 500 students, up from 175. The expansion allowed the school to shift from five lunch periods to three. The kitchen also has new equipment and appliances. Mitchell said students selected color patterns and furniture in the classrooms. 'We wanted to make sure their voices would be heard,' he said. Students also chose the school's maroon colors for the new epoxy flooring. The new learning wing includes STEM labs, project studios, and flexible learning environments. Mitchell said the improvements were made with Indiana's new diploma requirements in mind. Students can choose a college track, direct work experience or the military. The new requirements call for work experience that factors into the new A-F grading system. Mitchell, who's starting his second year at the school, said it has 25 new academic courses and expanded career and technical education programs. South of the school is a new transportation and CTE (career technical education) building where construction trades and medical pre-apprenticeship classes will be held. There's also a serenity garden where students can escape to relax or meditate. Mitchell said all the school's employees from custodians to teachers have received crisis intervention prevention de-escalation training, as well as CPR training. To address teacher turnover, Mitchell said 97% of the school's 106 teachers are licensed and he said there's a teacher's aide in elementary classrooms where critical learning skills are taught. Ten teachers also hold credentials to teach dual-credit college courses, Mitchell said. The expanded CTE pathways include construction trades, medical careers, graphic design and communications, business and entrepreneurship, education and social work, criminal justice and exercise science. Mitchell said the school is planning pre-apprenticeship opportunities with credentials and internships for students with partners, including Goodwill Industries, the Boys & Girls Clubs, and the Indianapolis Colts. Also under construction on the school's west side is a new girls' flag football field, and pickleball courts. The school is launching flag football and wrestling programs for girls and a Girls on the Run program. 'Our mission has always been rooted in excellence, equity, and empowerment,' said Mitchell. 'These new programs and partnerships represent a bold commitment to preparing scholars not just for graduation, but for life.'

BPS English learners face limited bilingual education options
BPS is slowly rolling out an expansion to its multilingual and bilingual program, but it hasn't been enough to keep up with the district's growing immigrant population. About a third of BPS's 48,000-student population are English learners, and half of pre-K and kindergarten students entering the district are. Most are being placed in an English immersion program under the district's new inclusion model. The growth of the bilingual programs will be incremental, and only five new teachers being added for the next school year districtwide. The new bilingual programs are aimed at younger students, and are only available in a select number of schools; 220 students in kindergarten and first grade this coming school year will be placed in a dual language program, considered among researchers to be the gold standard of bilingual education for which students are taught in both English and the students' native languages. However, many students like Camila, who arrived to Boston without speaking English and who would benefit the most from bilingual instruction, generally don't get access to these classrooms. Related : Advertisement By the 2032-22 school year, BPS plans to add a total of 40 teachers and 1,060 students in multilingual or bilingual classrooms, which would be able to serve a fraction of the current EL population. Advertisement Manuel Ramirez, BPS director of bilingual programs under Office of Multicultural and Multilingual Education, said the new program expansions are specifically designated to areas where the district identified the most need for home language inclusion. 'We're working in collaboration with communities so that students not only have greater access districtwide, but are also having their specific needs addressed,' Ramirez said. Advocates say the district's current programs are not well equipped to teach students from different language backgrounds, and students' academic progress is suffering as a result. 'In the last 18 months, we've expanded on bilingual education more so than we've done in the last 40 years,' Gamere said. Jackelyn Elias started teaching in Blackstone nine years ago for the English learner program, and will now lead the new bilingual program at Blackstone. Elias said she is translating the kinder program into Spanish before the beginning of the school year. The bilingual program for kindergarten at Blackstone will teach phonetics, learning centers, and beginner reading in Spanish. Each year, the program will expand to the following grade, so the same students can continue to learn in the bilingual program. In third grade, the classroom will then switch from teaching mostly in Spanish, to half English instruction and half Spanish instruction. Elias said she is excited about the expansion and about teaching kids in Spanish, which she said will help bilingual students get ahead. 'We're just trying to form a strong program, we're working very hard on trying to learn what we need for students,' Elias said. In 2010, Department of Justice officials found BPS was violating the rights of thousands of English learners and failed to provide English learners with specialized instruction, setting up an agreement to monitor the school's progress, which just Advertisement Next year, seven BPS schools in the K-12 level will have some sort of bilingual program available to a few students, most classrooms will be for kindergarteners. In Quincy, for example, the school will offer math in Mandarin. For Ordoñez, Camila's transition to Blackstone had some positives, particularly the support in Spanish she received. Camila was awarded for a story she wrote in English, and finished Blackstone as a top student. Still, as Ordoñez couldn't find more language supports in BPS upper grades for her daughter's grade level next year, she is moving Camila out of the district and into a neighborhood charter school, which also doesn't have a bilingual program. Erik Berg, president of the Boston Teachers Union said there is a need for more teachers in the district specifically trained in bilingual education, and new programs should consider the wide variety of students' backgrounds and needs, especially during the landscape of the Trump administration and the deportation of families that may need these programs. 'It is critical that in rolling out any new program that the school community and language community are included on the planning,' Berg said. 'And that they take time to be thoughtful and provide parents with a plan that won't disrupt student learning.' Maria Probert can be reached at

I moved from the US to Spain and fell in love. Despite the difficult language barrier, we're still together 2 years later.
When I moved from the US to Spain to build a new life, I hoped to find someone to share it with. I mostly dated men who spoke both English and Spanish, but never felt a true connection — until one night at a Latin dance event when I was paired with my now-boyfriend. There was an instant spark, and we started dating even though he only speaks Spanish and I have an intermediate level of Spanish. Together, we've made our way through awkward first dates and some frustrating interactions When we started dating, I worried that certain language dynamics, specific to the region we live in, would hinder our communication. We live in the region of Andalucia, specifically in a city called Jaén, where locals are known for speaking fast, shortening words and not pronouncing the "s" in them, and using unique phrases that can't always be translated into English. However, the more time we spent together, the more we adjusted to each other's needs. My boyfriend learned to speak slowly and fully pronounce his words, and I focused on learning more Andalucian phrases. For the first couple of dates, we stuck to topics I was comfortable speaking about, such as work, interests, hobbies, and why I moved to Spain. We discovered that we had similar tastes in music and hobbies, which strengthened our connection. After several months, conversations became longer, laughter was constant, and we eventually decided to make things official. However, becoming a couple only made the language differences more apparent. I naturally speak slowly, especially in Spanish, since I often translate in my head before responding. Because of my slower pace and my boyfriend's inherent way of speaking fast, he'll sometimes finish my sentences for me and often mispredict what I was going to say. At first, this frustrated me. I felt like I didn't have the space to fully express myself. The language barrier became even more noticeable when we hung out with his friends. They're incredibly welcoming, but don't speak English. Though I can follow most conversations, there are moments when I get completely lost. During one get-together, we were at his friend's house for paella, a traditional Spanish dish. His friends were reminiscing about their teenage years and joked about how my boyfriend always wore a "chándal," or sweatsuit. I didn't know the word at the time, so even though I understood the setup, the punchlines weren't landing for me. I chuckled along, but I felt insecure because I didn't fully understand the conversation. When we spend time with my friends, the dynamic shifts. During my birthday dinner last year, my group of friends and I started off speaking Spanish, but slowly drifted into English. There were moments when we were laughing and swapping jokes that my boyfriend couldn't follow. Later that night, he told me he didn't mind, but he did feel left out. The important thing is that, throughout all of these moments and misunderstandings, we've been able to openly talk about how we feel and figure out how best to move forward as a couple. We've become great listeners and stronger communicators So, yes — I fell in love with someone who doesn't speak English, and I've never been happier. Although these language gaps have contributed to awkward moments, they've also made us more aware of each other's feelings. We are more patient with one another and intentionally communicate with one another rather than just saying whatever is on our minds. In the beginning, I felt pressure to speak perfect Spanish and rarely admitted when I was lost. But letting go of my ego and embracing vulnerability helped us grow closer. We listen to each other to understand versus respond. I know he loves me for who I am, not just how I present myself. And as my Spanish improves and he picks up more English, I believe our bond will only deepen.
