Attorneys seek federal probe of Los Angeles County sexual abuse allegations

LOS ANGELES (AP) — Attorneys representing over 200 women said Tuesday they want the federal government to investigate allegations of rampant sexual abuse that occurred over decades at juvenile bootcamps run by the Los Angeles County probation department.
The request comes months after Los Angeles County officials agreed to a $4 billion payout to settle 7,000 claims of sexual abuse in juvenile facilities since 1959, the largest sex abuse settlement in U.S. history.
Attorneys whose clients were not a part of the deal said in a letter Monday to U.S. Attorney Bill Essayli that the settlement was not enough because there has been no information about who it happened or who was responsible. They are asking the Department of Justice to open a probe.
A spokesperson for the U.S. Attorney's office declined to comment.
The attorneys' clients were between the ages of 12 and 17 when they were sent to camps designated for 'at-risk youth' who had committed minor offenses, separate from the juvenile halls. Some parents were charged tuition for attendance, the attorneys said.
John Manly, one of the attorneys, said during a news conference Tuesday that the camps were akin to the island owned by Jeffrey Epstein where he allegedly brought underage girls to be exploited.
He said the most notorious was Camp Joseph Scott, located in Santa Clarita. It housed an all-girls population with a capacity of 125 residents and was shuttered during the COVID-19 pandemic, according to the city of Santa Clarita.
'The sad and unbelievable truth is these camps were dens of sexual predation where LA County probation officers in charge of helping these children get on track turned them into human sex toys,' the attorneys said.
His colleague, Courtney Thom, said one former deputy probation officer, Thomas Jackson, had been accused by at least 30 women of sexual assault during their time in the custody of the probation department. A civil lawsuit involving these allegations against Jackson is scheduled to go to trial in August.
'When our client was released back to her grandmother, this deputy probation officer went out to her home and would take her from her home to areas within the community to continue sexually abusing her and continued to contact her and torment her throughout her adult life as well,' Thom said.
Jackson's attorney, Tom Yu, said his client is 'innocent of the allegations brought by those who received billions of dollars in taxpayers' money. As usual, the county abandoned their defense and blamed the employees.'
Jackson's case was referred by the county to prosecutors for investigation in December 2023 but they declined to prosecute because the alleged incidents happened too long ago, according to an April 7 memo, the Los Angeles Times reported.
Jackson resigned in 2023 after working for the county for decades and is now collecting a pension, according to Thom.
'Not one of those current or former LA County Probation Department officers has been prosecuted, not one has been arrested,' Thom said. 'Without a full investigation about what happened ... how can anyone assure this won't happen again?'
The county's Office of County Counsel said in a statement that it is working with authorities to hold those who committed abuse accountable, but records are no longer available in many of the cases.
'The childhood sexual abuse claims in question span many decades,' the statement said. 'In addition, plaintiffs' attorneys have not produced evidence enabling the County to identify perpetrators in the vast majority of claims.'
Nonetheless, the statement said, the county 'wholeheartedly supports efforts to ensure that those who have committed crimes against minors are prosecuted to the fullest extent of the law.'
The plaintiffs in the $4 billion settlement were able to sue because of a California law that took effect in 2020 and suspended the statute of limitations for childhood sex abuse victims to bring cases for three years.
Manly and Thom have represented plaintiffs in several high-profile sexual abuse cases, including gymnasts in their lawsuit against USA Gymnastics and Michigan State University sports doctor Larry Nassar, who was accused by more than 300 women and girls of sexual assault and is serving three prison sentences that will likely keep him locked up for life.
The letter also called for an investigation of whether the county concealed allegations of ongoing abuse at the juvenile facilities when the Justice Department investigated the facilities in 2006 and established a federal monitor in 2008. It found that the county had completed all of its required reforms by 2014.

Coristine was approached by at least two teenagers at around 3 a.m., according to a police report. Metropolitan Police arrested a 15-year-old male and 15-year-old female, both of Hyattsville, Maryland, and charged them with unarmed carjacking. Trump posted on his Truth Social account on Tuesday, referencing how the teen was 'beaten mercilessly by local thugs.' He did not name Coristine, but called him an 'incredible young man.' On Wednesday, Trump revisited the topic, again appearing to reference the staffer known as 'Big Balls', who now works for the Social Security Administration after leaving DOGE. 'We have a capital that's very unsafe,' Trump said in a press conference at the White House. 'You know, we just almost lost a young man, beautiful, handsome guy that got the hell knocked out of him the night before last and, uh, I'm going to call him now. DOGE worker Marko Elez paid tribute to 'my friend Big Balls' calling him a 'hero' on Tuesday. Elez wrote that he took the photo Trump posted. As of Wednesday, Elez has pinned the post, which is now the only post on his entire X account. Speaking at the press conference, Trump continued his threat to take federal control over Washington, criticizing everything from graffiti and roads to the crime rate. Extra federal agents are patrolling Washington, D.C., hours after President Donald Trump ordered an 'increased presence' of law enforcement. The move came after 19-year-old former DOGE staffer Edward 'Big Balls' Coristine was, according to the president, 'beaten mercilessly' after an alleged carjacking assault in the city on Sunday. Federal officers will maintain a presence in the city for at least a week, with 'the option to extend as needed,' according to the White House. The U.S. Park Police will lead the patrol, supported by members of a task force that brings together personnel from Homeland Security, the FBI, ATF, U.S. Marshals, the Department of Transportation, the Department of the Interior, and others. Federal law enforcement was seen at Union Station, just hours after the directive was issued, NBC4 Washington reported Friday. 'Together @ATFWashington with our federal law enforcement partners are out ensuring that the residents of the District of Columbia are safer this evening,' ATF's Washington Field Division said on X. 'Starting tonight, there will be no safe harbor for violent criminals in DC,' Leavitt said. Earlier on Truth Social, the president claimed that crime was 'out of control,' despite police data showing that violent crime in Washington dropped to a three-decade low last year. 'Local 'youths' and gang members, some only 14, 15, and 16-years-old, are randomly attacking, mugging, maiming, and shooting innocent Citizens, at the same time knowing that they will be almost immediately released. The president demanded that homeless people leave the capital 'immediately' in a Sunday post on Truth Social while sharing images of tents and homeless people in the capital. The images Trump shared were apparently taken from his motorcade while driving from the White House to Trump National Golf Club in Sterling, Virginia, according to The Guardian. One of the images shared by Trump showed several tents pitched on grass along a highway on-ramp around one mile away from the White House. Another appears to show a person sleeping in front of the American Institute of Pharmacy Building on Constitution Avenue. Speaking to Politico's Playbook, a White House official said Trump's clampdown on D.C. stems from the president's unhappiness at the overall cleanliness of the city. 'What it really is is the president has been driving around D.C. and has seen the filth and has seen the squalor himself, and he wants to make it more beautiful and more safe,' the official said. Trump also wants to reduce violent crime in the nation's capital—and has arranged a press conference for Monday morning to outline his plans. The U.S. military is preparing the National Guard for deployment under the plans to target crime in D.C., according to the New York Times. This is despite official federal figures showing violent crime in D.C. fell 35 percent from 2023 to 2024, and is the lowest it has been in over 30 years, according to figures from the Metropolitan Police Department. Hundreds of troops could be sent to D.C., although it is unclear precisely how many will be activated or what they will do once they are there, unnamed officials told Reuters. Some of the potential tasks include protecting federal agents or even doing administrative work to free up law enforcement to carry out the jobs Trump wants them to do, one official added. 'It has become one of the most dangerous cities anywhere in the World. It will soon be one of the safest!!!' Trump added in a follow-up Truth Social post announcing Monday's press conference, which he claims will 'essentially, stop violent crime in Washington, D.C.' Trump has already ordered federal law enforcement to ramp up patrols in the D.C., with nearly 450 federal officers deployed on Saturday, a White House official told NPR. Around 120 FBI agents were also deployed for overnight shifts to assist D.C. police tackling crimes such as carjackings, reported The Washington Post. Trump's targeting of D.C. comes after he expressed his dismay over an assault on Edward 'Big Balls' Coristine, a 19-year-old former employee of the so-called Department of Government Efficiency (DOGE) who was attacked in an alleged carjacking in D.C. Two minors from Maryland were arrested over the incident. In response, Trump threatened to 'take federal control of the city and run this city how it should be run,' and called for juvenile suspects to be tried as adults. A number of Trump supporters have also expressed hope on social media that 'Big Balls' may even turn up to Trump's Monday press conference to speak out against violent crime in D.C. Trump previously sent National Guard troops and Marines to Los Angeles amid the anti-ICE raid protests which were taking place. Unlike in all U.S. states, the president directly controls the National Guard in the District of Columbia. Speaking to MSNBC on Sunday, D.C. Mayor Muriel Bowser pushed back on the president's attacks on D.C., saying it is 'not experiencing a crime spike.' She also called deploying Guard troops, who are not law enforcement, 'not the most efficient use' of military resources. 'Washington, D.C. will be LIBERATED today!' Trump wrote in a Truth Social post on Monday morning. 'Crime, Savagery, Filth, and Scum will DISAPPEAR. I will, MAKE OUR CAPITAL GREAT AGAIN!
