Tender fraud: Pilibhit civic body blacklists two contractors, firms

PILIBHIT
: The executive officer of the Pilibhit municipal council, Ashutosh Gupta—who also serves as the Sub-Divisional Magistrate of Pilibhit Sadar Circle—has blacklisted two civil contractor firms and two individual civil contractors for fraudulently using fixed deposit receipts (FDRs) as sureties while filing tender bids.
Acting on a report submitted by the Public Works Department's (PWD) executive engineer on May 14, Gupta initiated action against the contractors after it was found that they had submitted FDRs already pledged with other urban bodies. They uploaded these FDRs through the govt's online bidding portal, despite having used them earlier for different projects. The fraud came to light via Prahari app, used by the PWD for cross-verification.
The tenders in question were for six different civil construction works, invited by the Pilibhit municipal council on February 22 and opened on February 24. During technical bid scrutiny, the irregularities surfaced.
Gupta said contractor Shrish Pal submitted six FDRs worth Rs 3.70 lakh across four tenders. Sandhya Traders uploaded four FDRs valued at Rs 3.68 lakh. SS Enterprise and Palak Agrawal submitted one FDR each, worth Rs 1.55 lakh and Rs 57,500, respectively.
It was later confirmed that the FDRs submitted by Shrish Pal and Sandhya Traders were already pledged with the Jahanabad Town Area Committee. The FDR submitted by SS Enterprise was pledged with the Naugawan Pakariya Town Area Committee, while Palak Agrawal had reused an FDR already pledged with the Pilibhit Municipal Council for an earlier approved tender.
The matter was placed before the municipal council's tender committee, chaired by Gupta. Based on the committee's recommendations dated May 23, all four contractors were blacklisted and debarred from future dealings with the Pilibhit municipal council.

Reliance Defence and Diehl Defence tie up for local production of 155 mm guided munitions in Ratnagiri, with Rs 5,000 crore investment planned over five years Mumbai Anil Ambani's Reliance Defence (R-Defence) has tied up with Germany-based Diehl Defence to produce next-generation terminally guided munitions (TGM) for the Indian armed forces. The partnership with Diehl will drive local production of the Vulcano 155 mm precision-guided munition system, R-Defence stated. As part of the agreement, R-Defence will establish a large, high-tech, greenfield, integrated ammunition and explosive manufacturing facility in Watad Industrial Area in Ratnagiri, Maharashtra. 'This strategic alliance not only accelerates the advancement of India's defence manufacturing capabilities, but also positions Reliance Defence as a pivotal player in the global defence supply chain,' Ambani, founder and chairman of the Reliance Group, said. In May, the company had tied up with another Germany-based defence firm, Rheinmetall AG, to supply the explosives and propellants for medium- and large-calibre ammunition. The facilities for the above-mentioned partnerships in Ratnagiri will be established with an investment of ₹5,000 crore over the next five years, a company source stated. R-Defence is aiming to start manufacturing in the next 18 months, as it has the land and principal approvals for the plant in place. The company aims to fund 30 per cent of the investment via equity and the other 70 per cent via debt. The equity is likely to come from the company's internal cash accruals, the source said. R-Defence aims to be amongst the country's top three private defence exporters in the next 12 to 24 months. It is likely to sign long-term agreements with firms like Diehl and Rheinmetall for 5 to 10 years in the coming months. The partnerships are a part of the company's ammunition-focused strategy, where the products made in India will have 60 per cent indigenous content. It is eyeing the market opportunity to potentially generate ₹10,000 crore in revenue through the development and supply of advanced ammunition systems. This tie-up with Diehl is also Reliance Group's fourth global partnership, expanding upon its established collaborations with Dassault Aviation, Thales Group of France, and Rheinmetall. Additionally, Diehl Defence's product portfolio includes air defence systems, missiles for all branches of the armed forces, and ammunition for the army, air force, and navy, as well as protection systems, generating annual sales of over 2 billion euros.

1 2 Bhubaneswar: CM Mohan Charan Majhi inaugurated the newly-renovated DCP office in Bhubaneswar on Tuesday, boosting the city's police infrastructure. The modern three-storied building built at a cost of Rs 7.8 crore, boasts of state-of-the-art facilities and improved public access. "This renovation represents our commitment to modernising police infrastructure and ensuring better service delivery to the citizens. The new building will help create a more welcoming environment for the public and enable our police force to work more efficiently," said Majhi during the inauguration ceremony. Majhi laid stress on making police services more accessible and citizen-centric. The chief minister stated that the overall law and order situation in Odisha has remained peaceful in the last one year. The renovated building features modern amenities, including a spacious public grievance cell, digital documentation centre, and improved waiting areas for visitors.
