Police rope in 4,000 ‘Praharis' to boost vigilance in capital

New Delhi: Delhi Police on Sunday conducted a citywide initiative to strengthen security ahead of Independence Day. This involved briefing and interaction sessions with over 4,000 private security guards, known as 'Praharis', across all districts. They were equipped with training, guidelines, and gear to act as "force multipliers" in public safety. The initiative, part of the ongoing Prahari programme, aims to integrate private security personnel closely into the capital's security grid. The guards were briefed on identifying and responding to potential threats, maintaining situational awareness, and promptly reporting suspicious activity. They were also taught to handle crowd management duties during the festive period and to treat any unattended items as potential threats until cleared. To aid their duties, Delhi Police distributed security kits containing caps, reflective jackets, batons, and whistles. Commissioner of police SBK Singh, IPS, addressed major gatherings at Multipurpose Hall, DU's North Campus, attended by around 800 Praharis, and at the Lotus Temple auditorium in south-east Delhi, which saw a turnout of about 300. "Praharis are an indispensable link in community policing," Singh said, praising their vigilance and the "complementary role" they play in extending the police's reach and responsiveness. Similar sessions were conducted, from Rohini to Dwarka, Shahdara to outer North, with attendance ranging from 100 in New Delhi district to 400 each in north and central districts. By Pranay Singh Dhaka The Delhi University saw SBK Singh attend his first official event as the new Delhi Police Commissioner, facilitating five Praharis for exceptional work at a gathering of 800. Titled 'Delhi Police Ke Prahari — Har Nazar Desh Ke Liye', the programme was held at the Multipurpose Hall of University of Delhi. Organised by the Central Range of the Delhi Police, the ceremony was held to mark the relaunch of the Prahari scheme in the North and Central districts of Delhi. The scheme is an initiative by the Delhi Police, involving community members like security guards and chowkidars, to amplify crime prevention and maintain law and order. The Delhi Police Commissioner was the chief guest at the ceremony where five Praharis — Jitendra, Avdhash, Jagmendar, Suraj and Mohammad Yunus — were appreciated for anwering the call of duty. Three were from the Central Region and two were from the North Region. All 800 praharis, taking part in the event, then took an oath and were distributed complimentary kits consisting of a cap, fluorescent jacket, stick, torch and whistle for their motivation towards their duties. Speaking to The Indian Express Narveer, a security guard in his mid-thirties and a Prahari, shared that their work requires them to be aware at all times. 'We are people who are passionate about the society's well-being,' he asserted. Ram Sughar Misra, a prahari in late thirties and also a security guard, shared that they cannot act on a crime on their own. Their job is to pass on the information of any crime that they witness. Even as they work on a payroll by their employers, praharis voluntarily act upon helping the police eliminate crime from the city, he explained. Meanwhile, at the event, the Delhi Police chief addressed the gathering, and highlighted, 'It is essential to ensure three key elements: first, that the praharis are fully aware of their duties; second, that they remain vigilant during the performance of their duties; and third, that a written standard code of rules is established.' At the conclusion of his address, he emphasised the importance of fostering a sense of security among the public. 'Our objective is not only to ensure the safety of Delhi but also to instill a sense of security in all its residents,' he added. At the end of the ceremony, DCP North Raja Banthia addressed the gathering and delivered a vote of thanks. He expressed gratitude towards the praharis who voluntarily take the initiative of making the society a better place. He urged the gathering to acknowledge the time and effort the Praharis put in to keep the society informed. He mentioned that the Prahari scheme is being revamped and was earlier established in Rohini. 'Background checks are conducted on the praharis to verify their criminal records before short-listing,' the DCP North said. There are no monthly allowances for the praharis, as this scheme is voluntary, he added. The scheme has been restructured to foster collaboration between the public and the police in combating crime and maintaining law and order. Apart from the event at the Delhi University, other districts also held their separate programmes, relaunching the scheme, with more than 4,000 praharis in attendance across 15 districts of the Capital. More than 362 praharis turned up at the Yashobhoomi center in Dwaraka. With the festive season on the horizon, they were asked to keep shared phone numbers of beat officials, division officers and SHOs and report any untoward incident on 112.

In a welcome initiative, the Delhi Traffic Police have launched a movement that will assist them in enforcing traffic rules with the assistance of the local public. In short, you can don the hat of a traffic cop and issue challans to fellow citizens who break laws right in front of your eyes. While the Delhi Traffic Police's innovative campaign has sparked significant public interest, it has also raised an important question: will 'snitching" on each other be effective? 'Is Holding people accountable now called snitching? (sic)" quipped a Reddit user. Can It Be Misused? The photos submitted to the Delhi Traffic Police will be verified and processed appropriately. Recognising that the rule could be misused for personal disputes, the authorities will verify the legitimacy of all submissions. When the process is complete, the offending vehicle's owner will be issued a challan, while the contributor will be notified. Speaking to Local18 last month, DCP Traffic SK Singh revealed that 1400-1500 challans were being submitted daily by proactive public. What Are The Rewards? There are four tiers to this reward system. An individual can earn a maximum cash prize of Rs 50,000 through this initiative. 1 2 P rayagraj: In the past 11 months, as many as 37 criminals were arrested along with their 54 accomplices in a total of 33 police encounters in the neighbouring Pratapgarh district. Most of these criminals carried cash rewards ranging from Rs 25,000 to Rs 50,000 for their arrest. Pratapgarh police also arrested over 110 gangsters and history-sheeters,. SP (Pratapgarh) Dr Anil Kumar told TOI, "Cops have demonstrated excellent competence in surveillance and crime prevention, particularly in monitoring criminal activities involving gangsters and history-sheeters." In the past week, five criminals with criminal records and wanted by police in Pratapgarh, Amethi, Sultanpur, and other districts were injured in separate encounters in Lalganj, Baghrai, Kandhai, Leelapur, and Sangipur police circles. Notorious criminals, including Panchlal Verma, Hasamtullah, Virendra Yadav, Pinku and Abdul Rab, were also injured and arrested in separate encounters. Interestingly, women cops have also played vital roles in building an intelligence network to tighten the noose around criminals and gangsters and even managed to arrest seven women with criminal records so far. The SP, meanwhile, said, "To build up an intelligence network of gangsters, history-sheeters, and professional criminals, every beat constable, both men and women, are being assigned special tasks to maintain a strict eye on the activities of wanted criminals and initiate concrete action to ensure their arrests in all 26 police stations of the district." The SP claims that the revised strategy has helped cops compile updated inputs on lawbreakers as well as a new beat system where officers focus on specific criminals in their designated areas. Moreover, outstanding performance is recognised through cash rewards and certificates, and over 70 policemen were felicitated with rewards and certificates. Notably, all beat constables are armed with the 'Prahari' app, wherein they are updating details of prominent places in their area, reputed persons, updates on criminals and gangsters whether lodged in jail or on bail, religious places, banks, etc. According to the SP, officers have compiled thana-wise lists of criminals, implementing a one officer-one criminal monitoring system to dismantle criminal networks in the district and surrounding areas. Pratapgarh police have also recorded the highest number of FIRs under the Gangsters Act (exceeding 130) in the state. Both male and female police officers received recognition for their achievements. Women officers particularly excelled in intelligence gathering (Suragkasi), leading to the arrest of more than 30 suspects involved in vehicle theft and robbery.

Tender fraud: Pilibhit civic body blacklists two contractors, firms

PILIBHIT : The executive officer of the Pilibhit municipal council, Ashutosh Gupta—who also serves as the Sub-Divisional Magistrate of Pilibhit Sadar Circle—has blacklisted two civil contractor firms and two individual civil contractors for fraudulently using fixed deposit receipts (FDRs) as sureties while filing tender bids. Acting on a report submitted by the Public Works Department's (PWD) executive engineer on May 14, Gupta initiated action against the contractors after it was found that they had submitted FDRs already pledged with other urban bodies. They uploaded these FDRs through the govt's online bidding portal, despite having used them earlier for different projects. The fraud came to light via Prahari app, used by the PWD for cross-verification. The tenders in question were for six different civil construction works, invited by the Pilibhit municipal council on February 22 and opened on February 24. During technical bid scrutiny, the irregularities surfaced. Gupta said contractor Shrish Pal submitted six FDRs worth Rs 3.70 lakh across four tenders. Sandhya Traders uploaded four FDRs valued at Rs 3.68 lakh. SS Enterprise and Palak Agrawal submitted one FDR each, worth Rs 1.55 lakh and Rs 57,500, respectively. It was later confirmed that the FDRs submitted by Shrish Pal and Sandhya Traders were already pledged with the Jahanabad Town Area Committee. The FDR submitted by SS Enterprise was pledged with the Naugawan Pakariya Town Area Committee, while Palak Agrawal had reused an FDR already pledged with the Pilibhit Municipal Council for an earlier approved tender. The matter was placed before the municipal council's tender committee, chaired by Gupta. Based on the committee's recommendations dated May 23, all four contractors were blacklisted and debarred from future dealings with the Pilibhit municipal council.
