Air India crash: Govt forms high-level committee to formulate SOPs to avert disasters
NEW DELHI: The Ministry of Civil Aviation (MoCA) on Saturday announced the constitution of a high level, multi-disciplinary committee headed by the Union Home Secretary to ensure disasters like the Air India crash on June 12 do not happen in the future.
The team will formulate SOPs for preventing such mishaps as well as the manner of handling them in the events of their occurrence. MoCA has given them a three-month deadline to complete the task.
The order issued by the Ministry in the wee hours said the Committee will include representatives who are at the rank of Joint Secretary level in the State and Central governments. "The Committee will not be a substitute to other inquiries being conducted by relevant organisations but will focus on formulating SOPs for preventing and handling such occurrences in future," it said.

Expedite construction work on Zero Mile-Masaurhi Road: CM
Patna: Chief minister Nitish Kumar on Saturday expressed displeasure over the slow progress of work on the SH-1 Zero Mile-Masaurhi road and directed the officials concerned to speed up the construction. The state cabinet had approved the proposal in Oct 2018 to convert the two-lane road into 4-lane to ensure traffic ease on the route connecting the new Patliputra Bus Terminal. The CM asked the officials to ensure the speedy construction work so that people get its benefit. Earlier, Nitish inspected the construction work of the Mithapur-Mahuli four-lane elevated road site at the Mithapur flyover roundabout and Parsa Bazar. He said the elevated road will be above the Sipara bridge with service roads on both sides near the Mithapur railway crossing. The CM asked the officials concerned to complete the remaining work of the elevated road speedily as people will also get relief from the traffic jams on the bypass. After inspecting the sites, the CM took stock of the construction work of Punpun suspension bridge and went to Punpun Ghat to inspect the beautification work done there. Nitish said people will be able to reach Punpun Ghat easily, especially to offer Pindadaan. "All the facilities required have been taken care of," he said, adding: "We have an old attachment with this area. We keep coming here." Aided school teachers: Kerala HC asks govt to provide details of steps needed for fair selection process
Kochi: High court has directed the director of general education (DGE) to file an affidavit within seven days, detailing the steps required to ensure a fair selection process for the appointment of teachers in govt-aided schools in the state. Justice D K Singh gave the order on a petition filed by certain higher secondary school teachers challenging the deduction of a levy towards the contributory pension under the National Pension Scheme (NPS) from their salaries. In its interim order, the bench observed that, as of now, managers have absolute discretion to appoint any qualified individual as a teacher without following any formal selection process or advertising the posts. The court also questioned how such appointments are being approved by the educational authorities despite the absence of a due selection procedure. Prima facie, the court noted that there appears to be a nexus between school managements and educational authorities, enabling appointments not based on merit but on considerations other than merit. If the affidavit is not filed before the next posting date of the petition, the DGE shall appear in person before court. Plea in Kerala HC against converting fuel bunk toilets into public facilities as per revised Swachh guidelines
Kochi: A petition has been filed in the high court challenging the action of the local self-govt institutions, which convert the private toilets on the premises of the petroleum retail outlets to public toilets as per the revised guidelines of the Swachh Bharat Mission - Urban. Justice C S Dias, on the petition filed by the Petroleum Traders Welfare and Legal Service Society and four of its members who own petrol bunks, directed the govt to produce the revised guidelines of the Swachh Bharat Mission - Urban. The court further adjourned the petition to Monday. The petitioners stated in the petition that the local self-govt authorities were illegally converting/treating private toilets maintained within the premises of their retail outlets as public toilets and pasting posters on a conspicuous portion of the toilets along with certain switches that seem to indicate that the same is to be used for feedback. Similarly, posters including QR codes were also affixed in toilets for feedback, they stated. The petitioners argued that the alleged action of the local self-govt institutions is a violation of Article 300A of the Constitution, which guarantees protection from being deprived of the proper and independent enjoyment of private properties falling within the realm of private ownership. They further raised security concerns, contending that the decision would lead to unauthorised public access to petrol retail outlets, significantly increasing the risk of fire and other catastrophic incidents due to the influx of people in a restricted area. The petitioners further sought a directive to the state govt and the local self-govt institutions to refrain from converting/treating private toilets maintained within the premises of the petrol retail outlets within the state as public toilets and also for a general declaration against treating such private toilets as public toilets.
