Marcos: Over P500M allotted to restore San Juanico bridge load limit
Speaking at the grand launch of Phases 2 and 3 of the National Fiber Backbone (NFB) project in Palo, Leyte, Marcos tasked the Department of Public Works and Highways (DPWH) to expedite the retrofitting and complete restoration of the bridge, citing its burden to residents, businesses, and travelers in the region.
''May higit kalahating bilyong piso na pondo ang nakalaan para maibalik sa labindawala hanggang labinlimang metric tons ang load limit sa susunod na Disyembre,'' Marcos said in his speech.
(More than P500 million was allocated to return the load limit to 12 to 15 metric tons by December.)
Earlier, the President said he wants to increase the load limits of San Juanico Bridge to 12 tons by December this year.
Marcos had apologized to the residents in Samar and Leyte who were affected by the rehabilitation, saying that the government wants to ensure their safety.
In May, DPWH Secretary Manuel Bonoan said that the present load limits of San Juanico Bridge amid its rehabilitation might be increased in the next months.
He said the increase in the load limits could be implemented in the last quarter of this year.

Over P1B dike, other flood control projects in Oriental Mindoro missing — Lacson
Five flood control projects worth over P1 billion in Naujan, Oriental Mindoro cannot be found, of which one dike project was even declared 'completed', according to Senator Panfilo 'Ping' Lacson. According to Maki Pulido's Thursday report on '24 Oras,' Lacson revealed a missing dike project in Sitio Dike, Barangay Apitong Section. 'Ang halaga ng kontrata P192.9 million. Ayon sa dokumentong ito ayon sa DPWH website, completed na ito ngunit nang puntahan ng aking team, wala silang nakitang proyekto,' Lacson said during his privilege speech on Wednesday. (The dike project was worth P192.9 million. According to the document posted on the Department of Public Works and Highways (DPWH) website, the project was completed. But when my team checked, they did not see the said project.) 'Ito po ang Sitio Dike. kahit na isang project ng mega dike, wala kayong makikita. Ako 50 years na nakatira. Wala po kayong makita nung year of 2024. (Not even one mega dike project can be found in Sitio Dike. I've been living here for 50 years, and I have not seen any project in 2024. If it had been completed, our barangay would not have been affected by the floods.) Oriental Mindoro Governor Bonz Dolor said that aside from the dike project, four of the six flood control projects, amounting to ?1 billion and listed in the 2024 and 2025 General Appropriations Act, are also missing. In the 2024 budget, there are two road dike projects worth P300 million and P200 million each for Sitio Dike. 'Kung na construct ba nila ito somewhere or hindi pa nila nagagawa. That I don't know, but definitely, wala,' Dolor said. (Whether they constructed it or are about to build it. That I don't know, but definitely, there's none.) In the 2025 budget, there are three projects worth P300 million each for Barangay Apitong. Eleponga said the barangay had only located two of the projects, which are both in the said barangay. One of the two projects was found to have two buried sheet piles and stockpiled steel materials. According to Eleponga, the flood control project is under the contractor Sunwest Inc. 'Yun po yung nakikipag coordinate sa akin. Pinaalam nila na may project dito," Eleponga said. (They're the ones coordinating with the barangay. They informed us there was a project here.) The project is beside a damaged dike along Mag Asawang Tubig River that is also under Sunwest. GMA Integrated News has been trying to reach out to Sunwest for comment on the issue. The Department of Budget and Management (DBM) said it will check if the funds for the four flood control projects were released. The said projects could be of big help to the residents, especially during the last quarter of the year, as water from the river overflows and causes flooding in the area. Aside from the missing flood control projects, Lacson also flagged the damaged flood control project in the towns of Baco and Naujan, Oriental Mindoro, which is part of the 1st District of the province that could be linked to congressional insertions. Oriental Mindoro 1st District Rep Arnan Panaligan denied the allegations, saying that the project listed in the National Expenditure Program (NEP) was prepared by the DBM before being presented to Congress. 'Gusto ko lang linawin na ang proponent niyan ay ang DPWH at yan ay kasama na NEP na dumadating sa Kongreso,' Panaligan said. (I just want to clarify that the proponent is the DPWH, and it is included in the NEP, which is presented before the Congress.) The DBM media office said it is not the one responsible, but the implementing agencies, such as the DPWH, who submit the list of projects to be included in the NEP. Win Gatchalian: Zero budget for flood control if system not fixed
Senate finance committee chairman Sherwin Gatchalian on Thursday said that no budget will be allocated for flood control projects next year if the Department of Public Works and Highways (DPWH) will not be able to fix its system in addressing the country's perennial flooding problem. Gatchalian also shared the view that there are syndicates behind the anomalous flood control projects, emphasizing that they will just continue abusing the system if the processes are lenient. 'For 2026, hindi na kami papayag niyan… Ise-zero na lang namin 'yung budget kung hindi maaayos 'yung sistema. Dahil kung lalagyan mo ng pondo tapos ganyan pa rin, nandiyan pa rin 'yung sindikato, nandiyan pa rin 'yung contractor, parang tuloy ligaya lang 'yung mangyayari,' the senator said in a Super Radyo dzBB interview. (For 2026, we will no longer allow that... We will allocate zero budget if the system is not fixed. Because if we allocate funds and the system is still like that, the syndicates and suspicious contractors will still be there.) 'So kung hindi aayusin ng DPWH 'yan, isi-zero namin 'yung flood control projects,' he added. (If the DPWH doesn't fix that, we will give zero budget for the flood control projects.) Gatchalian further stressed that he wants the master plan for flood control projects be funded in a bid to solve the longstanding problem. Budget Secretary Amenah Pangandaman earlier said that the proposed budget for the flood control projects under 2026 National Expenditure Program stands at P274.926 billion. This amount was lower compared with the about P350-billion earmarked in the 2025 General Appropriations Act (GAA). The proposed P274.9-billion allocation for flood control projects was divided between the Department of Public Works (DPWH), which will receive the bulk of the allocation at P272.333 billion, and the Metro Manila Development Authority (MMDA) with P2.593 billion. Senate President Pro Tempore Jinggoy Estrada, meanwhile, believes that 'heads must roll' amid the Senate Blue Ribbon Committee's investigation into the anomalous flood control projects. 'Basta ako, ang paniniwala ko, hindi magpo-prosper ang isang ghost project kung walang cooperation ng COA (Commission on Audit),' Estrada said. (I believe that a ghost project will not prosper without cooperation with the COA.) During the committee's initial public hearing on Tuesday, DPWH Secretary Manuel Bonoan revealed that there may be "ghost" flood control projects worth P5.9 billion that mar some areas in Bulacan. Should Bonoan resign? Amid the controversy, Gatchalian said that Bonoan should voluntarily leave his post as DPWH chief 'out of delicadeza.' 'Para makita talaga kung ano ang tunay na nangyayari sa loob at sino ang mga sangkot dito dahil nga hindi lang naman ito nangyari ngayon,' he said. (This is so we can really see what's really going on inside and identify who's involved because this didn't just happen now.) For Estrada, President Ferdinand 'Bongbong' Marcos Jr. still has the prerogative to decide on the matter. He also floated the responsibility that Bonoan might have no idea of what's really happening on the ground. 'Honestly or frankly speaking, baka hindi rin alam ni Secretary 'yan. In fairness to Secretary Bonoan, I am not defending him, in factI asked a lot of questions thrown to him yesterday, I'm not defending him, pero baka hindi lang nalalaman ni Secretary Bonoan 'yung mga nangyayari sa baba,' the Senate President Pro Tempore said. (Honestly or frankly speaking, maybe the Secretary doesn't also know what's happening on the ground. I'm not defending him, in fact I asked him a lot of questions during the hearing.) 'So, hindi naman niya mamomonitor 'yan eh. Kaya lang, ang problema niya, command responsibility. That is his responsibility as Secretary of the department,' he added. (Maybe he wasn't able to monitor the grounds. The problem is, he has a command responsibility. That is his responsibility as Secretary of the department.) Bonoan on Wednesday said he will leave the decision to the President if he needs to take a leave of absence amid the probe into the alleged corruption in flood control projects. He also said that officials of district engineering offices involved in alleged corruption in flood control projects have been removed from their positions. — RF, GMA Integrated News

DepEd seeks DPWH help for students risking lives to cross river in Nueva Vizcaya
Education Secretary Sonny Angara appealed to the Department of Public Works and Highways (DPWH) after a news report showed high school students in Nueva Vizcaya risking their lives daily to reach school by crossing a river on steel cables. In a letter to DPWH Secretary Manuel Bonoan dated August 17, 2025, Angara cited a GMA Regional TV News report on the plight of students from Pinayag National High School in Sitio Macdu, Barangay Pinayag, Kayapa. The students reportedly cling to the cables to cross a river after the bridge in Barangay Latbang was destroyed by Super Typhoon Pepito in November 2024. 'Their story is a stark reminder of the broader infrastructure challenges that continue to affect our public school system,' Angara wrote. "We recognize that sustainable and long-term solutions are urgently needed to make school access safe and reliable', he added. Angara said the Department of Education (DepEd) is counting on closer coordination with DPWH to ensure that classrooms and access routes, especially in geographically isolated and disaster-prone areas, are built to be strong and resilient. He stressed that the request is aligned with President Ferdinand Marcos Jr.'s directive to provide safe and resilient learning environments nationwide. The DepEd chief noted that while the department focuses on delivering quality education, the safety of students going to and from school remains dependent on reliable infrastructure. 'We hope that our agencies can continue collaborating when it comes to urgent infrastructure needs in our schools,' Angara said, adding that DepEd is committed to 'strengthening our partnership with DPWH to ensure that classrooms and access routes are built strong, resilient, and truly conducive to learning.' The GMA Regional TV's report, published on July 7, captured videos of students clutching steel cables while crossing the river where the bridge once stood, highlighting the dangers they face daily. The footage has since sparked public concern, with calls for government agencies to act swiftly. It is said that the bridge had not been restored since Super Typhoon Pepito struck nearly two years ago, leaving students and villagers with no safe passage. — RF, GMA Integrated News
