
Who Killed America's Shipbuilding Industry?

Despite being economically and militarily reliant on shipping, the U.S. has an astonishing lack of maritime capacity.
'He who commands the sea has command of everything,' the ancient Athenian general Themistocles said. By that standard, the United States has command of very little.
America depends on ocean shipping. About 80 percent of its international trade by weight traverses the seas. The U.S. needs ships to deliver nearly 90 percent of its armed forces' supplies and equipment, including fuel, ammunition, and food. Commercial shipyard capacity is essential for surge construction of warships and sealift-support ships that transport equipment and troops in times of national emergency.
Yet the U.S. has an astonishing lack of maritime capacity. Of the tens of thousands of large vessels that dot the oceans, a mere 0.13 percent are built in the United States. China, by contrast, fulfills roughly 60 percent of all new shipbuilding orders and has amassed more than 200 times America's shipbuilding capacity.
Not only do most U.S. imports and exports travel on foreign-built ships, but those ships are owned and crewed almost exclusively by nine giant carriers based in Europe and Asia. By the end of 2024, these carriers had organized into three cartels that controlled about 90 percent of the U.S. containerized-shipping trade.

After a ship arrives at a U.S. port, the crane that lifts containers from its cargo hold will probably have been made by a single Chinese corporation that produces 80 percent of all ship-to-shore cranes in the United States. China also makes 86 percent of the truck chassis onto which containers are loaded. Some 95 percent of the containers themselves are built in China.
In the early days of the pandemic, some consequences of America's loss of control over ocean shipping were suddenly thrown into relief. Foreign cartels raised the cost of spot contracts on certain shipping lanes by up to 1,000 percent while making a record $190 billion in windfall profits. They also rejected hundreds of millions of dollars' worth of U.S. agricultural exports, preferring to race back to China with empty containers to fill with more profitable Chinese imports while American-grown food rotted on the docks.
The national-security implications of America's lack of shipbuilding and shipping capacity are also becoming dire. Because so few commercial ships fly the American flag and employ American mariners, the U.S. faces a critical shortage of civilian sailors needed to crew Navy support vessels. In November 2024, the Navy confirmed that it would lay up 17 support vessels, some delivered as recently as January 2024, because of crew shortages. More alarming are shortages of support ships themselves. The U.S. would need more than 100 fuel tankers in the event of a conflict in the Pacific. It has access to about 15.
This should never have happened. In the middle of the 20th century, the U.S. had a thriving, well-regulated ocean-shipping industry. Then the country turned its back on the system that made it all possible.
At the turn of the 20th century, the ocean-shipping industry was plagued by a phenomenon known as 'ruinous competition.' Carriers engaged in ruthless rate wars, reasoning that even if they moved cargo often at below-average cost, this would at least help defray the high fixed cost of operating a freighter. But the strategy was unsustainable. Years of continuous losses pushed many in the industry to the brink of insolvency. To avoid total collapse, the carriers banded together to form unregulated cartels in order to reduce supply and fix prices.
The cartels provided some stability, but at the public's expense. They offered secretive rebates to large operators that agreed to ship exclusively on cartel vessels, and they often refused to deal with shippers that did business with competitors. The cartels also engaged in price discrimination, offering steep discounts and rebates to big shippers—and recouping their losses by charging higher prices to smaller shippers that lacked the power to demand favorable terms. The resulting unequal prices and access to transportation services harmed smaller manufacturers, farmers, and ports.
At the same time that cartels were squeezing U.S. shippers, the U.S. government was neglecting maritime policy. Since the end of the Civil War, the United States had refused to allocate public resources to shipbuilding, while foreign governments, especially the British, subsidized their shipping and shipbuilding steeply. By 1901, U.S.-built vessels carried a mere 8 percent of national trade, and U.S. shipyards were left with little business aside from naval contracts.
The combined results of cartelization and government inaction were perilous. After World War I broke out in Europe in 1914, Great Britain, France, and Italy immediately diverted most of their shipping capacity to support their war efforts. Because the United States was so reliant on European shipping, freight rates soared. Foreign lines increased the rate to charter a vessel or ship key goods by about 20 times.
The United States was effectively cut off from the rest of the world. As the maritime historian Salvatore R. Mercogliano noted in Sea History magazine, 'The domestic economy went into a recession as goods piled up on the docks and imports stopped arriving in American ports.'
In response to the emergency, Congress passed a series of bills that poured public funds into bolstering U.S. shipping and shipbuilding capacity. Both the immediate and long-term results were spectacular. Extensive public investment led to the construction of more than 2,300 vessels for World War I and more than 5,500 vessels during World War II. The United States became the world's preeminent shipbuilder, assembling vessels at a scale and speed previously unheard of. The U.S. built the Liberty-class cargo ship SS Robert E. Peary, for example, in a little more than four days during the height of World War II.
But Congress recognized that simply pouring money into maritime capacity was not enough. It needed to set market rules for ocean shipping, both to forestall destructive competition and to ensure that ocean carriers operated in the public interest. To do this, Congress created a new agency, the United States Shipping Board (later replaced by the Federal Maritime Commission), which was charged with regulating the industry like a public utility. Cartels were required to submit their operating agreements to the government, which in turn disapproved or altered agreements it found to be discriminatory or unfair. Carriers were not allowed to engage in price discrimination, offer deferred rebates, or employ other underhanded tactics that excluded competition. These laws were not always effectively enforced, but they were a significant improvement over the status quo.
During the 1980s, however, Congress and Ronald Reagan abandoned the regulated-competition approach. Reaganites argued that the FMC, which at the time had a budget of just $11.8 million, had become a bloated bureaucracy, and reasoned that the U.S. could achieve economic efficiency and lower shipping prices if ocean carriers were not required to treat all shippers equally. To that end, Congress passed a series of bills during the Reagan and Clinton administrations that stripped the FMC's ability to regulate ocean-carrier cartels.
The first-order effect was a return to the destructive competition and underhanded exploitation that had characterized the early-20th-century market. As the rise of containerization led to ever larger ships, fixed costs grew. This increased carriers' incentives to fill empty space on ships, even at steep discounts, because at least they would lose less money than if the space were unsold. Still, profits fell, and carriers turned to waves of mergers made possible by the federal government's simultaneous retreat from antitrust enforcement. In the seven years after President Ronald Reagan signed the Shipping Act of 1984, seven major carriers were snapped up by the competition, compared with just one during the entire period from 1966 to 1983.
American-flag carriers, which had higher costs than foreign counterparts, were particularly hurt by the rate wars, especially after the Reagan administration withdrew subsidies that had helped U.S. carriers defray the costs of paying crews livable wages. Foreign corporations acquired American President Lines and SeaLand, the two largest U.S. carriers at the time, in 1997 and 1999 respectively, leaving the United States with no globally competitive ocean carriers. Meanwhile, shipyards in Asia began to enjoy massive government subsidies.

The consequences were nearly identical to the pattern in the early 1900s. Shipbuilding all but disappeared in the United States. Today, the U.S. produces five or fewer large commercial vessels a year, and shipyards almost exclusively rely on naval contracts. Worse, at a time of escalating tensions with China, the United States has virtually no surge capacity to build naval or sealift ships. In fact, China builds all the commercial ships that the U.S. government contracts to provide military support.
A bipartisan bill in Congress and a recent executive order seek to address the problem. The plans aim to levy tariffs on Chinese-owned ships and create new tax incentives to spur investment in shipyards, among other provisions. These ideas, though helpful, are too simplistic and small-bore. The central problem is not just inadequate investment or insufficient tariffs. It is the abandonment of a system of regulated competition that structures the industry to meet public purposes.
Restoring a robust version of that system would revive the government's ability to direct cartels to operate in the public interest. Carriers would be required to offer all shippers, big and small, similar prices and terms of service. This would ensure that market competition focuses on who provides the best products at the best prices instead of who enjoys the favor of a handful of foreign cartels. Government regulation of carriers would prevent them from excessively raising prices in times of tight capacity and engaging in ruinous price wars during times of slackening demand. Combined with robust public investment in shipping, shipbuilding, port services, and mariner training, this system would re-create the market rules we once used to address the challenge of unregulated monopolies in ocean shipping. A new era of American maritime greatness is possible.

New York's climate goals are teetering. Trump could knock them over.
Donald Trump is stress testing New York's climate goals. The Empire State was already struggling to meet its ambitious climate targets before Trump returned to the White House in January. Renewable deployments lagged. Transportation emissions barely budged. And concerns over rising energy bills pushed emission reductions down state leaders' priority list. Trump has only added to those difficulties. The president quickly took aim at a state plan to limit the number of vehicles entering Manhattan after reassuming office. He followed up by temporarily halting construction of an offshore wind project that would connect to the electric grid in Brooklyn. His price for lifting the halt: building a pair of pipelines that the state had previously rejected. Advertisement The result is a showdown over one of the country's most ambitious climate plans. Trump and business interests contend new gas pipelines are needed to lower energy costs, bolster economic growth and help household budgets. One pipeline developer, Williams Cos., recently refiled a permit with federal regulators for an expansion of an existing line and has signaled it may resubmit plans for a second new line. 'The President is unleashing the might of American energy and lowering costs for the American people,' White House spokesperson Harrison Fields said in a statement. 'Increasing the flow of U.S. natural gas is vitally important for Americans living in the Northeast, and the President's leadership has successfully driven this critical pipeline to life.' Environmentalist say such moves are folly. Gas already generates roughly half the state's electricity and is the leading heating source for buildings. They maintain that burning more of it will not only blow a hole in the state's climate goals, but in consumers' wallets as well. Trump, a Manhattan real estate magnate, is simply seeking to make an example of his former home state, climate advocates say. 'New York has been a leader on climate and this administration is coming after progressive climate policy,' said Raya Salter, a climate advocate who serves on the state's Climate Action Council. 'That's why we need for our state to fight and push harder than ever and be the model that this country and the world needs.' The seeds of the current conflict were sown during Trump's first term, when New York blocked a pair of pipeline proposals and passed one of the country's most ambitious climate laws. The Climate Leadership and Community Protection Act, which passed in 2019, requires the state to cut emissions 40 percent compared to 1990 levels by 2030 and 85 percent by 2050. As part of its climate efforts, New York committed to generating 70 percent of its electricity from renewables by 2030. New York City enacted a ban on new gas hookups in new large buildings in 2024, a requirement that will extend to all new buildings by 2027. The state passed a new building code with a similar requirement, halting new gas hookups for most large new buildings in 2026 and nearly all new buildings by 2029. But hitting the state's targets would already be difficult, even without Trump's meddling. New York's greenhouse gas emissions were 9 percent below 1990 levels in 2022, according to the state's most recent figures, meaning the state will have to make huge strides to reach a 40 percent reduction by the end of the decade. Only a quarter of the power online today is considered renewable, and the vast majority of that is hydropower. Gas interests have challenged the ban on new hookups in court — and while New York City won a court challenge earlier this year, appeals are expected. Emissions from transportation, New York's largest single source of climate pollution, have hardly moved. In 1990, New York's transportation emissions amounted to 70 million tons of carbon dioxide. In 2022, they were 71 million tons, or about 40 percent of New York's total greenhouse emissions, according to the state's figures. Rising costs New York's difficulty cutting carbon has been compounded by rising energy costs. While most of the U.S. saw natural gas prices fall in 2024, New York and New England were exceptions. Gas prices in New York increased by 14 percent compared to 2023, according to the Federal Energy Regulatory Commission's annual state of the markets report. Electricity prices also increased 17 percent in the New York City area, though they remained below their five-year average. Rising costs have become a pressing political issue in Albany. In a sign of the growing political pressure, New York Gov. Kathy Hochul, a Democrat, blasted the utility Consolidated Edison in February for proposing an 11 percent increase in electricity rates and a 13 percent increase in gas rates. The difficulty cutting emissions and Hochul's increasing focus on affordability has caused concern among environmentalists, many of whom were already skeptical of the governor's commitment to climate. 'New York has really good climate goals on paper, but the Hochul administration has a long way to go to implement the greenhouse gas commitments the state has already made,' said Judith Enck, who served as EPA Region 2 Administrator in the Obama administration. Those frustrations come with new ones from the Trump administration. The first signs of trouble between the president and his native state came over New York's congestion pricing plan to limit traffic below 60th Street in Manhattan and raise revenue for its ailing public transportation system. Trump rescinded support for the federal program in February, drawing an immediate legal challenge from the state. Last week, a federal judge issued a temporary restraining order barring Trump from ending the program while the case is heard. Congestion pricing is not a climate policy, per se. But its backers say it has the added benefit of reducing emissions. A March paper by researchers at Stanford University estimated it had reduced the emissions rates of vehicles traveling in the city's central business district by 2 to 3 percent. As New York works to reduce traffic, it is also attempting to connect a major offshore wind project to Brooklyn homes. Empire Wind 1, which began offshore construction on its 54 turbines in March, is slated to provide enough electricity to 500,000 homes. Offshore wind is a centerpiece of New York's climate and energy plans. The state has a goal of bringing 9,000 megawatts of offshore wind capacity online by 2035. But its plans have been frustrated by rising interest rates and construction costs, which have forced the state to cancel a series of contracts to buy power from offshore wind developments. Empire Wind 1 is one of two offshore wind projects that would add about 1,700 MW of offshore wind capacity to the state's power grid. But in April, Interior Secretary Doug Burgum halted the project, claiming its permit approval had been rushed by the Biden administration. Hochul lobbied Trump hard to lift the stop work order, saying the project was essential for creating jobs and powering the economy. The president ultimately agreed, saying he did so in exchange for permitting new pipeline capacity into the state. Hochul disputes that, even as she signaled she is open to new pipelines that can demonstrate a need for the gas and meet the state's permitting requirements. Many greens doubt Hochul. 'I think this was a deal with the devil that was unnecessary,' Enck said. She predicted the state would have won if it had challenged the stop-work order in court. 'It is deeply disappointing. Of course we want offshore wind, but not at the price of more fracked gas.' Paul DeMichele, a Hochul spokesperson, said the governor 'is embracing an energy policy of abundance to make electricity more affordable and meet the growing demand of businesses looking to expand here — which includes her recent successful effort to save Empire Wind from the federal government's attempt to shut it down.' But if environmentalists saw a sellout, business interests saw a potentially groundbreaking compromise that could end more than a decade of pipeline fights in the Northeast. An attractive gas market A recent S&P Global Study commissioned by the U.S. Chamber of Commerce concluded an additional 0.5 billion cubic feet per day of gas capacity into New York would decrease wholesale gas prices by 17 percent. Williams' Northeast Supply Enhancement project — or NESE — would add 0.4 bcf per day of additional capacity. 'It seems natural to me that we could be arriving at a bargain like this,' said Dan Byers, vice president for policy at the U.S. Chamber of Commerce's Global Energy Institute. 'It's hard to think of a clearer example of a self-inflicted economic pain than blocking pipelines to limit supply of gas to your own citizens.' When Williams' initially proposed NESE in 2017, it struck an agreement to supply a pair of National Grid subsidiaries in the New York City area for heating consumption. Today's push comes at a time when New York is trying to wean itself off gas consumption in buildings. A National Grid spokesperson did not respond to a request for comment. Tulsa, Oklahoma-based Williams contends the additional capacity would not only lower gas prices for consumers, but bolster the reliability of the state's electric grid, which can be strained during the winter months when New York's limited gas pipeline network labors to keep up with heating and power demand. Many gas plants in the state are equipped with oil tanks and switch over to the fuel during periods of cold. Williams has also signaled it plans to revive the Constitution Pipeline project, which would run 127 miles from Pennsylvania toward Albany. 'The NESE and Constitution projects are essential to address persistent natural gas supply constraints in the Northeast, constraints that have led to higher energy costs for consumers and increased reliance on higher-emission fuels like fuel oil,' the company said in a statement. Gas drillers in Pennsylvania view New York and New England as attractive markets because the region boasts some of the highest gas prices in the country, said Ira Joseph, a longtime gas analyst and senior research associate at Columbia University's Center on Global Energy Policy. New York's relative proximity is also attractive for Pennsylvania producers who now ship much of their gas to the Gulf Coast, where it is liquefied and exported abroad as LNG, he said. New York's electrification mandates could limit gas demand growth in the future. The question is whether they will cause gas demand in buildings to fall, he said, adding,'the goal of moving pipelines into New York state is not to have gas demand fall.' Consumers would likely benefit in the form of lower prices, but it would likely come at the expense of the state's climate goals, Joseph said. 'It's going to be hard to reach the goals if you keep building infrastructure to expand consumption,' he said.

Germany's Merz says he found Trump open to dialogue and committed to NATO
BERLIN -- German Chancellor Friedrich Merz said Friday, a day after meeting with President Donald Trump at the White House, that he encountered a U.S. administration open to discussion and returned confident that Washington remains committed to NATO. Merz described his Oval Office meeting and extended lunch with Trump as constructive but also candid, noting that the two leaders expressed different views on Ukraine. "Yesterday, in the meeting at the Oval Office, I expressed a distinctly different position on the topic of Ukraine than the one Trump had taken, and not only was there no objection, but we discussed it in detail again over lunch," Merz said in Berlin after his return. Thursday's White House meeting marked the first time the two sat down in person. Merz, who became chancellor in May, avoided the kind of confrontations in the Oval Office that have tripped up other world leaders, including Ukraine's Volodymyr Zelenskyy and South Africa's Cyril Ramaphosa. The two leaders opened with pleasantries. Merz presented Trump with a gold-framed birth certificate of the president's grandfather, Friedrich Trump, who emigrated from Kallstadt, Germany. Trump called Merz a 'very good man to deal with.' The American administration, he said, is open to discussion, listens, and is willing to accept differing opinions. Add he added that dialogue should go both ways: 'Let's stop talking about Donald Trump with a raised finger and wrinkled nose. You have to talk with him, not about him." He said he also met with senators on Capitol Hill, urging them to recognize the scale of Russian rearmament. 'Please take a look at how far Russia's armament is going, what they are currently doing there; you obviously have no idea what's happening,' he said he told them. 'In short, you can talk to them, but you must not let yourself be intimidated. I don't have that inclination anyway.' Merz, who speaks English fluently, stressed the need for transatlantic trust and said he reminded Trump that allies matter. 'Whether we like it or not, we will remain dependent on the United States of America for a long time,' he said. 'But you also need partners in the world, and the Europeans, especially the Germans, are the best-suited partners. 'This is the difference between authoritarian systems and democracies: authoritarian systems have subordinates. Democracies have partners — and we want to be those partners in Europe and with America.' He reiterated that the U.S. remains committed to NATO, particularly as Germany and others boost their defense spending. Trump has in the past suggested that the U.S. might abandon its commitments to the alliance if member countries don't meet defense spending targets. 'I have absolutely no doubt that the American government is committed to NATO, especially now that we've all said we're doing more. We're ensuring that we can also defend ourselves in Europe, and I believe this expectation was not unjustified," Merz said. "We've been the free riders of American security guarantees for years, and we're changing that now.'
