
UK has one of ‘worst statutory leave offers for fathers in developed world'
In a new report, the House of Commons committee said a maximum of two weeks' paternity leave is 'completely out of step with how most couples want to share their parenting responsibilities' and 'entrenches outdated gender stereotypes about caring'.
The committee has urged the Government to either amend the Employment Rights Bill to legislate for a day one right to paid leave or commit to 'considering this vital change within its review' in consultation with employers.
It has also called on the Government to consider raising paternity pay to the level of maternity pay in the first six weeks – 90% of average earnings.
The paternity and shared parental leave report by the committee said working parents 'will be let down by a review that leads only to tinkering around the edges of the system'.
Chairwoman of the Women and Equalities Committee Sarah Owen said the UK's parental leave system was in 'urgent need of an overhaul to fit with the reality of working parents' lives'.
The Labour MP for Luton North said reform 'must start with longer and better paid paternity leave'.
Ms Owen said: 'It's essential the Government's proposed review addresses the system's fundamental failings, including low statutory pay, inadequate leave periods for fathers and others, exclusion of many working parents and guardians, plus design flaws and unnecessary complexity in the Shared Parental Leave scheme.
'The UK's parental leave system has fallen far behind most comparable countries, and we now have one of the worst statutory leave offers for fathers and other parents in the developed world.'
The Labour MP added: 'Ministers must commit to meaningful reforms in the medium-term, with a view to going further towards a more gender equal parental leave system.
'Tinkering around the edges of a broken system will let down working parents. While much-needed substantial change to our paid parental leave system will require considerable financial investment, this would be outweighed by wider societal and economic benefits.'
The report states that the UK's rate of statutory parental pay is 'completely out of kilter with the cost of living, has not kept pace with inflation and is far below rates in most comparable countries'.
It recommends phased introduction of increases to statutory pay across the system to bring rates for all working parents up to 80% or more of average earnings or the real Living Wage.
The lack of provision for self-employed fathers is 'deeply unfair', the report adds.
The committee recommends that the Government consider options for providing statutory paid leave for all self-employed working fathers as part of its review of the parental leave system, including introducing a paternity allowance for self-employed fathers and other parents, similar to maternity allowance.
The report states that the shared parental leave system is 'extremely difficult for most parents and their employers to understand'.
It said a forthcoming review must examine the function and necessity of eligibility rules, with a view to 'simplifying or removing the employment status, time in service and earnings criteria'.
The committee said the review should examine approaches taken in overseas systems, including the German 'partnership bonus' and Portugal's 'sharing bonus', which provide additional paid leave to couples in which both parents take a substantial portion of leave while the other returns to paid work.

Pakistan likely to hike defence spending but slash overall budget in 2025-26
ISLAMABAD, June 10 (Reuters) - Pakistan will unveil its annual federal budget for the coming fiscal year later on Tuesday, seeking to kickstart growth while finding resources for an expected hike in defence expenditure following the conflict with India last month. Islamabad will also have to contend with remaining within the discipline of its International Monetary Fund programme and the uncertainty from new trade tariffs being imposed by the United States, its biggest export market. Media reports say the government is likely to present a 17.6 trillion rupee ($62.45 billion) budget for the fiscal year beginning July 1, down 6.7% from this fiscal year. It has projected a fiscal deficit of 4.8% of GDP, against a targeted 5.9% deficit in 2024-25, the reports say. Analysts said they expect an increase of around 20% in the defence budget, likely offset by cuts in development spending. Pakistan allocated 2.1 trillion Pakistani rupees($7.45 billion) for defence in the outgoing fiscal year, including $2 billion for equipment and other assets. An additional 563 billion rupees ($1.99 billion) was set aside for military pensions, which are not counted within the official defence budget. India's defence spending in its 2025–26 (April-March) fiscal year was set at $78.7 billion, a 9.5% increase from the previous year, including pensions and $21 billion earmarked for equipment. It has indicated it will step up expenditure following the May conflict with Pakistan. The government of Pakistani Prime Minister Shehbaz Sharif has projected 4.2% economic growth in 2025-26, saying it has steadied the economy, which had looked at risk of defaulting on its debts as recently as 2023. Growth this fiscal year is likely to be 2.7%, against an initial target of 3.6% set in the budget last year. Pakistan's growth lags far behind the region. In 2024, South Asian countries grew by an average of 5.8% and 6.0% growth is expected in 2025, according to the Asian Development Bank. Expansion of the economy should be aided by a sharp drop in the cost of borrowing, the government says, after a succession of interest rate cuts by the central bank. But economists warn that monetary policy alone may not be enough, with fiscal constraints and IMF-mandated reforms still weighing on investment. Finance Minister Muhammad Aurangzeb said on Monday that he wanted to avoid Pakistan's boom and bust cycles of the past. 'The macroeconomic stability that we have achieved, we want to absolutely stay the course,' he said. 'This time around we are very, very clear that we do not want to squander the opportunity.' The budget is expected to prioritize expanding the tax base, enforcing agriculture income tax laws, and reducing government subsidies to industry, to meet the terms of a $7 billion IMF bailout signed last summer. Just 1.3% of the population paid income tax in 2024, according to the tax authorities, with agriculture and the retail sector largely outside of the tax net. The IMF has urged Pakistan to widen the tax base through reforms which include taxing agriculture, retail, and real estate. Ahmad Mobeen, senior economist at S&P Global Market Intelligence, said that he expected the revenue target for 2025-26 will be missed. 'The shortfall will mostly be owing to lack of optimal implementation of announced measures as well as absence of meaningful structural reforms to widen the tax net in general,' said Mobeen. Wrexham MP celebrates volunteers during special Week
MP for Wrexham Last week saw my Private Member's Bill on Licensing Hours Extensions pass on to the next stage following my presentation of the Bill to the committee. The Bill proposes that pubs and other licensed premises should be able to open for extended hours for significant national events. The benefit of this small change to existing legislation will mean that at short notice, such as Wales progressing in a major tournament whether it's the Rugby World Cup or the Football Euros, venues would be able to open their doors to customers at times of the day that suit the events. The important change being that they would be able to serve their full range of drinks. Ultimately if the Bill becomes law it will reduce costs, time and bureaucracy for hospitality venues, local council licensing offices and Parliament, whilst making it easier for communities to come together in pubs and bars to celebrate major national moments. The Bill now moves on to the report stage and 3rd Reading in the House of Commons. Volunteers' Week is a fantastic opportunity to celebrate the incredible contribution that volunteers make to our communities. I visited CALL Mental Health Helpline which is staffed by volunteers and operators to hear about the vital support that they provide. Their service is free and confidential and listens to those who call as well as offering guidance and emotional support for people facing mental health challenges and signposting them to other relevant support services. I also visited the Venture on Caia Park to hear from Chief Officer Councillor Malcolm King about their plans for their share of the Welsh Government Child Poverty Innovation and Supporting Communities Grant. The Venture plan to use the money to build on the Children's Commissioner's 'No Wrong Door' report. This aims to reduce the effects of child poverty by helping more families access services by creating additional capacity. We also talked more widely about the range of community-based services that The Venture provides, vital to the community in Caia Park. What really shone through was the importance of working collaboratively, something which Caia does so well through its Caia Park Together initiative and this is something that other areas of Wrexham would benefit from. For those of us who have taken the trouble to engage with Reform UK's personnel and their activities – so we might understand their concerns, ambitions and the motives behind them – the performance of Britain's disruptor party at last Thursday's Hamilton, Larkhall and Stonehouse by-election did not come as a surprise. Labour's victory was a shock because the SNP – and John Swinney in particular – had itself promoted the narrative of a Labour collapse as part of its campaigning tactics. To make this outcome appear especially credible the Labour Party itself had clearly switched into damage limitation mode by protecting its candidate from himself. Advertisement Hide Ad Advertisement Hide Ad In the end the vote delivered a tight three-way contest with only 1471 votes between the Labour, SNP and Reform candidates. With the Conservative candidate coming fourth with 1621 votes, never again should Rusell Findlay suggest voting Reform will result in an SNP victory. That sort of unjustified entitlement will be the death of Conservative or other pro-UK parties when Reform is clearly a serious contender. Let voters decide for themselves on the true merits of a candidate rather than be shepherded to vote against competitors. The prospect now lies ahead that the SNP may not form an administration after next year's Holyrood election and the possibility of genuine change might be possible. Accepting we have a proportional voting system at Holyrood I am not in favour of parties trying to build coalitions before they have been elected because it reduces choice for voters. Let the electorate decide which parties it wishes to reward for good reasons after which the elected representatives can take it from there. I am, however, in favour of parties giving serious consideration to policies that accentuate the common ground they might have with each other so that when attempting to build an administration, be it a full-blooded coalition or a confidence and supply arrangement, it is achieved in a positive and practical manner that makes good government possible. One of the issues that Scotland has to face up to is that it has its spending priorities all wrong. There are very serious faults with the quality and supply of many of our public services and the lack of funds finding their way to where they can make the most difference cannot be solved by taxing or borrowing more. Both of these possibilities are already stretched to the limit – so it requires changing the priorities. Advertisement Hide Ad Advertisement Hide Ad Ideas about how this might be done are again up for debate thanks to the election of President Javier Milei of Argentina and President Trump gaining a second term after the Biden hiatus. Both have taken a radical approach of asking hard questions about the justification of spending and making sweeping changes that involve not just trimming budgets but closing down some operations that are now considered to be unnecessary or provide duplication. This has been characterised by Trump's creation of a Department of Government Efficiency, or DOGE for short. Now in England, where Reform UK has gained control of five County Councils, local doge projects are being established. In Derbyshire decisions are being taken in quick order to start by example by closing down committees and removing generous sinecures that provide allowances and expenses to councillors. The amounts are initially relatively small but they signal an intent to the public that councillors feathering their nests by establishing talking shops and generating paperchases must end. This can only make the acceptance of rationalising departments and making superfluous posts redundant easier to deliver. Advertisement Hide Ad Advertisement Hide Ad But a word of warning. Making changes at the margins is not going to be enough. Simply cutting back on the number of administrators is not the solution to bad resource allocation. What is required is to accept some functions are not the business of the state, be they delivered by unaccountable quangos and agencies, local councils or legislative governments. Abandoning functions that are not seen as vital necessities will be required. Scotland undoubtedly needs its own form of DOGE to go through the lush spending of the Scottish Parliament – all while the homeless are without shelter, drug-dependents are without rehab, classrooms are without teachers, pregnant women are without maternity wards and convicted criminals are released because we are without enough prisons. The place to begin is to take more seriously the insightful reports of the Auditor General who reveals with disturbing regularity the poor decisions that have been taken which cost us millions. When we add millions together we get closer to saving billions – all of which can be used to reduce Scotland's taxes to at least the same level as England's so we can encourage the enterprise that will create genuine sustainable prosperity. By stripping the SNP's unnecessary spending vital services can be protected and improved. Advertisement Hide Ad Advertisement Hide Ad It also needs a huge change in attitude – and it must start at the top. We need a Scottish Government to always think about the public pound when committing to defend its policies through the courts. The fact that defending the Scottish Government case in the Supreme Court regarding what constitutes a woman should have run up a bill of £170,000 should be universally condemned. The legal costs that started with Nicola Sturgeon and passed through the hands of Humza Yousaf and John Swinney should be paid by them. It was, after all, an action designed to save their political reputations and against at least half of Scotland's people. Likewise, any spending on the whole panoply of independence and grievance mongering or political hobbyhorses should be open to challenge. The turnaround of the Argentinian economy has led the once-defaulting basket-case economy to higher GDP growth, falling inflation and improving and a declining poverty rate. Advertisement Hide Ad Advertisement Hide Ad Scotland has a great deal to do to correct 18 years of SNP misrule all the more reason that being more realistic about what can be afforded must be as starting point.
