
ArcelorMittal responds, says the mini-mill dream could melt down
In a sharply worded statement, ArcelorMittal South Africa (Amsa) claims Daily Maverick 'misrepresents the complex reality of South Africa's steel sector' and unfairly promotes 'a misleading narrative in favour of mini-mills and scrap metal traders, particularly those who benefit from importing cheap finished steel.'
The company argues that the journalist (me) presents mini-mills as a silver bullet and 'masks the vested interests of a small cohort of import-reliant firms', adding that the idea these facilities can simply replace integrated production is 'economically and technically untenable'. Cool.
Amsa's voice is strained by its terminal injuries — it's long steel business – slated for mothballing come the end of September 2025 – and a policy environment the company says leaves it no choice but to start winding down.
Depending on who you ask, the problem is either a failed state, a flawed business model, or both.
Long steel's long goodbye
Amsa has confirmed that unless a last-minute industrial miracle occurs, it will shutter its loss-making long steel operations at Newcastle Works, Vereeniging Works, and its rail-focused subsidiary.
The company says it has exhausted the R1.68-billion bailout from the Industrial Development Corporation (IDC) and 'cannot assume any further financial risks related to the Long Steel Business beyond the next few months.'
The closure directly threatens 3,500 jobs. But according to Elias Monage, president of the Steel and Engineering Industries Federation of Southern Africa (Seifsa), the ripple effects could be catastrophic: 'The signs of collapse are unmistakable. This is not just about a single mill – it is about an entire industrial ecosystem at risk.'
Monage's message is no longer merely a plea for urgent intervention. In a June statement, he called for a full-scale reset:
'South Africa's steel and engineering sector stands at a perilous crossroads. Years of deindustrialisation, declining production, job losses and a steady erosion of competitiveness have brought us here. This decline is not the result of chance, but a culmination of systemic policy failures, a lack of coordinated action and inadequate implementation of recovery frameworks.'
Dance if you want to dance
Monage once championed the Steel Master Plan as a roadmap for reindustrialisation. Now he concedes the plan has 'not lived up to its potential'. Instead of decisive action, he describes a 'diffusion and inaction' that left industry leaders disillusioned.
'The Steel Master Plan had over 20 workstreams and 73 deliverables, but it lacked focus. Progress stalled, and as it did, industry leadership began to withdraw,' Monage says.
The hard stats back him up: steel production remains 18% below its 2007/8 peak, capacity utilisation has slipped below efficiency benchmarks, and per capita steel consumption has dropped by 37% since 2013 – all while global steel intensity rises.
Monage argues that South Africa needs a new 'strategic agreement for impact,' a compact that binds government and industry to shared, measurable objectives like achieving 4-5% annual growth in metals and engineering output. 'Business as usual will not suffice,' he warns.
'This moment demands a bold shift – from fragmented policies and siloed departments to a unified national compact anchored in public-private collaboration.'
Let's play the blame game
National Employers' Association of South Africa (Neasa) CEO Gerhard Papenfus has long argued that Amsa's woes are self-inflicted, a product of propping up an uncompetitive giant. But Amsa doesn't think the one-time, self-appointed envoy to Washington, DC, is arguing in good faith.
'Though Neasa does not publicly disclose its membership, multiple sources including Neasa press statements and trade forums highlight its strong representation of steel traders and re-rollers with minimal domestic productive capacity,' the company said.
Amsa also countered that narrative directly. 'Mini-mills that can replace integrated primary steel production are economically and technically untenable,' the company insists. 'Mini-mills based on scrap cannot produce the full range of high-quality, flat and long products required by the automotive, mining, defence, renewable energy and construction sectors.'
The core argument is that the Preferential Pricing System (PPS) and export restrictions have cost informal workers and recyclers R60-billion over a decade, while propping up a few scrap-based mills employing only 5,000 people.
Government goes to the mat
'The PPS has not just failed; it has actively undermined the viability of integrated producers,' Amsa says. Worse still, it accuses mini-mills of gaming the system: 'Declining to purchase scrap at PPS-mandated discounts, only to subsequently call for tighter export controls to suppress prices further.'
The Department of Trade, Industry and Competition (DTIC) has admitted it is in 'firefighting mode,' with Minister Parks Tau's working group scrambling to contain the fallout.
But Monage is clear: 'Government must acknowledge that past interventions, however well-intentioned, have not delivered. Without leadership, clarity and decisive action, the socioeconomic consequences – more job losses, more factory closures, deeper erosion of capacity – will only deepen.'
Meanwhile, globally…
ArcelorMittal's global operations are booming. With Q1 2025 gross profit of $1.6-billion and strategic expansions in Liberia, India and the US, the global group is thriving while Amsa fights for its life.
The South African story remains bleak: rail failures labelled 'the worst performance on record', soaring energy costs and shrinking domestic demand. Even with a smaller loss expected this month, Amsa warns that 'without immediate policy coherence', integrated plants like Newcastle and Vanderbijlpark could become relics.
But Monage offers a final plea for collective ambition: 'No country can industrialise – or reindustrialise – without a resilient metals sector. Steel is the foundational input into mining, construction, transport, manufacturing, energy and agriculture. We must rescue the original intent of the Master Plan and build a future of inclusive, job-rich growth.'
At stake is not just the survival of one steel mill or one company. It's the question of whether South Africa can once again build things. DM

The cost of convenience — how delivery services are disrupting SA's cities
As the on-demand delivery economy grows in cities all over South Africa, residents and shop owners complain of chaos, drivers face risks and companies scramble to manage the fallout. On any day in cities across the country, motorcycles idle outside malls and restaurants as the riders wait for the next delivery to ping on their phones. It's a scene that has become as familiar as Table Mountain in Cape Town or the Union Buildings in Pretoria. What began with Checkers Sixty60 has evolved into a fully-fledged ecosystem of instant convenience as Mr D, Uber, Pick n Pay asap!, Woolies Dash and others race to deliver everything from milk to sushi. But for landlords, restaurant owners and the drivers themselves, the cost of this convenience is becoming harder to ignore. From suburb to staging ground Using Cape Town as an example, Daily Maverick found that frustration was boiling over in Claremont in the southern suburbs. A landlord at Intaba, a residential complex near the Cavendish Square shopping centre and popular restaurants and cafés, said the surrounding streets had turned into a motorbike holding The Claremont resident, who chose to remain anonymous, told Daily Maverick how he had seen drivers sleep on pavements, urinate in alleyways, park on red lines on dangerous corners and rev their bikes outside the apartment windows. The area was turning into a 'slum', he said. He claimed that his properties' values had plummeted and blamed delivery platforms like Mr D and Uber Eats for their poor driver oversight, saying he had found it difficult to reach staff higher up in the companies to complain. In the city bowl, a Kloof Street restaurant owner, who also wanted to remain anonymous, shared similar concerns. Since 2017, he said, he had watched drivers cluster around the building, blocking entrances, urinating in the street and stealing products from his premises. He eventually banned them from entering his shop. His landlord also erected a fence on one side of the property to prevent drivers from parking close to the restaurants or sitting on window sills. 'Our cities aren't built for this,' he said. Drivers caught in the middle For delivery drivers themselves, life on two wheels is far from easy. A Mr D driver, who spoke to Daily Maverick on condition of anonymity, said he worked from 7am to 10pm most days, commuting from outside the city to come to work, then spending his days waiting outside restaurants to maximise his chances of getting orders to deliver. There were no designated rest areas, the driver said, and bathroom access depended on restaurants' goodwill. Theft was a constant risk while waiting at the roadside, he added. A report by Alicia Fortuin, a researcher at the African Centre for Cities at the University of Cape Town, highlights that most delivery drivers have to buy their own bikes, often second-hand and through informal forums or WhatsApp groups. 'There is also little evidence of new fintech services in asset finance offering insurance designed to target the riders themselves,' the report reads. 'Motorcycle delivery platforms have taken an asset-light approach.' Commonly, drivers are classified as independent contractors. This gives them flexibility, but also strips them of protections, benefits and structured support. Changes are coming To their credit, Cape Town's major delivery players are not pretending the problems do not exist. Takealot Group, which owns Mr D, said it was working with the City of Cape Town to test the value of having dedicated parking bays in high-traffic areas. 'This pilot project is a first in South Africa and will be rolled out to the rest of the country,' the company said. Takealot also runs a driver development programme that includes training, rest areas and feedback tools. It said it had received 'isolated escalation cases' and identified the drivers, who then underwent consultation and retraining. Drivers, the company said, enjoyed full autonomy. 'Throughout the day drivers are released using a first-in, first-out priority system – those who have offered services the longest are released first during cash-up procedures.' Pick n Pay echoed similar sentiments. Asap! drivers managed their own schedules and were advised to rest after four hours, with a daily cap of eight working hours, it said. 'Drivers have access to facilities at the centre they operate from,' the retailer added. It added that it was aware of concerns raised by residents and was reviewing how best to address them. Checkers said most of its stores had sheltered waiting areas for Sixty60 drivers, depending on the shopping centres' approval. Woolworths, which operates Woolies Dash, said it rented dedicated mall parking spots and was testing ways to improve the driver experience. Dash drivers, too, are considered independent contractors. Uber Eats offered fewer specifics, but said its community guidelines applied to all users. In 2024, it introduced hourly caps – 12 hours on the road, followed by mandatory rest. What it means for everyone Streets are getting busier and motorists need to keep a sharp eye out for delivery bikes whizzing all around them; Convenience comes with trade-offs. Faster delivery means more pressure on public space, hygiene and safety in neighbourhoods; Many drivers buy their own bikes, lack formal protections and work long hours; Infrastructure such as parking bays are only now being tested – after the system has already scaled up significantly; and Customers have power. How you tip, review drivers and speak up about conditions matter. Your voice can draw attention to issues. Standards and feedback Most of these companies offer training to their drivers. Mr D runs operational briefings, Pick n Pay uses onboarding centres and Woolworths requires compliance 'in line with Woolies values'. Each platform offers complaint channels. Driver feedback systems are also becoming more formalised. Uber hosts roundtable discussions and in-app support for drivers. Woolworths and Pick n Pay run regular feedback sessions. Checkers uses surveys and messaging apps. The on-demand economy is very profitable. Woolies Dash grew 71.2% in 2024. Checkers Sixty60 online sales grew almost 60% in the same year. Mr D's total sales volume jumped 16%. It seems this success is coming at the cost of communities losing peace and patience, drivers shouldering risk in terms of crime, traffic and keeping their bikes running, and cities absorbing infrastructure strains. Power, patronage, and the price of reform: Inside South Africa's energy struggle

Image: Supplied Recent investigative reporting by Pieter-Louis Myburgh in the Daily Maverick into alleged bribery involving the suspended CEO of the Independent Development Trust and her spokesperson underscores how deeply embedded corruption has become in South Africa. Such incidents occur with alarming frequency, and rarely with consequence. For ordinary South Africans, the constant stream of revelations about bribery, fraud, and political patronage has produced a sense of fatigue. The scale and normalisation of such conduct should no longer surprise us. During his tenure as CEO of Eskom, André de Ruyter, exposed organised criminal networks operating inside the utility. In his book Truth to Power: My Three Years Inside Eskom, he described syndicates that extended into the highest political circles. These included the so-called 'coal mafia' that supplied substandard material while diverting coal to other markets, criminal operations stealing and reselling Eskom's own spare parts, and procurement rackets involving basic consumables such as gloves, brooms, and safety gear sold back to the company at heavily inflated prices. When De Ruyter raised these issues with a cabinet member, the response was: 'the cadres should eat.' While opinions differ on De Ruyter's overall performance, his exposure of politically sponsored organised crime identified the underlying cause of Eskom's instability. His efforts to curb corruption appear to have provoked sabotage within the generation fleet, contributing to the increase in load shedding during his tenure. He survived an alleged poisoning attempt, but many other whistle blowers have paid with their lives for confronting entrenched criminal interests. After his resignation, and partly as a result of the organisational changes he initiated - along with a renewed focus on planned maintenance - load shedding decreased noticeably. This improvement was not due to Eskom alone. Between 2021 and 2022, during some of the worst stages of load shedding, businesses and households installed an estimated 5 GW of rooftop solar capacity. This distributed generation created breathing room for Eskom to conduct maintenance. At the same time, private developers expanded generation capacity through projects selling directly to private off-takers while using the national grid. This growth followed a key regulatory change in 2021, when President Cyril Ramaphosa pushed then energy minister Gwede Mantashe to amend licensing rules. Prior to that change, the minister had near-absolute discretion over generation licensing, which allowed him to delay or block private participation. Between 2021 and 2025, Nersa registered 1 971 electricity generation facilities with a combined capacity of 12 737 MW, representing around R200 billion in private capital investment. Mantashe, however, also used his influence to steer procurement in favour of centralised generation projects. After the removal of Karén Breytenbach as head of the IPP Office, the Risk Mitigation Independent Power Producer Procurement Programme was structured to favour gas-to-power projects. This included the highly irregular Karpowership bid. On April, 26, 2022, the Organisation Undoing Tax Abuse (Outa) applied to set aside Nersa's decision to grant three Karpowership projects generation licences. On July 31, 2025, Outa succeeded. Nersa withdrew the licences and was ordered to pay costs. This ruling spared the country from projects that could have cost billions of rand and likely channelled a portion of those funds to political patrons. In 2023, Ramaphosa appointed Dr Kgosientsho Ramokgopa as Minister of Electricity. The appointment became permanent in 2024 when the portfolios of electricity and energy were combined under his leadership, ending Mantashe's control of the sector. In my view, Ramaphosa's earlier decision in May 2019 to combine the energy and mineral portfolios under Mantashe created unnecessary obstacles to reform. While the 2024 appointment was a step in the right direction, political resistance remains. In recent months, opposition to market liberalisation has grown. Eskom Distribution has taken Nersa to court over trading licences issued to private companies while Eskom's new subsidiary, the National Transmission Company, is preparing to launch the South African Wholesale Electricity Market, which will expand private participation. Meanwhile, government still signals interest in nuclear power. This ongoing reluctance to cede control reflects a long-standing view of the energy sector as a source of political power and financial leverage. South Africa's future energy stability depends on breaking this pattern. Collaboration between the state and the private sector to unlock further investment in private generation and expanding the national grid is crucial for the country. R3.2-billion Afrikaans-only university campus breaks ground
South Africa's newest Afrikaans-only university campus is being built outside of Pretoria and has substantial backing behind it. An ambitious project from the Solidarity movement, in partnership with Kanton realtors, has already seen R3.2 billion invested. Part of the Akademia Afrikaans-only university group, the R3.2-billion campus amounts to one of the largest private-sector investments in South Africa in the last decade, reports Daily Investor . Image: File As The South African reported last year, the Afrikaans-only university has shown remarkable growth since its inception back in 2012. And this has led to strategic expansion across the country. For those who are unfamiliar, the Afrikaans-only university is backed by Solidarity and has grown from part-time distance learning during the COVID-19 pandemic, to offering study centres countrywide. However, the new Akademia campus – part of Solidarity's Toekomsbouer (future builder) – has now officially broken ground (Monday 11 August 2025). The group confirms the new campus will be ready for first-year students to register in 2028. The new state-of-the-art university campus will be located on Boschkop Road, East of Pretoria. Image: Akademia Accordingly, the new Afrikaans-only university campus will provide accommodation for 5 000 full-time undergrad and 1 500 postgrad students. Four men's and women's residences will accommodate 1 500 students on campus, and provide an active and exciting life. Likewise, there will be various restaurants, cafes and extensive sports facilities for rugby, cricket, tennis, athletics, and swimming at the fixed address. 'This ambitious expansion will allow the institution to consolidate its student growth over the past decade,' says managing director, Marthinus Visser. Currently, Afrikaans students can study: BCom in economics and law. BCom in business and financial management. BEd in intermediary education. LLB. BSc in mathematical sciences. BSc in Computer Science BA in communications and journalism. BSocSci in politics. Better still, plans to launch an Afrikaans-only university campus for full-time students in the Western Cape in 2026 is also well underway. The latter campus will be situated in the triangle formed by the northern suburbs, Stellenbosch and Paarl.
