Higher education department initiates state level anti-drug action plan on Anti-Drug Day
Teachers, non-teaching staff, students, guardians and alumni will take an anti-drug pledge, higher education minister R Bindu said on Tuesday.
The celebration will be inaugurated by Bindu at the Govt Women's College auditorium. The inauguration will kickstart a year-long anti-drug initiative in colleges, the minister said.
The chief minister will officially launch the state-level anti-drug action plan. One of the major decisions proposed is to demand college students submit a written affidavit pledging not to use drugs or engage in drug-related crimes.

Arrangements were made in all colleges to watch and participate in the state-level inauguration and the anti-drug pledge programme led by the minister online. Extensive awareness programmes in technical and other colleges have been prepared. Student flash mob teams have been organised to perform at bus stands and major junctions. Discussions to prevent drug use and distribution will be held in all classes.
Institutions were instructed to prepare a master plan for a drug-free campus, which will be discussed in class assemblies on Thursday.

Post Anti-Drug Day, action plans for activities in colleges have been outlined, Bindu said.
The 'Azad Sena,' formed under the National Service Scheme (NSS), will lead ongoing anti-drug activities. With the help of the excise department, Vimukthi Clubs will be established on all campuses. Programmes like Shradha and Nerkootam will be launched in universities, professional education institutions and colleges. Vigilance committees named 'Drug-Free College Protection Committee' and 'Drug-Free University Campus Protection Committee' will be formed at the institutional level, with monthly reviews of their activities.
Participation from the NSS, NCC, Vimukthi Club and PTA will be ensured.

'Fund insufficient': Gurgaon man gets 5 months jail for Rs 11.6 lakh cheque bounce; city court orders full repayment with interest
GURGAON: Five years after the cheque was returned by the bank for insufficient balance, a city court awarded five months of imprisonment to the convict and directed him to settle the pending amount with interest to the complainant. The complainant, Munesh, had a friendly relationship with the convict, Satish, as the two had been neighbours and classmates since childhood. Between 2012 and 2017, Satish borrowed Rs 15 lakh from Munesh for business and personal expenses, promising to repay or transfer property in lieu of the debt. He reiterated this in a 2018 affidavit, pledging repayment within 24 months. In Feb 2020, Munesh demanded repayment. Satish returned Rs 3.40 lakh through bank transfer and sought more time. In July 2020, Satish issued a cheque for Rs 11.60 lakh, which bounced in Oct with the remark "fund insufficient". The court held it proved that the cheque in question was issued by the accused in discharge of his legally enforceable debt or liability, and convicted Satish of cheque bounce. Judicial Magistrate Ist Class (JMiC) Priya Gupta, in her order, observed that leniency in cases involving economic offences is not warranted and is against the very object of the legislation. Satish was awarded five months of simple imprisonment and was directed to pay Rs 15.10 lakh (cheque amount along with interest) to the complainant. The Supreme Court on Tuesday stressed the importance of drawing a clear line between instances of rape and genuine romantic relationships involving young people on the cusp of adulthood. A bench of Justices B V Nagarathna and R Mahadevan observed that in today's world of co-educational institutions and universities, it is natural for youngsters to develop feelings for each other. "Now, they develop feelings for each other. Can you say it is criminal to love? Don't treat such cases the same as criminal cases," the bench added. The observations came during a hearing on a petition questioning whether the age of consent under the Protection of Children from Sexual Offences (POCSO) Act — currently fixed at 18 years — should be lowered to 16. 'Don't equate genuine love with crime. We must keep in mind the realities of society,' Justice Nagarathna said. 'This is the harsh reality. Many such cases are filed to cover up elopements,' the bench pointed out. Senior advocate H S Phoolka, representing the petitioner organisation, urged the court to consider safeguards in such situations. The judges responded that it was for the police to determine whether a case involved kidnapping, trafficking, or a consensual relationship. Phoolka further informed the court that another bench was already examining the broader issue of age of consent. The matter has now been listed for August 26, with Phoolka expected to place on record previous apex court rulings on similar concerns. Centre's stance on age of consent The Union government has consistently defended the existing threshold of 18 years, describing it as a 'deliberate, well-considered, and coherent' policy intended to protect minors from exploitation. In its submissions in a related case, the Centre argued that reducing the age of consent or carving out exceptions for adolescent romance would not only be legally untenable but could also open dangerous loopholes for misuse.
