CPO prices expected to remain firm in 2025

MBSB Research expects the CPO price to average at RM4,100 a tonne in 2025. PETALING JAYA: Crude palm oil (CPO) prices remain supported by bullish fundamentals and higher demand from price-sensitive markets like Pakistan and India, despite signs of production and stock levels rising. Indonesia's plans to roll out a B50 biodiesel mandate in 2026 and call on local producers to raise sales in the domestic market are supportive of CPO prices, CGS International Research (CGSI Research) noted. 'We view the recent price support from Indonesia's biodiesel and Domestic Market Obligation measures is likely to be temporary, while ample global vegetable oil supply and sluggish demand fundamentals should continue to cap meaningful upside in CPO prices,' the research house stated in a report. It expects sustained earnings from pure upstream plantation players given current CPO is holding around the RM4,200 per tonne price level. Malaysia's CPO stock level rose to a 19-month high of 2.1 million tonnes in July as production rose 7.1% and exports eased to 1.3 million tonnes, down some 22.9% year-on-year (y-o-y). The fall in exports came despite a widening price premium over soybean oil in July at US$332 per tonne. Furthermore, MBSB Research noted that despite the July discount premium being 55% above the three-year average of US$214 per tonne, demand for CPO remained muted. It expects the premium risk to ease as fresh fruit bunches and CPO output continue to recover amid ample stock levels. It expects the CPO price to average at RM4,100 a tonne for 2025. Malaysia's CPO production is forecast to rebound in 2025, as the year-to-date production of 10.77 million tonnes is running at 4% above the 10-year January-to-July output of 10.35 million tonnes. Oilworld, a source of independent global market analyses and forecasts, is expecting the country's total production to hit 19.3 million tonnes while the US Department of Agriculture is forecasting 19.4 million tonnes output. Kenanga Research is of the view that Malaysia's 2025 CPO production will hit 19.2 million tonnes, which is above the historical 10-year average of 19 million tonnes. It expects demand supply fundamentals of the global edible oil market to support CPO prices in 2025 and 2026.

Malaysia's palm oil output tops 10-year average, but market remains cautious

YEAR-TO-DATE production of 10.77 mil MT is running at 4% above the 10-year Malaysia Jan−Jul output of 10.35 mil MT. However, the stronger-than-average trend in output is in line with expectations. Oilworld is expecting 19.3 mil MT of palm oil from Malaysia in calendar year 2025 (CY25), while the USDA is forecasting 19.4 mil MT and Kenanga is estimating 19.2 mil MT, all above the historical 10-year average of 19.0 mil MT. Typically, global edible oil price corrects by about 4% quarter-on-quarter (QoQ) in 3Q, and then recover in 4Q. Historically, Malaysian crude palm oil (CPO) prices also softened in 3Q by 7% QoQ but so far, July CY25 CPO price has held steady. 'We attribute this to the more-than-usual dip in 2Q CY25 palm oil prices after trading at premium to soyabean oil for seven months in CY24 then into 1QCY25 as well,' said Kenanga. Edible oil supply is expected to improve by only 1−2% in CY25 whereas trend-line demand growth is closer to 3−4% YoY. As such, edible oil prices, including palm oil prices, are expected to stay relatively firm in order to contain demand growth below trend line. Supply outlook for CY26 is better but only slightly. With a forecast YoY increment of 2−3% in supply, CY26 closing inventory should stay flat or nudged up a little (2−3%) as elevated prices temper down demand. However, the overall supply-demand scenario remains tight with little room to accommodate supply disruption from poor weather, supply-chain or geopolitics. Softer CPO prices should weigh down upstream margins but overall cost pressure is tempered somewhat by elevated PK prices which are still stronger by 45% YoY even after correcting in June. Meanwhile, PKO price discount to rival coconut oil has widened again on tight coconut supply due to dry weather. While the direct impact of US tariff is limited as palm oil-based fatty acids are exempted, the lingering uncertainties and worries over slower economic activity are limiting order size and nearer term deliveries. 2Q CY25 plantation earnings are expected to soften but only slightly, so healthy profits can still be expected on expected CPO prices of RM4,100 and RM4,000 per MT over CY25−26 respectively. There is no strong upside catalyst, thus our NEUTRAL weight for the sector. —Aug 12, 2025 Main image: The Edge

Five 13MP pillars to watch

PETALING JAYA: As Malaysia aims to become a high-income, value-creating economy under the 13th Malaysia Plan (13MP), five key trends are expected to shape the country's economic trajectory from 2026 to 2030, according to Maybank Investment Bank Research (Maybank IB). The five areas to watch, the research house said, are: a sustained investment upcycle; improvements in workers' and household incomes; fiscal consolidation and structural reforms; a push for productivity and innovation; and legislative reforms to strengthen governance. These trends are seen as critical to achieving the 13MP's targeted gross domestic product (GDP) growth of 4.5% to 5% annually, slightly below the 5.1% average recorded under the 12MP. The plan also underscores the importance of continued reforms and economic restructuring to drive inclusive and sustainable growth. 'Our investment upcycle thesis remains a theme under the 13MP. This is in view of the RM611bil public sector-related investment allocation, namely the RM430bil federal government's gross development expenditure, RM120bil from government-linked investment companies (GLICs) and RM61bil under private-public partnership,' the research house said in a report. It said a key highlight of the 13MP is the reaffirmation and continuation of major infrastructure projects such as the Penang Mutiara light rail transit (LRT), Johor Baru's elevated autonomous rapid transit, and the Asean Rail Connectivity Project. According to Maybank IB, sustaining private consumption growth will largely be dependent on raising workers' and household incomes. However, the research house noted a lack of real wage and salary growth on a per-worker basis, limiting income gains despite rising living costs. Monthly wage distribution remains heavily skewed toward the lower end, with more than a quarter of workers earning less than RM2,000 per month, and nearly half earning below the recently adopted living wage benchmark of RM3,100 set by government-linked companies (GLCs) and GLICs. The 13MP outlines several labour market interventions to raise incomes and support medium-term consumer spending growth. These include introduction of a two-tier minimum wage, scaling up the progressive wage policy, and encouraging large private companies to voluntarily adopt decent living wage practices – as already implemented by 34 GLCs and GLICs, which have set a living wage of RM3,100 per month. Notably, the 13MP stated that a multi-tier foreign worker levy is targeted for implementation in 2026, alongside plans to reduce the 'ceiling' for foreign workers' share of the total workforce to 10% by 2030, down from 15% currently. These measures are expected to raise employer costs, necessitating improvements in productivity and efficiency. The 13MP sets an ambitious target of 3.6% annual labour productivity growth over the next five years – a recurring goal also seen in the 11MP and 12MP, noted the research house. On fiscal consolidation, Maybank IB said cutting the budget deficit-to-GDP ratio to below 3% over the next five years is crucial to achieving the federal government's debt-to-GDP ratio of 60% by 2030. For 2025, the deficit consolidation is on track, with a target of RM80bil, or 3.8% of GDP. The next main fiscal reform on the agenda is subsidy rationalisation. 'It is also worth noting that the government is incurring savings in fuel subsidies thanks to the drop in crude oil prices, as well as firmer ringgit versus US dollar,' said Maybank IB. Beyond subsidy reforms, pension system reform is another key area to watch, given the sharp rise in government retirement spending over the past two decades. The proposed reform is expected to offer new options for existing civil servants, particularly younger staff, and shift new hires from the current 'defined benefit' pension scheme to a 'defined contribution' model with improved contract terms.
