Enrolment goes up in Telangana but learning outcomes and jobs remain a concern, finds survey
The report was launched by Telangana Women and Child Welfare Minister D. Anasuya Seethakka at the Centre for Economic and Social Studies in Begumpet. 'Studies like these are essential, and we will strive to use them to identify and correct existing gaps. The international longitudinal study, that has tracked two cohorts of children in Telangana since 2002 when they were aged 1 (younger cohort) and 8 years (older cohort) respectively, revealed that while access to education has improved, the quality of learning remains a concern. The sample includes 948 participants — 641 from the younger cohort and 307 from the older cohort, representing diverse socioeconomic backgrounds.
Between 2016 and 2023, the percentage of youth in the State completing lower secondary education rose from 74% to 83% and higher secondary education increased from 53% to 61%. University enrolment also grew from 36% to 49%. However, basic reading comprehension scores among the younger cohort showed little to no improvement between the ages of 15 and 22, pointing to a disconnect between years of schooling and actual learning and raising questions about quality and effectiveness of the education system.
Gender disparities in education have narrowed. By age 22, 60% women completed higher secondary education, compared to 62% among men, and university enrolment stood at 46% for women versus 52% for men. Still, women who experienced child marriage or early motherhood continued to have the poorest educational outcomes.
CESS Director and Young Lives, India Principal Investigator E. Revathi called for an urgent need for a shift in policy focus towards improving the quality of teaching and learning, with greater attention to students from rural areas, Scheduled Castes, the poorest households and women.
However, employment outcomes have declined. Despite Telangana having 67% of its population in the working-age group (15–59 years), the unemployment rate stood at 5.1% in 2024. The study noted a 9% drop in full-time employment among the younger cohort compared to 2016, falling from 62% to 53%, highlighting delays in securing stable employment.
On the social front, there were some positive trends. The incidence of child marriage among women dropped from 32% in the older cohort to 16% in the younger cohort. Teenage pregnancies also declined, with 22% of younger cohort women reporting pregnancies before the age of 18, as compared to 29% in the older cohort. However, early life inequalities and social disadvantages continue to restrict opportunities, especially for women and marginalised groups.

Election Commission appoints senior IAS officers as observers for V-P election process
NEW DELHI: Ahead of the polling of votes to elect the next Vice-President scheduled on September 9, the Election Commission (EC) on Thursday appointed two senior officers of the rank of Additional Secretary as Observers to oversee the poll process. With both ruling NDA and the Opposition having named their respective nominees for the vice-presidential elections, the battle lines are now drawn between Maharashtra Governor C P Radhakrishnan, the NDA nominee, and Justice (Retd) B Sudershan Reddy fielded by the INDIA bloc. Friday was the last day for filing nominations, while candidates can withdraw their nominations until August 25. The Vice-President's chair fell vacant after Jagdeep Dhankhar resigned on the first day of the Monsoon session on July 21, citing health reasons. Officers appointed by the EC as Observers for the electoral process are Sushil Kumar Lohani, Additional Secretary, Ministry of Panchayati Raj and D Anandan, Additional Secretary, Ministry of Finance. Additionally, Nitin Kumar Shivdas Khade, Joint Secretary, Ministry of Rural Development, has been placed on the reserve list. Earlier on Friday, Reddy filed his nomination papers for the vice-presidential elections and described it as a moment of honour, and pledged to discharge the role with impartiality, dignity, and steadfast commitment, if elected. He filed the nomination in the presence of Congress president Mallikarjun Kharge, Congress Parliamentary Party chairperson Sonia Gandhi, and Leader of Opposition in Lok Sabha Rahul Gandhi, besides other leaders of INDIA bloc partners. Radhakrishnan had filed his nomination on Thursday in the presence of Prime Minister Narendra Modi, Home Minister Amit Shah and Defence Minister Rajnath Singh, besides a host of leaders belonging to other parties in the ruling NDA alliance.

New Delhi: Prime Minister Narendra Modi on Thursday said he had a 'very good conversation' with French President Emmanuel Macron, during which the two leaders exchanged views on efforts for a peaceful resolution of conflicts in Ukraine and West Asia. Modi said the talks focused on strengthening the India–France strategic partnership. In a post on X, the Prime Minister wrote, 'Had a very good conversation with my friend President Macron. Exchanged views on efforts for peaceful resolution of conflicts in Ukraine and in West Asia. Reaffirmed our commitment to further strengthen the India-France strategic partnership.' Giving details of the conversation, Emmanuel Macron said the two leaders coordinated their positions on the conflict in Ukraine. 'On trade issues, we agreed to strengthen economic exchanges and strategic partnerships,' he added. His remarks come amid mounting US pressure on India over its continued purchase of Russian oil. Washington has responded with additional tariffs — as high as 50% — on a range of Indian goods. 'I have just spoken with Prime Minister Narendra Modi. We coordinated our positions on the war in Ukraine in order to move towards a just and lasting peace, with strong guarantees for Ukraine and Europe's security,' Macron said in a post on X. He added, 'On trade issues, we agreed to strengthen our economic exchanges and our strategic partnership in all areas — this is the key to our sovereignty and independence. Following up on the AI Action Summit held in Paris last February, we are working towards the success of the AI Impact Summit to be held in New Delhi in 2026.
