San Francisco City Attorney orders Chinatown SRO owners to pay $810K over unsafe units

The owners of three single room occupancy (SRO) hotels in San Francisco's Chinatown have been ordered to pay over $800,000 and must make repairs to settle a lawsuit over health and safety violations, officials said.
City Attorney David Chiu announced Tuesday
the settlement agreement
involving Jeff Appenrodt, Shailendra Devdhara, Kamlesh Patel and five of their companies. The three own SRO hotels at 1449 Powell Street, 790 Vallejo Street and 912 Jackson Street.
Chiu had sued the owners of the properties, which contain 85 authorized rooms, in 2023.
"Let this be a lesson to all landlords who profit off of the suffering of their tenants,"
Chiu said in a statement
. "In San Francisco, there are consequences for depriving tenants of a safe and healthy place to live."
Officials said multiple city departments have issued notices of violation on the properties since 2018 for health, safety and building violations. The owners also illegally converted, combined or added unauthorized SRO rooms.
Violations listed by the City Attorney's Office include unpermitted work, broken plumbing, exposed wiring, insect and rodent infestations, mold and mildew and unsanitary shared restrooms. Inspectors also issued violation notices for lack of smoke and carbon monoxide detectors, insufficient emergency exits, along with damaged paint with lead risks.
"This settlement demonstrates San Francisco's commitment to protecting tenants and our willingness to use all available means to pursue landlords who have allowed their buildings to deteriorate into an unsafe condition," said Patrick O'Riordan, director of the city's Department of Building Inspection.
Chiu said the owners of the Powell Street property must pay $780,000 in civil penalties and abate the four remaining notices of violation at the property.
Patel, who purchased the Vallejo Street and Jackson Street properties in 2023 and is not involved with the Powell Street property, was ordered to pay $30,000.

Twenty-five people are out of their homes after an apartment fire in Riverdale Tuesday night. Emergency services responded to a fire at an apartment at 5900 Riverdale Road, Building G, Clayton County Fire and Emergency Services said. Power and water service has been cut off for the whole building for safety reasons. The American Red Cross is providing help to the 25 people the fire displaced. Officials are still investigating the fire's cause. Fire Chief Tim Sweat thanked firefighters 'for their swift and professional response under challenging conditions.' Deepfake porn website operator settles with San Francisco, agrees to shut down

The San Francisco City Attorney's office has settled with a company that operated websites creating "deepfake nudes", where artificial intelligence is used to turn photos of children and adults into pornography. City Attorney David Chiu announced Monday that Briver LLC has agreed to a permanent injunction prohibiting the company and its owners from operating any websites that create nonconsensual deepfakes. Briver LLC has also agreed to pay $100,000 in civil penalties. According to Chiu, Briver LLC operated two such websites, which offered users the opportunity to upload clothed images of real people to create realistic-looking nude images, usually for a fee. Before being shut down, the company's websites allowed users to create pornographic images of adults and children. In August of last year, Chiu's office filed suit against 16 of the most visited deepfake nude websites. The websites targeted in the lawsuit had reportedly been visited more than 200 million times in the first six months of 2024. As a result of the investigation, 10 of the sites are now offline or no longer accessible in California, according to the city attorney. Meanwhile, the lawsuit will proceed against the remaining defendants. "While our lawsuit has so far led to an initial settlement as well as shut down 10 websites that exploit women and children, we won't stop until all owners are held accountable and blocked from opening similar sites," Chiu said in a statement. "While generative AI holds enormous promise, these website operators are engaged in blatant sexual abuse and must be stopped." Chiu's office said the images are often used to extort, bully and humiliate women and girls. One such incident involved students at a middle school in Southern California last year. Celebrities, including Taylor Swift, have also been victimized by AI-generated explicit images. Anyone who may have been t he victim of nonconsensual deepfake pornography or has relevant information in the case is asked to contact the San Francisco City Attorney's Office through the agency's consumer complaint web portal or by calling 415-554-3977.
