Child labour: survey finds 140 hotspots
The maximum number of hotspots were found in Ernakulam district – 30. Thiruvananthapuram had 12 hotspots, Kollam 11, Pathanamthitta six, Alappuzha 10, Kottayam seven, Idukki 13, Thrissur nine, Palakkad four, Malappuram nine, Kozhikode four, Wayanad eight, Kannur 19, and Kasaragod seven, a statement quoting the Minister said.
These hotspots covered festival zones, companies, and plantations. Efforts to check child labour and beggary centred on these locations would be strengthened by the WCD in association with the Labour department and the police to completely eliminate child labour by next year, the Minister said.
Last financial year, 704 rescue drives were held as part of the Sarana Balyam project implemented by the WCD to identify children engaged in child labour and rehabilitate them. Fifty-six children found likely to engage in child labour were rehabilitated.
The Minister said Sarana Balyam had been linked to Kaval Plus to provide long-term services and rehabilitate children. Those rescued were presented in front of child welfare committees (CWCs). If they belonged to other States, they were sent to the CWCs of their respective States. If that was not possible, their care and protection and rehabilitation was taken up by the WCD.

Case against hospital staff: MYL workers clash with cops
Kozhikode: Tension flared in Manjeri after Muslim Youth League activists clashed with police during a march to Manjeri Medical College, held to protest a police case against temporary staff who had raised the issue of two months' unpaid salaries with health minister Veena George. The protest, organized by the Youth League's Manjeri municipal committee, was aimed at blockading the medical college principal. Police stopped the marchers at the college gate, where activists staged a blockade. The confrontation escalated into a clash and several protesters were arrested. The case at the centre of the protest was registered by Manjeri police against identifiable temporary staff, accusing them of creating a commotion and a situation with potential for conflict during the minister's visit to the hospital on Aug 12. The employees had gathered to confront the minister after an inaugural event and demanded their pending salaries. Tensions rose further when CPM and DYFI activists accompanying the minister allegedly tried to prevent the staff from raising the issue with the minister. Based on a petition by medical college principal K K Anil Raj, police charged the employees, claiming they had disrupted the visit in violation of hospital instructions, thereby creating a conflict-prone situation. Women and Child Development department has initialised dowry prohibition portal, HC told
The State government informed the Kerala High Court that the Women and Child Development (WCD) department has initialised a dowry prohibition portal where aggrieved persons can directly file their complaints to the court. In addition, a standard operating procedure to handle cases relating to the Dowry Prohibition Act is being prepared, it said, in an affidavit filed with regard to a public interest litigation (PIL) filed by Ernakulam native Tellmy Jolly, challenging the Constitutional validity of Section 3 of the Act, on the ground that it also penalised the giving of dowry. The penalising of the dowry giver – often the victim or a family member – acts as a deterrent to reporting dowry-related harassment for fear of self incrimination. The affidavit further says that the government has appointed district-level dowry prohibition officers. The Director of Women and Child Development department will serve as the chief dowry prohibition officer to administer and coordinate dowry prohibition activities. The government is also taking earnest efforts to see that the evil of seeking and giving dowry is prohibited. The case has been adjourned to September 16, after the counsel for the Union government sought more time to file a counter affidavit.

‘Gruha Lakshmi' amount due for July to be released by Ganesh Chaturthi, says Laxmi Hebbalkar
Minister for Women and Child Development Laxmi Hebbalkar said on Thursday that the monthly financial aid of ₹2,000 to women heads of families under the 'Gruha Lakshmi' guarantee scheme due for July will be released within a fortnight. Speaking to press persons in Udupi, the Minister said that she intends to release the amount by Ganesha Chaturthi. She said that the government released the amount due for June under the scheme about five days ago. On the demand by some persons to accommodate former Cooperation Minister K.N. Rajanna's son in the Cabinet, she said that the Congress is a high-command-driven party and the decision taken by it will be final. Regarding the Supreme Court cancelling the bail for seven accused in the Renukaswamy murder case involving actor Darshan and his associates, the Minister said all should bow to the verdict of the court 'as we believe in the Constitution.' 'Garuda Drishti' launched Earlier, she inaugurated 'Garuda Drishti' CCTV surveillance system of Udupi police. Funded by the Udupi Chamber of Commerce and Industry (UCCI), the system covers 207 junctions in the Udupi district with 621 IP cameras and at 10 junctions with 20 Automatic Number Plate Recognition (ANPR) cameras. Speaking on the occasion the Minister claimed that it was first of its kind initiative in the State. Lauding the UCCI office bearers and Hariram Shankar, Superintendent of Police of Udupi district, the Minister said that the system will enhance security and safety in the district. 'UCCI office bearers did not remain just as business persons, but they showed their commitment to the society's good. This is a model initiative to the entire State whereby entrepreneurs and business organisations can take a cue from, and follow suit,' the Minister said. The UCCI has invested ₹2.5 crore for the 'Garuda Drishti' initiative. The facility is backed by a 4 TB storage system, four-hour battery backup and Optical Fibre Cable connectivity for real-time monitoring. According to Udupi police, the project will enhance public safety, aid crime detection and regulate traffic. Additional Superintendent of Police Sudhakar S. Naik, UCCI president Ammunje Prabhakar Nayak, honorary secretary Vijayendra Vasant Kadiyali and others were present.
