SALALAH: The Ministry of Commerce, Industry and Investment Promotion (MoCIIP) has affirmed the completion of preparations to welcome the Khareef Dhofar (monsoon season 2025), one of the governorate's most prominent economic and tourism events.
This is achieved through a series of inspection campaigns and awareness initiatives, reinforcing ongoing efforts to ensure a sound and secure business environment while stimulating local and foreign investments.
Mohammed bin Khalifa al Badrani, Director-General of Commerce, Industry and Investment Promotion in Dhofar Governorate, stated that the Khareef Dhofar season presents a significant opportunity to revitalise commercial and economic activity in Dhofar.
This necessitates intensified oversight of commercial establishments to ensure compliance with legal and professional requirements, as well as educating shop owners on sound business practices that stimulate market activity and safeguard consumer rights.
He emphasised the importance of monitoring essential requirements in commercial outlets, such as electronic payment systems, to facilitate service provision for targeted businesses.
In a statement to ONA, he explained that the Directorate has been conducting comprehensive inspection campaigns for several months, covering markets, commercial complexes, restaurants, hotels and retail outlets, to verify compliance with health regulations and commercial business laws.
He added that the Directorate, in collaboration with relevant authorities, is organising workshops and awareness sessions for merchants and business owners to promote a culture of compliance and innovation in service delivery, aligning with visitor expectations during the Khareef Dhofar season.
Al Badrani noted that Dhofar Governorate has seen significant growth in the commercial sector, with 718 commercial registrations recorded by the end of Q1 2025, reflecting the sector's vitality and increasing investment interest in the governorate. He highlighted that construction and contracting activities topped the list of the most licensed commercial activities, with a total of 2,100 licences issued by the end of Q1 2025, compared to 1,274 licences in 2024 — demonstrating the momentum in Dhofar's construction and infrastructure sectors.
As for new investments in the governorate, he clarified that the number of new investors in Q1 2025 reached 1,217, with 88 commercial registrations issued, reflecting investor confidence in Dhofar's economic environment. He credited the Directorate's role in facilitating procedures and providing necessary support to investors while working to localise commercial projects that enhance trade and industrial activity across Dhofar's wilayats. Efforts are also underway to integrate industrial cities, free zones, and optimal utilisation of Salalah Port to boost commercial activities.
Al Badrani pointed out that the number of commercial licences issued in Q1 2025 reached 9,527, compared to 13,800 in 2024, attributing the decline to the reorganisation of certain commercial activities and updated procedures to ensure higher service quality and operational sustainability.
In the industrial sector, 1,155 industrial licences were issued in Q1 2025, compared to 1,742 during the same period in 2024.
He affirmed that this year's Khareef Dhofar season preparations follow an integrated action plan in coordination with Dhofar Municipality, the Royal Oman Police, Oman Chamber of Commerce and Industry, and the Consumer Protection Authority.
This collaborative effort aims to provide a secure investment and business environment, enhancing the governorate's appeal as an investment and tourism destination.

H E Dr Masan described the agreements as a significant milestone in strengthening Oman's industrial capabilities. He reaffirmed the ministry's commitment to investing in human capital, calling it a cornerstone of a sustainable, knowledge-based economy. 'These agreements support the goals of the Industrial Strategy 2040, which aims to establish a diversified and technology-driven industrial sector,' he said. Among the key agreements was a Memorandum of Understanding (MoU) between MoCIIP, the Office of the Governor of North Al Batinah, and Jindal Shadeed Iron & Steel to establish a dedicated industrial training center in the governorate. The center will offer specialised training to equip Omani youth with skills tailored to market demands, enhancing their employability in the industrial sector. In another important development, a funding agreement was signed with Daleel Petroleum to support the development of Tasnee, a digital platform designed to connect industrial procurement with local products. The platform aims to improve supply chain efficiency and increase in-country value (ICV) by promoting local sourcing. MoCIIP also announced the launch of new industrial training programmes in partnership with Oman Cables Industry Company. Additionally, a cooperation agreement was signed with Al Alamia for Retail, providing 300 opportunities for training, qualification, and employment. Of these, 100 are direct jobs tied to training programmes, while 200 are training-to-employment opportunities for Omani youth. 'This initiative directly supports our efforts to strengthen national workforce participation and foster economic empowerment,' said Nasra bint Saif al Habsi, Director General of Commerce at MoCIIP. Eng Khalid bin Salim al Qassabi, Director General of Industry at MoCIIP, noted that these initiatives mark a pivotal phase in industrial development. 'Our aim is to align educational outcomes with market requirements by equipping graduates with the technical skills and specialised knowledge needed to thrive in a rapidly evolving global economy,' he said. Oman enforces hiring rule for foreign firms

Muscat – The Ministry of Labour (MoL) has begun enforcing a directive requiring foreign investment firms in Oman to employ at least one Omani national, in line with efforts to regulate the labour market and boost local workforce participation. The decision, issued on May 5 this year, applies to all commercial establishments operating in the sultanate for more than a year. Developed jointly with the Ministry of Commerce, Industry and Investment Promotion, the plan outlines conditions and deadlines for compliance. Firms with at least one year since registration must submit an operational plan to hire an Omani within three months. This can be through direct hiring or a phased plan leading to recruitment. Companies that fail to comply will face a ban, with a three-month grace period from official notification to make adjustments. Businesses with more than 10 staff must also submit an employment plan within three months and will be notified via the ministry's digital system. Failure to comply will lead to an automatic freeze on new licences through the system. Smaller establishments with fewer than 10 employees have six months to employ an Omani national. These will be reviewed to assess local value addition. If their contribution is verified, they may be temporarily exempted. Otherwise, a ban will be enforced through the same system. Omani entrepreneurs and full-time local business owners have up to a year from notification to meet the requirement. They will undergo a case review within six months to measure their economic impact. Owners without a Riyada Card, the national SME ID, are urged to register with the Small and Medium Enterprises Development Authority to access exemptions and facilities. 'The goal is to create a balanced business environment that supports national talent and ensures fair contribution by all economic players,' the ministry said. The measure is part of broader policies to advance Omanisation in the private sector by reducing reliance on expatriate workers and creating more jobs for citizens.
