
Edmonton to pull photo radar from school and playground zones this summer
The city said it will instead redirect resources into upgrades like more crosswalks and speed bumps.
The province announced in December it would be banning photo radar on all provincial highways and connectors, restricting photo radar use to school, playground and construction zones. It would also no longer allow speed-on-green cameras at intersections. The change came into effect in April.
According to Edmonton's director of safe mobility, Jessica Lamarre, the photo radar in school and playground zones was subsidized by revenue from photo radar on arterial roads, such as Anthony Henday Drive and Yellowhead Trail.
"Playground zones have become some of the most safest spots on our street," she said at a news conference Wednesday. "They have high speed compliance, and they have low crash volumes and severities."
Since 2019, the city has invested more than $6 million into playground zone upgrades, according to Lamarre.
"Rather than scaling back our efforts, we're choosing to adapt by stepping forward with a new approach that prioritizes long-term visible safety improvements in these important spaces," said Lamarre.
In a statement, Minister of Transportation Devin Dreeshen says he's encouraged to see municipalities taking a new approach to improve traffic safety.
'Double whammy'
Debbie Hammond, the executive director of the Safer Roads Alliance, a non-profit organization in Edmonton, doesn't support the move.
"I think this is a double whammy because I didn't expect Edmonton of all places, all cities, to pull this technology," she said.
"They were the city in this province and probably in Canada that were really at the forefront of road safety and leveraging data to keep our roads safe. So it's a sad day for Edmontonians and Albertans to know that this technology is actually being removed."
While she notes that collisions in school and playground zones are low, she said much of that work is because of the presence of photo radar.

"We wouldn't have that technology there in those neighbourhoods if it wasn't needed," Hammond said.
"There are drivers, I see it in my neighbourhood all the time. They don't slow down and with little people running on and off the roads, I think it's probably not the best decision to be doing that."
Vision Zero
The city said the decision would bring Edmonton closer to its Vision Zero goal, to achieve a road system with zero traffic fatalities and serious injuries. Edmonton was one of the first cities in Canada to implement such a plan.
For Brandon Kwong, board chair of the advocacy group Paths for People, the goal is to get to a place where fewer photo radar sites are needed. However, that requires sufficient infrastructure and road designs that ensure drivers won't speed.
Kwong said the city isn't quite there yet.
"Ultimately, I think we see safer infrastructure and roadway designs as being the best ultimate solution to encouraging better driver and roadway behaviour," he said.
"But we know that that will take a long time to roll out … and in the meantime, we're seeing a lot … in terms of traffic violence."
Lamarre said the city will continue to prioritize road safety in playground zones.
"We've heard loud and clear from families and from school communities that the challenges they're facing in playground zones go far beyond speeding," she said
"People are worried about unsafe crossings, aggressive driving, illegal parking and U-turns and chaotic drop-offs and pick-ups that can sometimes put kids at risk."
Photo radar will be pulled from all school and playground zones in the city starting July 1.

City approves $50K automated pilot project to curb noisy vehicles
The city has approved a new pilot project that wants to use cameras and microphones to crack down on the recurring issue of noisy vehicles. Edmonton city councillors voted in the $50,000 venture on Wednesday morning to address increasing noise complaints from citizens. It's not an untested solution, Ward papastew Coun. Michael Janz said, although it is an improved one. He brought forth the original motion. 'It's not the old billboard noise monitoring technology of the past,' he said. 'This is a new technology that works extremely precisely.' Currently, he explained, the city does manual enforcement of noise complaints from the road. By the time officers can get to it, he told CTV News Edmonton, the vehicle has disappeared 'miles away.' 'This is one of the issues I've heard the most about from Edmontonians across the city. This is not a Whyte Avenue problem. This is not a Whitemud Drive problem … everyone, wherever you are in Edmonton, is sick and tired of the noisy vehicles, the banging and the flaunting of the law,' Janz said. Janz specified that the technology being used is not about issuing tickets so much as providing the police data. He's also more confident in this project, he said, because the tech is already being used in other countries. Still, the idea is reminiscent of the 2020 project that aimed to accomplish the same thing. The city installed microphones in noise hot spots in a $200,000 project that was eventually written off for its flaws in automation. Challenged tickets would not hold up in court unless an officer had been present to corroborate the offence. For some, like Ward Dene Coun. Aaron Paquette, the current project is still a marker of 'irresponsible governance.' 'Look, the noise bothers me too … But I think there was time to take a breath, maybe pull it back for a week or so, just to work on it,' Paquette told CTV News Edmonton after the meeting. He fears the project doesn't have a proper budget and will be slow-acting. Currently, the technology isn't set to hit the streets until summer 2027. 'Should we actually be spending $50,000 on a technology that we do not know will work or not? Is that the best use of public funds, especially if there's no immediate outcome?' said Paquette. According to most who voiced their opinion on Wednesday though, like Mayor Amarjeet Sohi, the cost was worth the experiment if it meant finding a solution to law-breakers. Janz said the point of the approval is to get a 'proof of concept' that the technology can work in Canada, or specifically, Edmonton. He also said he's discussed it at length with the Edmonton Police Service (EPS). In an emailed comment, EPS said they await more details about the project. 'I think all of us realize that traffic enforcement is a major issue, and it's extremely expensive, extremely time-consuming, and anything we can do to make safer roads, more efficiently, more effectively, it's just a no-brainer,' Janz said. Traffic flow increased along Whoop-Up Drive amid bridge repairs
Lethbridge police have charged a semi-truck driver for failing to navigate the height of the Whoop-Up Drive bridge, causing significant damage. The City of Lethbridge has added more lanes of westbound traffic on Whoop-Up Drive, to help increase the traffic flow and lessen delays. Starting Wednesday, the city says between 2 p.m. and 8 p.m. one eastbound lane will open to westbound traffic using the traffic diverters. It's similar to what was in place during the bridge rehabilitation project. The city says it will allow a higher volume of traffic to cross the bridge during the busy afternoon. Two-thirds of the Whoop-Up Drive bridge's girders were damaged after a semi-truck hauling a large piece of construction machinery hit it and got stuck earlier this month. The vehicle was driving to a construction site on the west side when it took a wrong turn into Indian Battle Park before striking the bridge and becoming stuck. It took several hours for crews and engineers to remove the semi-truck, with metal supports being installed to ensure the bridge's stability. The city says it is still waiting for the assessments to come back. 'We've stabilized the bridge—we've put in supports under the bridge to make sure it doesn't get any worse and then we're going to start doing restoration work shortly, once we have the contract in place to make those necessary repairs,' said Jason Drenth, City of Lethbridge acting director of infrastructure services. The city says one of the reasons bridge repairs aren't happening 24-7 is because the type of high-strength concrete being used needs time to cure, often taking days to properly harden.
