The Federal Communications Commission (FCC) has launched an investigation into iHeartMedia over whether the radio giant may be offering airplay as leverage to book artists — a practice that may violate 'payola' laws — to play at its events.
In a letter to iHeartMedia CEO Robert Pittman, FCC chairman Brendan Carr alleged that 'certain owners of federally licensed radio stations are effectively compelling musicians to perform at radio station events or festivals for free (or for reduced compensation) in exchange for more favorable airplay.'
Indeed, US law stipulates that any payments made to a radio station to influence airplay must be disclosed as sponsored content. If artists are trading appearances for airtime without such disclosure, the arrangement could be deemed illegal.
One of the events in question is the upcoming 2025 iteration of iHeartMedia's iHeartCountry Festival, which will go down on May 3rd in Austin, Texas with headliners Brooks & Dunn, Thomas Rhett, and Rascal Flatts.
'As iHeart finalizes its approach to this particular music festival, I want to ensure that it does so in a way that complies with federal payola requirements,' Carr wrote.
In his letter, Carr asked eight questions of Pittman, ranging from requests for information about the upcoming iHeartCountry Festival to inquiries as to whether or not artists were manipulated into accepting reduced fees for their appearances.
The letter — dated Monday, February 24th — gave iHeartMedia 10 days to respond. In a public statement, though, the company denied any wrongdoing.
'[Performing] at the iHeartCountry Festival — or declining to do so — has no bearing on our stations' airplay, and we do not make any overt or covert agreements about airplay with artists performing at our events,' the statement read (per The Hollywood Reporter). 'The iHeartCountry Festival provides the same kind of promotion that that we see with artists on talk shows, late night television, the Super Bowl and in digital music performances and events: the promotional value to the artists is the event itself, and, in our case, is unrelated to our radio airplay.'
Since being appointed chairman of the FCC by Donald Trump, Carr has also investigations into CBS, NPR, and PBS.

Duckett would discuss being part of the "DVD" Era in Atlanta (Dunn, Vick, and Duckett), being passed on by the Cleveland Browns, and what life is like after football. One thing casual fans may not remember is that Duckett would run a 4.37 40-yard dash at his Michigan State Spartans pro day. All the while being just over six feet tall, and north of 260 pounds. My dad is a track coach, and he's been coaching high school track for 56 years. I grew up around track, so I knew the importance of stretching and getting your knees up. When Duckett was asked about expecting to go number 16 in the NFL Draft to the Cleveland Browns, only for Cleveland to take another running back, then going 18th to Atlanta. Was that water under the bridge due to the better situation in Atlanta? Or did you want to make them pay whenever you had the chance to play them? "It was water under the bridge, you know, that NFL Draft, there is no telling where you're going to go. You may have an idea, but it's so unpredictable. I thought that I would go to Cleveland, Atlanta had just gotten Warrick Dunn, so I'm starting to look at the teams, and there isn't much room for a big running back like myself." "When I got that call, it wasn't about making anybody pay; It's like, I get to live my dream now." Joe Flacco talks about 'embarrassing' TikTok dances: 'Be an adult'
Joe Flacco is the elder statesman of the Cleveland Browns quarterback room. Having just turned 40 in January, Flacco has morphed into the "back in my day guy" and is now just one step away from telling the young whippersnappers to get off his lawn. Flacco has embraced that youthful energy in the twilight of his NFL career, taking the opportunity to pose for a fun photo at media day with rookie, Dillon Gabriel. Advertisement Regardless, he continued to provide plenty of entertainment for the media following Wednesday's minicamp practices, turning the session into a chat about social media, TikTok and posting dancing videos online. Flacco began discussing Twitter, now known as X, as it has evolved into a primary source of news. "The difference now is, everybody's getting their stuff from there, and it's treated a little bit more seriously because that is the main news source," Flacco said, via 92.3 The Fan's Daryl Ruiter. "You still have the same thing you always had, which is a million different opinions, but it kind of blends your actual news source with a bunch of other stuff." While he wasn't walking up and down the rolling hills in 10 feet of snow to school, the quarterback did end up speaking about players who think offseason activities are too hard in the modern NFL. He went on to add that organized team activities (OTAs) used to be over two hours, highlighting just how much has changed since he entered the league in 2008.
