The big idea: do we worry too much about misinformation?

On 30 October 1938, a US radio station broadcast a dramatisation of HG Wells's apocalyptic novel The War of the Worlds. Some listeners, so we're told, failed to realise what they had tuned into; reports soon emerged of panicked audiences who had mistaken it for a news bulletin. A subsequent academic study estimated that more than a million people believed they were experiencing an actual Martian invasion.
A startling example of how easily misinformation can take hold, perhaps. But the story is not all it appears to be. Despite oft-repeated claims, the mass panic almost certainly didn't happen. In national radio audience surveys, only 2% reported listening to anything resembling The War of the Worlds at the time of the broadcast. Those who did seemed to be aware that it was fiction. Many referred to 'the play' or its narrator Orson Welles, with no mention of a news broadcast. It turned out that the academic analysis had misinterpreted listener accounts of being frightened by the drama as panic about a real-life invasion.
Almost a century later, the idea of large-scale misinformation is, if anything, more salient. We regularly see headlines about the millions who have been exposed to falsehoods online. In a 2018 Gallup survey of Americans, respondents reckoned on average that two-thirds of the news they encountered on social media was misinformation. But, as with that War of the Worlds broadcast, misinformation isn't necessarily the problem we think it is. As Covid spread during spring 2020, monthly visits to English-language news websites labelled 'untrustworthy' by the rating service NewsGuard – such as Breitbart and the Daily Wire – increased from 163m to 194m. But during the same period, visits to 'trustworthy' sources, such as the BBC and the Guardian, grew from 5bn to 8bn. In other words, credible websites received 40 times more visits in early 2020 than questionable ones.
Outright misinformation may be rarer than we think; it is also only part of the problem when it comes to navigating fact and fiction. There are two errors we must avoid if we want to get closer to the truth: we shouldn't believe things that are false, and we shouldn't discount things that are true. If we focus solely on reducing belief in false content, as current efforts tend to do, we risk targeting one error at the expense of the other. Clamping down on misinformation may have the effect of undermining belief in things that are true as well. After all, the easiest way to never fall for misinformation is to simply never believe anything.
When I supervise students new to scientific research, I often see a change in their attitudes over time. Early on, they will treat papers in established academic journals as almost sacred. Because the paper has been published and peer-reviewed, goes the logic, it must be accurate. Then, as students realise these papers are often flawed, and occasionally outright fraudulent, doubt sets in. Everything could be wrong; nothing can be trusted.
This is not a new problem. At the turn of the 20th century, the mathematician Henri Poincaré warned about the risks of too much trust or mistrust. 'To doubt everything or to believe everything are two equally convenient solutions; both dispense with the necessity of reflection,' he warned.
Rather than either embracing or shunning all that we see, we must instead find ways to manage the risk that comes with trusting that something is correct. For example, in medicine, we typically design clinical trials in a way that reduces both the risk of concluding something works when it doesn't, and the risk of concluding something doesn't work when it does. We can never have total certainty in a result, but we can still build enough confidence in what we uncover for it to be useful.The damaging effects of overscepticism has made it a popular tool for those looking to undermine common knowledge. In 1969, with concerns about the harms of smoking on the increase, a tobacco industry memo stated: 'Doubt is our product since it is the best means of competing with the 'body of fact' that exists in the minds of the general public.' They weren't trying to get people to believe different facts; they were trying to undermine the idea there could ever be enough evidence to act.
Often, it is not outright falsehoods that sow doubt online. Last year a study found that, among vaccine-related links viewed on Facebook during the spring 2021 Covid vaccine rollout, only 0.3% were flagged as false or out-of-context by factcheckers. Crucially, the posts that had the biggest overall impact on vaccine confidence were factually accurate, but potentially open to misinterpretation. For example, the most viewed link – which reached seven times more people than all the fact-checked misinformation combined – was this Chicago Tribune headline: 'A Healthy Doctor Died Two Weeks After Getting a Covid vaccine; CDC [Centers for Disease Control] Is Investigating Why'. Strictly speaking, all of this was true. But it didn't provide enough information to draw meaningful conclusions about the safety of vaccines or their relative risk compared to Covid.
When I've encountered conspiracy theorists, one of the things I've found surprising is how much of the evidence they have to hand is technically true. In other words, it's not always the underlying facts that are false, but the beliefs that have been derived from them. Sure enough, there will be a logical fallacy or out-of-context interpretation propping them up somewhere. But it's made me realise that it's not enough to brand something 'misinformation': more important is the ability to find and address the flawed assumptions hiding among voluminous facts. We must give people the conceptual tools they need in order to spot skewed framing, sleight of hand, cherry-picked data, or muddled claims of cause and effect.
That means moving away from the idea that people are threatened by a tsunami of falsehoods. Calling information that is technically accurate untrue merely undermines trust. And if we issue warnings that most of the content you find on the internet is made up, it will distract from the bigger challenge of ensuring that technically accurate information is correctly interpreted.
To borrow from Poincaré, believing that falsehoods are widespread and easily identified, or believing that most content is accurate and hence requires no further thought, are two equally convenient solutions. Both could harm our ability to tackle the much thornier reality of mistaken beliefs and misplaced trust online.

The second phase of a natural flood management (NFM) scheme that is being delivered in Shropshire is on target. Called 'slow the flow', the project runs until next March and is aimed at delvering NFM schemes across seven catchments in the Corvedale: Aston-on-Clun (the unnamed tributary of the River Clun), Battlefield Brook, Clunton (the unnanmed tributary of the River Clun), Gobowen (tributaries of the River Perry), Hilton Brook, Shyte and Sytche Brooks, Much Wenlock, and the River Corve and tributaries. During the scheme, Shropshire Wildlife Trust (SWT) has been liaising with local flood action groups and the National Flood Forum to target where its work is most needed. It comes after Shropshire Council with Telford & Wrekin Council secured over £750,000 from DEFRA's Natural Flood Management Demonstrators fund. In order to meet the requirements, Shropshire Council worked with Cardiff University to monitor the effectiveness of NFM features to establish a method of quantifying the benefit of wood debris dams in a computer model. The impact of Covid meant that a large number of interventions could not be delivered, so the council was unable to allocate the remaining capital. However, because SWT has previously worked in the catchment before, it is continuing the work it started in 2018. During the first phase, over 100 landowners were engaged with and more than 350 people attended events linked to the project. A total of 1,000 NFM interventions had been installed, including storage ponds, swales, woody debris dams, sward lifting, improving field infiltration, tree and hedgerow planting. People were able to see some of the key work as part of the Shropshire Hills Summer Forum and Field Visits event. Starting at Wildehope Manor, a Grade I listed building that is looked after by the National Trust in Longville in the Dale, near Church Stretton, walkers were able to see some of the leaky barriers along the Wilde Brook that reduces the amount of water in the stream during high flows. 'It's working with natural processes,' said Sarah Mackness, water resources project manager at SWT. 'The designs we have used have evolved across the length of the project. 'We are replicating a lot of the work in the Corvedale, but we've also got funding for other catchments across Shropshire 'For every £1 spent on natural flood management, after 10 years there's a £4 benefit in terms to reduced risk to communities downstream and infrastructure. After 30 years, that goes up to a £10 benefit.' Ms Mackness also showed visitors how simple methods like placing a sill across a track can also prove effective. 'It was coming down the track, round the corner, and straight down the track,' she said. 'Heavy rain was washing soil away. Something as simple as a sill across the track is enough to cause the water to flow into the ditch at the side and flows much slower before it eventually reaches the stream at the bottom. 'How can we slow the water down, slow the infiltration and store the water upstream?' However, Julian Radliffe, who owns the land, said it doesn't always work. 'In the roadway, they put French drains in which are effective but over the years we probably have to dig them out because they get silted out,' he said. 'Then the water comes, down this track not down the ditch. We've got to bring our small diger and clear away the vegetation. 'The attrition rate on the dams is higher here than we expected because the flow has been much heavier because of the change of the climate than we originally modelled.' Ms Mackness added: 'It only works when you're working with landowners. Because of how the project is funded, we don't have any funding for maintenance. 'With it being a demonstrator project, especially the initial phase, we've learnt a lot from it and what we thought would happen hasn't always been the case.' Two people who went on the trip said it was very beneficial. 'We've had heavy rainfall that's travelled across two of our fields,' said Emily Esp. 'There's been houses and garden landscaping that's changed over time. I would like to help them by slowing the flow from the fields. I can't control what goes on in their garden and what they do with their landscaping, but I can slow it before it gets there.' Martin Steer added: 'It's nice to have engagement from the farmer as well. It's great to see all these people come together – they're all sharing knowledge. 'It is good progress being made, with soil management coming at the top of the agenda.'

I have every sympathy for our schools. Staff and students are facing significant challenges – challenges aggravated by the demoralising effects of poverty punishing so many decent families. It is very much to the credit of our schools that they continue to have the positive support of parents and their local communities, conscious that they are trying their best in challenging circumstances. Things were so different when I started teaching in 1969. Yes, there were undoubted challenges but there was a sense of excitement that positive changes were on their way. In just a few short years, our old selective system with junior and senior high schools had changed to a national comprehensive system. New schools were being built; the school-leaving age was raised to 16 and a new system of examinations was introduced that was designed to offer national qualifications to students of all abilities. In addition, corporal punishment was abolished and supportive Guidance systems introduced. For young probationer teachers there was a network of invaluable support. Each secondary school was staffed with a team of subject principal teachers who really were the backbone of the school. They were the subject experts familiar with the curriculum and the various exam requirements; they offered encouragement to the members of their departments and used their experience to support the effective running of the school. The removal of these posts to save money was a serious mistake which has had a negative effect on academic results. In addition, the loss of these promoted posts has made teaching a less attractive career option for graduates. So what needs to be done? It seems that there is an administrative mindset at all levels of government that we don't need to look elsewhere for answers to our challenges. It's almost as though Johnny foreigner can't teach us anything. So for example, after over 50 years, is our comprehensive system still fit for purpose? Are there lessons to be learnt from different models of school organization? Our two grandchildren both attend their local schools in Japan. As grandparents my wife and I are impressed with what we have learnt about Japanese education. One feature that we should seriously consider is the emphasis in Japan on team work rather than here, where we still cling to the notion of child-centered education. Interestingly your education feature commented very positively on education in Finland ('Why Finland's real innovation is putting students first', May 17) Our son in Tokyo reports that there has been a recent visit from a team of Finnish educationalists to look specifically at the place of team work in Japanese schools. During the Covid period I decided to read all of Charles Dickens's novels. I thoroughly enjoyed this undertaking and revisited many well-loved characters. I then decided to do the same with Walter Scott's works, which are naturally very different in subject and style to Dickens. Having already read 10, I decided to go back to Waverley and to read the full opus in chronological order. Unlike Mr Dow, who says he has read many, I have now read the vast majority of the 27 works (only two to go!) so I think I have the right to esteem Scott. Also – unlike him, but like Rosemary Goring – I find Scott page-turning stuff. I find Mr Dow's comparison of other artistic figures somewhat unfortunate. For a start, Milton and Spenser lived in different centuries; Constable and Turner painted in different genres; and Handel was first and foremost an opera composer. Bach wrote none. FOR DECADES America's fastest-growing religious affiliation was no religion at all. In 1990 just 5% of Americans said they were atheists, agnostics or believed in 'nothing in particular'. By 2019 some 30% ticked those boxes. Those who left the pews became more socially liberal, married later and had fewer children.
