Centre launches module for fresh demand assessment of CNPN spectrum
Department of Telecommunications
(
DoT
) on Monday launched a module on Saral Sanchar portal to assess a fresh demand for spectrum in various prospective frequency bands and carry out a demand survey, to identify the prospective frequency bands for the direct assignment of spectrum for
Captive Non-Public Networks
(CNPN)-based services.
The eligibility criteria for direct assignment of spectrum will be governed by the CNPN guidelines, according to the Department.
Enterprises having net-worth more than ₹100 crore, willing to set up CNPNs by obtaining spectrum directly from DoT and System Integrators interested in establishing CNPN networks for such enterprises are invited to participate in this exercise.
The details can be submitted on the portal from July 1 till July 31, said the Ministry of Communications.
The DoT had issued guidelines for the establishment of CNPNs which allow enterprises to set up their own captive, private 4G/5G networks by either utilising the spectrum assigned to the telecom service providers (TSPs) or through the direct assignment of spectrum, thereby ensuring secure, high-reliability, and low-latency connectivity tailored to specific operational requirements.
Certain frequency bands were initially proposed for direct assignment of spectrum to CNPN licensees. However, it was observed that there was a lack of device ecosystem in the frequency band identified for CNPN, according to the DoT.
During recent analysis, it was observed that device ecosystem for CNPN is mostly available in IMT bands and 5G technology has also considerably advanced with different use cases, said DoT in a statement.
Also, system integrators are keenly interested in establishing CNPN based networks. Accordingly, the DoT has now launched a module on Saral Sanchar portal.
CNPNs are private, localised networks that enterprises can establish for their own use, often leveraging 5G technology. These networks are not for commercial public use and are designed to provide secure, low-latency, and high-throughput communication for specific organisational needs.

Meanwhile, the Department of Telecommunications (DoT) has developed the Financial Fraud Risk Indicator (FRI), which is a risk-based metric that classifies a mobile number to have been associated with Medium, High, or Very High risk of financial fraud, the minister informed the house. FRI empowers stakeholders-especially banks, Non-Banking Financial Companies (NBFCs) and Unified Payment Interface (UPI) service providers, to prioritise enforcement and take additional customer protection measures in case a mobile number has a high risk. FRI is available through the Digital Intelligence Platform (DIP) to the stakeholders. RBI has issued separate advisories to banks and Payment Service Operators (PSO) for integration of FRI with their respective systems and to adopt necessary real-time response protocols (like alerts, transaction delays, warnings, transaction decline, etc), the minister stated. According to the reply, based on the Action Taken Reports (ATRs) submitted on DIP, 34 banks, financial institutions, and UPI service providers have frozen 10.02 lakh bank accounts, payment wallets, and placed debit and credit restrictions on 3.05 lakh bank accounts, payment wallets. Fertilizer retailers warned against forcing farmers to buy additional products in Erode
The Department of Agriculture and Farmers Welfare has warned fertilizer retailers against compelling farmers to purchase additional products such as micronutrients, bio-stimulants, or crop tonics. In a press release, Joint Director of Agriculture M. Tamilselvi said that for the current Kharif season, adequate stocks of fertilizers had been made available at private outlets and Primary Agricultural Cooperative Credit Societies across the district. As of August 5, the stock position of Urea was 3,572 metric tonnes, DAP – 1,989 metric tonnes, Potash – 2,894 metric tonnes, Single Super Phosphate – 1,084 metric tonnes, and complex fertilisers – 6,747 metric tonnes. A district-level fertilizer monitoring committee is conducting inspections at regular intervals to ensure fair and legal distribution. Retail licence holders have been instructed to procure fertilizers based on local demand and to sell them only after recording the Aadhaar number of the purchasing farmer. 'Purchasing and hoarding fertilizers in excess of actual requirement, or diverting them for other purposes, is illegal. If such violations are found, the retail outlet's licence will be permanently cancelled and legal action will be initiated in court,' the release warned. The official further emphasised that all fertilizers must be sold strictly according to the needs of farmers, and no supplementary product should be forced upon them under any pretext. The Department has urged farmers to report any such malpractices immediately.
