10 days to go, Bihar CEO launches online form for residents outside the state to get onboard SIR

With only 10 days left for the submission and uploading of enumeration forms to be included as voters in the Election Commission's Special Intensive Revision (SIR) drive, Bihar Chief Electoral Office (CEO) has launched 'an easy, two-step' online form for the estimated one crore migrants living outside the state, amid concerns that they may be left out of the exercise.
Bihar CEO Vinod Singh Gunjiyal told The Indian Express in an interview earlier that the Election Commission was working on a hassle-free online system to address apprehensions of 'those living temporarily outside Bihar'.
On Tuesday, the Bihar CEO's office prominently advertised the process of online submission, through just scanning a QR code. 'If you have a mobile phone in hand, why worry about filling an enumeration form?' says the EC advertisement. It goes on to explain: 'After clicking the 'enumeration form online' on ECI site, one can log in using one's EPIC (voter ID) number or mobile phone, and the enumeration form will show. One can now fill in details such as one's name and date of birth.'
For signature, the advertisement says, the applicant can sign on a white sheet of paper or put a thumb impression, and upload it with the form. The EC said a confirmation SMS would be received on the applicant's phone.
About uploading a photo and documents, the CEO makes it clear that if one is unable to submit the same, Electoral Registration Officers (EROs) would take a final call, on the basis of documents which can be submitted between August 1 and August 30, or use other records such as names in government schemes or land documents.
All parties welcomed the EC initiative, with the RJD and Congress calling it 'belated'. RJD spokesperson Mrityunjay Tiwari said: 'The EC has been responding late to all our grievances. Retaining migrants in electoral rolls has always been a matter of big concern. Anyways, it is a welcome move.'
Bihar Congress spokesperson Asit Nath Tiwari said: 'We have been talking about it for a long while. Though it is a belated move, it is better late than never.'
Welcoming the EC move, JD(U) spokesperson Neeraj Kumar said the EC has been trying its best to complete the task.
LJP (Ram Vilas) Bihar in-charge and Jamui MP Arun Kumar Bharti said: 'Our only objective is to ensure that the poor, Dalits and those temporarily living out of Bihar are not dropped from the electoral rolls.'

On August 11, INDIA bloc MPs plan to march from Parliament to the Election Commission. Since the start of the Monsoon Session, both Houses of Parliament have witnessed protests over the SIR. Earlier, NCP (SP) president Sharad Pawar on Saturday praised Congress leader Rahul Gandhi's presentation on 'vote theft,' calling it well-researched and well-documented, and said it was now up to the Election Commission of India (ECI) to act on it. Speaking at a press conference in Nagpur, Pawar acknowledged that the opposition Maha Vikas Aghadi should have been more vigilant before the Maharashtra elections. 'We should have looked into it earlier and been careful,' he said. Rahul Gandhi accuses BJP, EC of 'vote chori' On Friday, INDIA bloc leaders met at Congress MP and Leader of Opposition in the Lok Sabha, Rahul Gandhi's residence, for a dinner to discuss their strategy on the SIR in Bihar. During the meeting, Gandhi delivered a presentation on 'vote chori being done,' alleging that the BJP, in collusion with the Election Commission, was 'rigging' the elections. Opposition parties have been demanding a debate on the SIR exercise since the monsoon session of Parliament, claiming it will lead to widespread disenfranchisement. Gandhi detailed what he called the BJP's 'vote chori model' and explained the entire 'game' of how the party and the Election Commission were allegedly manipulating polls. In a post on X, the Congress said: 'A united front against electoral manipulation! We are committed to protecting democracy and will save it from being destroyed at all costs.' Earlier the same day, Gandhi held a press conference where he presented evidence, describing the alleged malpractice as a 'huge criminal fraud' carried out through 'collusion' between the BJP and the Election Commission. Congress deputy leader in the Lok Sabha Gaurav Gogoi said, 'The way opposition parties have been united in Parliament in national interest and have cornered the government, the same unity was visible in the meeting as well.' The Election Commission of India (ECI) later responded, saying: 'Rahul Gandhi should either give a Declaration as per rules or apologise to the country for his false allegations.' Gogoi said that leaders from around 24 parties attended, including Sharad Pawar, Karnataka chief minister Siddaramaiah, former Maharashtra chief minister Uddhav Thackeray, Tejashwi Yadav, and former Jammu and Kashmir chief minister Farooq Abdullah. He described the gathering as having 'an atmosphere of dialogue, friendship and harmony.' He added, 'The manner in which we questioned the Govt in Parliament in public interest and national interest, in a united manner, we asked them important questions – we experienced the same atmosphere… He addressed a press conference on the issues of fake voters, bogus voting. Patna: Adding a twist to the row over Bihar's voter list revision, RJD leader Tejashwi Yadav has claimed that Deputy Chief Minister and BJP leader Vijay Kumar Sinha holds two EPIC cards. The Election Commission issues every eligible voter an EPIC -- Electors Photo Identity Card -- and a voter must have only one EPIC number. Mr Sinha has hit back, saying that he has already requested the removal of his name from one constituency and accusing Mr Yadav of levelling false allegations. In a press meet this morning, Mr Yadav claimed that Deputy Chief Minister Sinha has two EPIC numbers. "These numbers are in two separate Assembly segments, and his age is also different in these cards. One EPIC number is in the Bankipur segment and his age is 60. Another EPIC number is in Lakhisarai and his age is 57 in this one. The poll body has trashed these allegations. Amid this row, the Election Commission sought an explanation from Mr Yadav, alleging that he holds a "fake" EPIC card. "The public should know who is doing fraud. Lakhisarai Assembly EPIC No is IAF3939337 while Bankipur Assembly EPIC No is AFS0853341," Mr Yadav said, targeting the Deputy Chief Minister. "In January's list, Bankipur was mentioned in his affidavit. When the BLO went to Lakhisarai, he would have signed, and when the BLO went to Bankipur, he would have signed there too. That is why his name has appeared in separate voter lists from both places." "Either Election Commission's SIR exercise in Bihar is a fraud, or the Deputy Chief Minister of Bihar Vijay Kumar Sinha is committing a fraud... "The details of the EPIC card mentioned by you in the press conference on 02.08.2025 were requested for thorough investigation, but till now, the desired documents and a copy of the EPIC card have not been provided from your level. Therefore, it is requested again that details should be made available to the undersigned by the afternoon of 08.08.2025 so that it can be thoroughly investigated," the letter to Mr Yadav said.
