‘Completely ghosted us': PNW customers detail financial losses, unfinished jobs tied to local contractor

PORTLAND, Ore. (KOIN) — Picture writing a five-figure check for a new barn, only to encounter months of delays and setbacks, which often ended with little to no construction on the project.
That's the reality for certain families in southwest Washington and Oregon, who share similar stories of unfinished work and big dollar losses at the hands of a local barn-building outfit.
Dr. George Apostolopoulos lives on a little over an acre in the small community of Boring.
He says well over a year ago, he signed a contract with Wapiti Pacific to build a decent-sized pole barn next to his home.
He forked over at least $14,000 to get the process started.
'I kept asking for plans, and why aren't things moving along. I got verbal reassurance the project could still be done by the end of the year, once you break ground things move quickly, but none of that was happening,' he tells KOIN 6 News.
He said there was a small septic issue he had to clear up with the county, but that was fixed fairly quickly.
Weeks turned into months, and by February of this year there still was no construction or firm plan.
That's when got a stunning email.
'I guess the 'Uh oh' moment came when he sent a notice he was going out of business suddenly,' said Apostolopoulos
He wasn't alone.
'We were just thinking 'Crap.' We're trying to get ahold of him to find out, and he just completely ghosted us,' said Anne Lynch Roberts.
She and her husband contracted Wapiti to build a structure on their property in Canby.
After putting down about $17,000 to get permits and construction underway, the couple says they effectively have nothing to show for it except for some design plans.
'It's very disappointing. There's no protection,' said Roberts.
Soon, she stumbled onto a private Facebook group that was filled with complaints about Wapiti and its tactics.
'There's 30 people in our group, and he was still trying to collect money from other people, even though he was out of business,' said Roberts.
Both the Oregon Construction Contractors Board, and the equivalent in Washington, show complaints against Wapiti piling up this year.
Some of the dollar amounts tied to the open cases top $40,000, and in one Oregon complaint obtained by KOIN 6 a customer says they're 'out nearly 90k.'
The complaint also alleges that the little pole work that was done on their property fell apart earlier this year, and that 'the trusses collapsed […] jeopardizing the integrity of the complete structure.'
The Wapiti website is no more, and emails to accounts tied to the company bounce back.
The address tied to the Oregon operation is a PO Box near Sandy.
Eventually, the owner and operator Matt Brindell did respond to KOIN with a brief email comment.
'We contacted all of the individuals who were in the process of being built but not built yet, letting them know that we were going to work through closing things out and figure out refunds, and sending those when appropriate…' Brindell wrote.
He added that they're sending out promissory notes and called the larger situation 'unfortunate.'
KOIN 6 offered to do an interview, including via ZOOM, but that didn't happen.
For customers like Apostolopoulos, the entire experience feels beyond frustrating.
'You have to be pretty blind or willfully neglectful to not see a pattern here,' he said.
Most of these cases in Oregon and Washington are still open, and mediation is underway in some of them.
According to the state website, the construction license tied to Wapiti in Washington is currently 'suspended,' and the one in Oregon is 'voluntarily surrendered.'
At least one other customer who didn't want to be named is contemplating a lawsuit, although it's not clear how much money could be recovered in that situation.

Like most of us, he didn't bother to ask for the price of each dish while piling food onto his plate, thus, was blindsided when it was time to pay. To top it off, the bill included a 6% SST charge. Apparently, this wasn't his first rodeo. He claimed to be a long-time patron, dating back to the shop's humble pushcart beginnings, particularly fond of their fried chicken. So naturally, the RM30 price tag would hit harder. Many netizens chimed in, siding with the man and dropping jokes here and there. But not everyone took his side. A user posted an estimated itemised bill of his meal while calling him out for being 'greedy'. The plot thickened when the eatery's owner responded with a detailed breakdown of the cai peng, which included: Curry chicken (RM6) Rice (RM4) Braised eggs (RM1.50) Curry vegetables (RM4) Braised pork (RM15) Chinese tea (RM1) She also pointed out that he had taken a rather generous helping of pork, something not clearly reflected in his photo, and accused him of using a strategic camera angle to downplay the portion. However, the man wasn't backing down. He responded, insisting that he didn't even order any drinks, throwing the validity of the breakdown into question. Deadline looms for MultCo budget approval

PORTLAND, Ore. (KOIN) — Time is running out on budget talks for the Multnomah County Board, with the adoption vote looming on Thursday. Multnomah County Commissioner Shannon Singleton said the board is still considering around 30 amendments to the Chair's original proposed budget. 'We have the same sort of revenue that we're using to fund programs that we want to fund from different commission offices, and so it's working through, with each other because we can't double spend money,' Singleton said. 'Who is going to kind of let go of something or if they can find another funding source for that.' Some amendments are new programs, and others are restorations. But she said if some pass, there could be around $20 million in changes from the original proposed budget. 'Plus we had some new revenue amendments that were added to the process,' Singleton said, 'And so there are some additional funds that we're able to spend so that somewhere we don't have to make reductions in the chair's proposed budget.' Cuts are still a top concern for Multnomah County District Attorney Nathan Vasquez. Vasquez has said proposed cuts to his budget would mean layoffs in the DA's office. In a statement to KOIN 6 Vasquez said, 'I have been loud about the need to fully fund the DA's office because the people of Multnomah County want and deserve a safer community. I do too. And that takes a fully funded DA's Office. We are hoping for the best and watching closely to see what happens tomorrow with the budget vote.' 'The reductions that the DA faced are comparable to what other departments have faced in a reduction year,' Singleton said. 'It's really important that we're thoughtful about where those come and we don't just cut from the front line direct services.' Another department staring down serious cuts — county health. Among those cuts is the entire Nurse-Family Partnership program. Singleton said everyone is facing an economic downturn. 'Not just the county, but the human beings living here as well,' she said. 'And so it's really important to me that we come out with a balanced budget. And I don't mean balanced in the number, but balanced in where those reductions have been. After just over 2 months of operations at Sims Vista Market & Food Centre, Heritage Sin Kee Chicken Rice closed for good on 24 May 2025. The reason for their closure was not specified, simply stating they've ceased operations 'till further notice'. We can't talk about chicken rice in Singapore without mentioning the legendary Sin Kee Chicken Rice, first founded at Margaret Drive in 1971 by Mr Leong Fook Wing. Today, there are 6 stalls islandwide that share the 'Sin Kee' name, and while not all are directly connected, some trace their roots back to the OG. One such stall is the aforementioned Heritage Sin Kee Chicken Rice, run by one of the late founder's sons, Niven. Before rebranding to its current name, this stall had undergone many variations, from Uncle Chicken Rice, Sin Kee Famous Chicken (featured in the Singapore episode of Netflix's Street Food: Asia!), to Sin Kee Chicken Rice (Margaret Drive). Heritage Sin Kee Chicken Rice's closure was made known by the posters Niven plastered across his stall front — one placed directly on his face on the signage. He uploaded it to Facebook with a sardonic caption, 'My face so 乞人憎 (qi ren zeng). Must sealed up', a phrase that loosely translates to 'so annoying, people can't stand the sight of it.' A separate Facebook post by a netizen on 10 Jun garnered mixed reactions in the comments. While some loyal customers were disappointed by this sudden news, others were noting Niven's pattern of relatively short stints at various locations.
