‘Completely ghosted us': PNW customers detail financial losses, unfinished jobs tied to local contractor

PORTLAND, Ore. (KOIN) — Picture writing a five-figure check for a new barn, only to encounter months of delays and setbacks, which often ended with little to no construction on the project.
That's the reality for certain families in southwest Washington and Oregon, who share similar stories of unfinished work and big dollar losses at the hands of a local barn-building outfit.
Dr. George Apostolopoulos lives on a little over an acre in the small community of Boring.
He says well over a year ago, he signed a contract with Wapiti Pacific to build a decent-sized pole barn next to his home.
He forked over at least $14,000 to get the process started.
'I kept asking for plans, and why aren't things moving along. I got verbal reassurance the project could still be done by the end of the year, once you break ground things move quickly, but none of that was happening,' he tells KOIN 6 News.
He said there was a small septic issue he had to clear up with the county, but that was fixed fairly quickly.
Weeks turned into months, and by February of this year there still was no construction or firm plan.
That's when got a stunning email.
'I guess the 'Uh oh' moment came when he sent a notice he was going out of business suddenly,' said Apostolopoulos
He wasn't alone.
'We were just thinking 'Crap.' We're trying to get ahold of him to find out, and he just completely ghosted us,' said Anne Lynch Roberts.
She and her husband contracted Wapiti to build a structure on their property in Canby.
After putting down about $17,000 to get permits and construction underway, the couple says they effectively have nothing to show for it except for some design plans.
'It's very disappointing. There's no protection,' said Roberts.
Soon, she stumbled onto a private Facebook group that was filled with complaints about Wapiti and its tactics.
'There's 30 people in our group, and he was still trying to collect money from other people, even though he was out of business,' said Roberts.
Both the Oregon Construction Contractors Board, and the equivalent in Washington, show complaints against Wapiti piling up this year.
Some of the dollar amounts tied to the open cases top $40,000, and in one Oregon complaint obtained by KOIN 6 a customer says they're 'out nearly 90k.'
The complaint also alleges that the little pole work that was done on their property fell apart earlier this year, and that 'the trusses collapsed […] jeopardizing the integrity of the complete structure.'
The Wapiti website is no more, and emails to accounts tied to the company bounce back.
The address tied to the Oregon operation is a PO Box near Sandy.
Eventually, the owner and operator Matt Brindell did respond to KOIN with a brief email comment.
'We contacted all of the individuals who were in the process of being built but not built yet, letting them know that we were going to work through closing things out and figure out refunds, and sending those when appropriate…' Brindell wrote.
He added that they're sending out promissory notes and called the larger situation 'unfortunate.'
KOIN 6 offered to do an interview, including via ZOOM, but that didn't happen.
For customers like Apostolopoulos, the entire experience feels beyond frustrating.
'You have to be pretty blind or willfully neglectful to not see a pattern here,' he said.
Most of these cases in Oregon and Washington are still open, and mediation is underway in some of them.
According to the state website, the construction license tied to Wapiti in Washington is currently 'suspended,' and the one in Oregon is 'voluntarily surrendered.'
At least one other customer who didn't want to be named is contemplating a lawsuit, although it's not clear how much money could be recovered in that situation.

Meta has outlined some new ad tools, primarily guided by its evolving AI targeting, which are designed to help marketers 'sleigh' their sales goals this holiday season. I will also note that this is not my pun, Meta actually included this within its overview of these new features. But average pun work aside, there are some handy elements here, which could help in your holiday promotions. First off, Meta's adding more ways for brands to work with creators, through improved creator search parameters in Instagram Creator Marketplace. As per Meta: 'We're adding more language and region filters to cater to a businesses' geography, as we onboard more creators globally to Instagram's creator marketplace.' That'll give you more capacity to find the right creators for your products, and your target audience, which could also help you expand into new regions and audience subsets. Meta's also giving brands a new way to work with creators via partnership ads, by combining partnership promotions with Advantage+ catalog matching. 'This now includes the option to add a partnership 'intro card' from a new or existing partnership ad onto a catalog carousel ad.' So you'll be able to use the expanded power of partnership promotions in combination with Meta's evolving AI product matching, ensuring that the right product gets displayed to relevant audiences via partnership campaigns. Which you'll also be able to expand even further by showcasing more products in your Partnership Ads via the 'Show Products' optimization in Advantage+ creative. As you can see in the first example above, by using 'Show Products,' Meta will automatically turn single media partnership ads into a catalog display when the system detects that it will increase performance. 'Advertisers who tested the 'show products' optimization in Advantage+ creative with partnership ads saw a 4% higher click through rate and 3% higher conversions compared to partnership ads without this optimization.' So it could be effective, providing another means to showcase the right products to the right people across both Facebook and Instagram. And as you can see in the second example above, advertisers will also be able to include creator testimonials in partnership ads on Instagram, which are now available to advertisers globally. 'With testimonials marketers can increase the performance of their partnership ads by providing product endorsements as a featured comment within the ad.' Meta's also adding some additional video ad options, in order to align with increased video consumption in its apps. Indeed, Meta says that time spent with video content on Facebook has increased 20% year-over-year, and these new ad options will help brands tap into this behavioural shift. First, Meta's testing a new 'show products' optimization for Facebook and Instagram Reels ads, which will automatically turning a single media Reels ad into a shoppable ad format, populated with products from a brand's catalog. That'll give you another way to showcase more of your products, with less manual effort, while Meta's also looking to give people more information about an advertiser through a new details option, that will be accessible by swiping up on a Reels ad. Meta's also expanding its catalog listing in carousel ads available on IG, which will enable those using Advantage+ catalog ads in carousel format to display catalog product videos on Instagram Reels 'The addition of video to the new scrollable carousel grid format on Instagram Reels is driving improved performance for brands, with a 7% increase in conversion rates on average for advertisers who tested adding video to their Advantage+ catalog campaigns on Instagram Reels compared to images only.' So more ways to use Meta's evolving automated ad formats, with more engaging, interesting promotions in-stream. Meta's also encouraging advertisers to tap into its new Flexible Media offering, which enables Meta's ad system to deliver ads into new placements when it predicts that such will help performance. 'Advertisers that tested this solution saw a 23% increase in conversions and businesses globally can now tap into these performance gains.' So essentially, this will enable Meta's ad system to expand your placements as it sees fit, though that will still be confined by your set budget parameters. Meta's also adding new 'creative insights' in ads manager, to provide more insight into the creative approaches that are driving the most impact, while it's also introducing 'related media,' which recommends existing media to include in newly created ad sets. 'By adding these media suggestions to their new campaigns, advertisers can easily increase the volume and diversity of available creatives, which can help improve performance by reaching new and previously untapped audiences in placements across Meta.' Meta's also expanding its omnichannel ads to all advertisers globally, which are designed to drive sales activity based on wherever customers are more likely to buy, while it's also expanding its Shops Ads to new markets (Mexico, Canada, Germany, France, Spain, Italy, and Japan). Finally, Meta's also giving more Facebook advertisers access to email sign up offers, which enables marketers to offer promotional discounts in exchange for customer email addresses. That could be a valuable option to help build your email lists, with Meta reporting that ads with email sign-up offers drive an average increase of 4.6x emails submitted over a 14-day period. The victim, Jim Maidens, a disabled former registered nurse and car enthusiast, wanted the true classic so much he was willing to pay the price, sight unseen. Now, he's sounding the alarm on a tried-and-true Facebook Marketplace scam that continues to fleece unsuspecting buyers out of money. Here's what you need to know to stay safe. The fantasy car that turned out to be pure fiction Maidens knows about Corvettes — he owns several, all purchased locally. So when he found some used models on sale on Facebook, his interest was quickly piqued. 'Well, on this page, there are three or four Corvettes. A 1969 for $38,000. There's a '73 for $11,800,' he said. And when he spotted what appeared to be an incredible deal — a vintage Corvette priced at just $26,000 with a $750 delivery fee — he believed he'd hit the jackpot. Fearing another buyer might snatch up the deal, Maidens wired the full amount without seeing the vehicle in person. The seller provided seemingly legitimate paperwork, including a bill of sale with VIN number and electronic signature. 'He called me, as I remember, and said that he had gotten the wire and that the car would be loaded on the weekend and would be here on Monday,' said Maidens. 'The car never showed up. I tried to reach him, and I'm blocked.' '$26,750 bucks,' he said. 'Boom, gone. Once I was blocked from communicating with him, then I knew it was all over.' How to spot a fraudulent Facebook Marketplace listing When Maidens finally contacted authorities, a deputy managed to reach the scammer by phone, but the trail immediately went cold. 'As soon as he knew he was a police officer, he hung up and blocked him,' said Maidens. Maiden fell victim to what's known as an advanced payment scam, which involves a seller requesting payment up front for an item they never intend to deliver. These scams are especially common on listings for big-ticket items like vehicles or rentals. The warning signs? Drastically underpriced vehicles The seller profile features multiple suspiciously cheap listings Generic descriptions are reused across multiple listings by the same seller The seller requests switching all communication to email Claims of being abroad with offers to deliver for a "refundable deposit" Mentions of working with transport companies (when selling cars) The seller uses stolen company details from small dealers or logistics firms The listing photos are stolen from genuine Autotrader or eBay listings Fortunately, there are steps you can take to go after the fraudulent seller to get your money back: Contact the seller directly first. Many marketplace issues can be resolved through direct communication with the seller before escalating. Document all evidence. Take screenshots of conversations, listings, transactions, and receipts, as this documentation is critical for reporting. Report the scam to Facebook. If the seller won't cooperate, use Facebook's reporting system by finding the listing. On Facebook, go to "Options" → "Report Listing" → "Scam" to alert moderators. Contact your payment provider. Immediately dispute charges with your bank, credit card company, or PayPal, which typically offer buyer protection programs for unauthorized or fraudulent transactions. Failing that, you can perform a chargeback if you used a credit card. Report to the authorities. File complaints with the FTC ( IC3 ( and local law enforcement to create an official record of the fraud. Facebook does provide purchase protection for some items bought through Facebook Marketplace. This free security protection applies if: You didn't receive your order. The product arrived damaged or different from the description in the listing. The seller didn't follow their stated refund policy. The purchase was unauthorized. The seller has been removed from Facebook. Sounds great, right? Unfortunately, purchasers like Maidens are exempt. Facebook Purchase Protection does not cover orders over $2,000, services, or vehicles. As for Maidens' advice, looking back? 'Don't buy anything without having it physically present,' he told reporters.
