
Elon Musk's Tesla hits a speed bump in its California ‘Robotaxi' rollout: Permits
Musk is trying to transform Tesla and sees a nationwide fleet of fully autonomous taxis and humanoid robots as the only ideas that will matter to his long-term business strategy. He took the first step in Austin, Texas last month, piloting $4.20 rides with a human in the front passenger seat under the 'Robotaxi' brand.
But Tesla faces more hurdles to doing the same in California, where it lacks permits that would allow it to run any autonomous service, even with a safety driver, and to charge for it. Without those approvals, there can be no Robotaxi.
Tesla scheduled two meetings with the California DMV this month, with the latest for last Thursday. Hours later, the DMV and another oversight body publicly warned the company against an unauthorized Robotaxi rollout in the San Francisco Bay Area, amid media reports of such plans.
In both cases, Musk made a habit of dropping launch date targets just ahead of the calls. Two days before his team's first July meeting, the CEO posted on X that he was waiting on California regulators, despite not having submitted any recent applications. He gave a new timeline and location: 'a month or two' to bring Robotaxis to the Bay Area. Then, a day before the second DMV meeting this month, Musk spoke on an earnings call about his goal of getting permission for Robotaxi launches in the Bay Area, among other cities, by the end of the year.
The term 'Robotaxi' was never used in obtained emails, letters and meeting invites exchanged between the company and the DMV's autonomous vehicle branch over the past year.
Tesla and the employees mentioned in this story did not respond to requests for comment.
Clearing the air
The documents show moments where Tesla was on the back foot as it made appeals to the DMV.
On April 10, Casey Blaine, Tesla's senior counsel of regulatory affairs, got in touch with the department to dispel a suggestion — made on social media by an unnamed employee — that it would introduce unsupervised, full self-driving in Los Angeles later this year — software for its cars to move autonomously without the need for human monitoring or intervention.

CNBC Daily Open: Markets appear to have gotten over the July jobs report — unlike Trump
The U.S. Bureau of Labor Statistics' July's jobs report revised previous months' figures down so dramatically that U.S. President Donald Trump on Monday called it "RIGGED" and "CONCOCTED." Markets, however, seem to have shrugged off their worries for now — U.S. stocks rebounded Monday from the sell-off on Friday after the report was released. But the move could be more of an instinctive reflex than a reflection of what's really driving markets. "Today is sort of a bounce-back day," said Sam Stovall, chief investment strategist at CFRA Research. "Stocks tend to pop after a drop, so that's what's happening." "We have to wait and see what happens tomorrow, because there could be a possibility that investors think, 'You know what, we really need to take some money off the table to digest some of these gains,'" he added. Trump's new tariffs come into force on Aug. 7, so there's a possibility investors could seize this opportunity, when markets have recovered slightly from Friday's losses, to take profit first — and before any further slowdown, as suggested by July's jobs report, is potentially "rigged" and strikes the U.S. economy. Trump will 'substantially' raise tariffs on India. The South Asian country's oil purchases from Russia is the cause behind Trump's threat. In response, India said it was being "targeted" by the U.S. and EU, and criticized them as "indulging in trade with Russia." The EU will suspend its planned U.S. tariffs for six months. The countermeasures, which would have taken effect on Aug. 7, were delayed to allow the bloc to "further negotiate" with the U.S. and "finalise a Joint Statement" on their trade deal. U.S. stocks rebound from Friday's losses. Major U.S. indexes rose Monday, with the S&P 500 snapping a four-day losing streak. Asia-Pacific markets traded higher Tuesday, though India's Nifty 50 fell as it began trading for the day. Palantir's quarterly revenue exceeds $1 billion. Wall Street had expected the software provider to hit that milestone only in the fourth quarter of the year. But a 48% year-over-year jump in second-quarter revenue helped Palantir beat forecasts. One of the key changes being floated would require FPIs to have an active listing on a "major" non-U.S. exchange to qualify for exemptions from some regulatory requirements.

This is a time when Tesla's China shipments are falling. Yeah, the Tesla China shipments on Monday came in lighter and it is a kind of a proxy for overall performance at Tesla because the Shanghai factory churns out more cars and more EVs for Tesla than any other around the world. And now we continue to see a slippage. The sixth in seven month we've seen a decline. So this does just reflect not just Tesla's own performance, but the especially in China, the world's biggest EV market. There is a competitive struggle underway and the likes of the bigger players like Tesla and BYD have been struggling. But Elon Musk, who's decided to take great control of of sales to try and revive and turn around Tesla that pay package will come into a broader focus and for him maybe focus the mind as he really extends that turnaround in the years to come.
