
Who is Satish Golcha, brought in as Delhi Police chief after attack on Rekha Gupta?
He is a 1992-batch IPS officer from the AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) cadre.
He replaces senior IPS officer Shashi Bhushan Kumar Singh. Singh, the Director General of Home Guards, was given additional charge as Delhi Police Chief following the retirement of his predecessor, Sanjay Arora. Singh took charge of the force on August 1.
The move comes a day after Delhi Chief Minister Rekha Gupta was attacked during a Jan Sunwai (public hearing) meeting at her Civil Lines Camp Office, adjacent to her official residence, by a man from Gujarat.
A notification issued by the Ministry of Home Affairs on Thursday stated, 'With the approval of the competent authority, Shri Satish Golcha, IPS (AGMUT 1992), presently posted as Director General (Prisons), Delhi, is hereby appointed to the post of the Commissioner of Police, Delhi, with effect from the date of assumption of charge and until further orders.'
Born on April 30, 1967, Golcha took charge of the city's prisons on May 1, 2024.
He was initially appointed on an interim basis after major gang wars and murders were reported in the jail. His appointment was later regularised.
Before this, he was the Special Commissioner (Intelligence) in the Delhi Police and also served as the Director General of Police (DGP) in Arunachal Pradesh.
Golcha also served as the Special CP, Law and Order, during the 2020 riots in Northeast Delhi.
Following the attack on the CM, the Central Reserve Police Force (CRPF) took charge of her security from the Delhi Police late Wednesday night. It is providing 'Z' category security cover to her.
A source said the decision to hand over security to the CRPF was taken after an initial inquiry found major security lapses behind Wednesday's incident and the alleged non-activity of security personnel of the Delhi Police when the incident took place.

Over 500 stolen or lost phones handed over to owners in Nandyal
The Nandyal district police on Thursday handed over 508 stolen or lost phones worth ₹83.82 lakh to the owners during the fourth phase of mobile recovery mela held at the district police office here. Superintendent of Police Adhiraj Singh Rana said, 'In Nandyal district, a total of 2,931 mobiles worth ₹5.66 crore have been recovered and handed over to the complainants in four phases'. He said in the fourth phase, the phones were recovered from Maharashtra, Tamil Nadu, Karnataka, Telangana, and from Visakhapatnam, Nellore, Guntur, Kadapa, Kurnool, and Anantapur districts within the State. 'When the first mobile recovery mela was held on April 27, 2023, 847 mobiles worth ₹1.52 crore were handed over to the owners followed by 510 mobiles worth ₹86 lakh during second mela and 1,066 mobiles worth ₹2.43 crore in the third mela held in 2024,' the SP said. He asked people take proper care of their phones as they contain personal and banking information. Explaining the process on how to lodge a complaint against theft or loss of a mobile phone, Mr. Rana said those who have lost their phones can message 'HAI' to 9121101107 on WhatsApp following which they will receive a link. The complainant should then submit their name, district, police station jurisdiction, place where they lost the mobile, IMEI number, mobile number and others for the police to investigate. The complainant can also lodge a complaint on the CEIR portal, he added.

Two wanted criminals nabbed in Gurgaon following encounter
In an early morning security operation, two wanted criminals were nabbed following an encounter with the personnel of the Special Task Force (STF) of the Bahadurgarh (Jhajjar) Police on Thursday near Garhi Harsaru Road in Gurgaon, said officers. This comes two days after a deadly attack on the STF Palwal team in which the two criminals were allegedly involved. The accused, identified as Yashpal (23) and Nitin (28), both residents of Olant village in Rewari district of Haryana, were injured after a brief exchange of gunfire on Thursday morning. They were rushed to the Civil Hospital in Sector-10 for treatment, said police. According to the police, the STF received a tip-off on Wednesday about their presence men in the area. Acting on the information, a team led by Inspector Rakesh Kumar reached the specified location around 3 am. Upon spotting the police, the suspects attempted to flee and opened fire on the team, discharging six rounds. 'Two bullets struck the bulletproof jackets of ASI Vikas and PSI Manoj, but no injuries were reported among the police personnel. Despite repeated warnings to surrender, the accused continued firing, prompting the STF to retaliate with three rounds aimed at the suspects' legs,' a police spokesperson said. The police recovered two illegal pistols and nine empty cartridge shells from the scene. Fingerprint analysis, Forensic Science Laboratory (FSL), and Scene of Crime teams were called to inspect the site. A case has been registered against the accused at Sector-10 Police Station under relevant sections. 'Preliminary investigation revealed that the duo was planning a major criminal act. Nitin has a criminal record with seven cases registered against him in Rewari, including charges of theft, assault, brawls, and violations under the POCSO Act, along with one case under the Arms Act in Gurugram. Yashpal has one case each in Rewari for attacking a police team and in Gurugram under the Arms Act,' the spokesperson added. The accused will be formally arrested after their discharge from the hospital, police said, with further investigation still underway.

New Delhi: Satish Golcha, an IPS officer of the 1992 batch, was on Thursday named the new Delhi Police Commissioner, an announcement that comes a day after a security breach and assault on Chief Minister Rekha Gupta by a visitor at her public hearing. Known as a no-nonsense and upright officer and recognised for his integrity and diligence, Golcha's appointment to the top post follows a tenure as the Director General (Prisons) for the Delhi government. With a reputation of possessing top administrative skills and professionalism, Golcha is known for leading the investigation in key cases, including the 1984 anti-Sikh riots. Golcha is also famous for the investigations he led as Special CP (Intelligence) and Special CP (Law & Order), Delhi Police, Director General of Police, Arunachal Pradesh and during his stint in the Central Bureau of Investigation (CBI). Born on April 30, 1967, Golcha joined the Arunachal Pradesh-Goa-Mizoram and Union Territory cadre of Indian Police Service on October 11, 1992.
