Majorca plans to ‘ditch British tourists' – but will it work?
In a new 350-page 'sustainability pact' document, the Balearic government has outlined plans to 'reduce dependence on traditional tourist markets, specifically Germany and the UK'.
The government of Majorca, Menorca, Ibiza and Formentera has also announced plans to increase the Sustainable Tourism Tax on the island to up to €6 (£5) per night in peak months. According to the proposals, holiday vehicles on the islands will be taxed up to €80 depending on the length of stay.
Unveiling the island group's sustainable tourism strategy, President Marga Prohens said that the island must 'abandon strategies based on high volumes and low prices'.
However, the stated desire to reduce a dependence on British holidaymakers has led to concern in the UK. Our favourite holiday islands have now put it in pen and ink that they want fewer British tourists coming through the door. As the Balearic Islands' second-most loyal visitors (after the Germans), it is important for us to understand: why?
Some have taken this rather personally. A number of British regional news sites and tabloid papers say the islands are planning to 'ditch British holidaymakers' and today's news about rising taxes will only sour things further. Could it be that there is a snobbish undertone behind the idea of 'reducing dependence' on British holidaymakers?
I can certainly see how it's interpreted this way. Central to the Balearic Islands' plan is to pivot towards a higher-end tourism strategy, focusing on superior standards on a smaller scale. The insinuation, therefore, is that the pervading low-end mass tourism model is intertwined with the desires of the British holidaymaker. Like pie and mash, or sangria and roast beef, the two come as one.
But perhaps this is just a statement of fact. Unchecked tourist development over many decades, and the British public's insatiable appetite for affordable beach breaks, have indeed created a landscape where cheap and cheerful Britishness is deeply ingrained in some resort towns across the Balearic Islands.
Many of us will have witnessed this while abroad. Vests with 'Keep Calm and Drink Lager' written on them, restaurants advertising Premier League football, Union flags adorning 'British-owned' bars.
Tourism accounts for nearly half of the island group's GDP, but now, it appears, they want a different sort of tourism. If they do want their loyal British market to be a part of that, this hasn't been communicated terribly clearly.
It isn't the first time that a Spanish island has appeared to call last orders a long relationship with the British public. In 2023, Lucia Escribano, Majorca's director of tourism, said the island would not be promoting travel for summer 2023 because it was 'not interested in having… budget tourists from the UK – and we don't care if they go [instead] to Greece and Turkey'.
Other Spanish islands have alluded to similar strategies. In 2023, María Dolores Corujo, Lanzarote's president, said the island must seek 'higher-quality holidaymakers who spend more when they're here' – French, Italian and Dutch tourists were singled out as target markets. Britain, alas, was not.
Recent moves to scrap the 'golden visa' scheme that fast-tracked Spanish citizenship for British property owners felt like the final nail in the coffin. The messaging is clear: we are no longer wanted… right?
Perhaps we ought to move out of the sun, have a tall, icy glass of water and look at the situation with a cooler head. Anna Nicholas, The Telegraph's Balearics expert, has her ear close to the sand on these sorts of things, and rejects the idea that there's any sort of targeted anti-British sentiment in the Balearics.
'I think it's about not putting all their eggs in a few baskets. Majorca relies very much on these two leading markets and frankly, always will, but it wants to diversify too,' she explains. Together, British and German tourists make up around two thirds of all tourists arriving in Majorca per year.
'There is absolutely no snobbish, anti-British tourist sentiment, although yobbish behaviour from a minority is frowned on,' Nicholas adds.
In 2023, the Balearics government unveiled plans to fine holidaymakers €36,000 (£31,000) if they were found guilty of the highly dangerous act of balconing (jumping off a balcony into a pool). Some resorts popular with British visitors have introduced a six-drink daily cap.
'I am in constant touch with those in the tourist industry here and they covet British audiences,' says Nicholas, who lives on the island. 'There's a longstanding relationship between the UK and Majorca. It's more about upping the quality of visitor and dismissing the pile-'em-high kind of tourism that used to be the case in the likes of Magaluf or Arenal.'
The process of moving away from a reliance on British markets may already be underway. 'We have an increasing number of Americans visiting Majorca with direct flights from NYC,' says Nicholas.
'There has been talk for some time of US hubs expanding to incorporate Washington DC, Miami, LA and Chicago, but nothing thus far. Last summer, when I visited hotels island-wide, I noticed an increasing number of American, Canadian and even Australian and Asian visitors.'
To understand the latest messaging from the Balearic government, we ought to look at the wider context. The Balearic Islands are among the most popular tourist destinations in Europe, attracting more than 15 million visitors per year. But decades of tourism growth and the relentless rise of self-catering accommodation platforms such as Airbnb have changed the fabric of the islands. As a result, the Balearics have been at the epicentre of a wave of mass tourism protests.
Last year alone, demonstrators occupied multiple beaches in Majorca, prevented tourist access to popular coves, and marched in their thousands in Palma de Majorca to call for more sustainable tourism. Similar protests have occurred across the Canary Islands and on mainland Spain.
Alongside the plans to reduce dependence on British tourists, on March 7 the Balearic government outlined a range of new taxation measures.
The Sustainable Tourism Tax will range from €1-6 per night depending on the time of the year, and a new tax on cruise ships will see passengers paying between €2 and €6 per night. Along with a new vehicle tax, there are plans in the offing to ban tourist cars from driving through certain towns that are particularly affected by traffic congestion.
The Balearic government is also taking measures to ban new tourist accommodation in multi-family residential homes, and aims to clamp down on illegal self-catering rentals by increasing fines of up to €500,000.
Looking ahead to a busy summer season, the Balearic government will hope that this suite of measures will bring about meaningful change across the islands. They will also hope to show demonstrators that they are listening, and taking tangible strides to improve things on the islands. But next time they might want to spell it out that British loyalists do form part of those plans, in some capacity. Like sunburnt shoulders, or a frontal lobe after a night on the town, it turns out we can be rather sensitive about these things.

We're watching DocuSign on the decline, Manchester United kicking higher, and Petco is sinking. Let's start with DocuSign. It's seeing some of the lowest share prices in over a month. The company's first quarter beating estimates on revenue but missing billings expectations. And the company also adjusting its full year billings outlook, signaling potential stalling for its growth. So the shares as you can see are tumbling there. Um and you know, really it was that billing's forecast that accounts for the declines here. I I you know, DocuSign has been such an interesting story because obviously this was a pandemic sort of really sea change in the way that we signed documents. But since then the normalization happened and then it just hasn't seen that recovery. I mean I was looking back to 2021, the high in the stock 31005 was the high and it's trading what around 75, 76 now. So it's and it's just been bumping along at this level for a very long time. Yeah. So what do Bulls say on a day like this when the stock is just getting wrecked here? Uh team at Jeffries led by Brent Till, uh friend of the show. Uh Brent is sticking with this one. Uh told his clients he would consider that reaction overdone. He still sees this one in his words as a top mid-cap value play. He says he argues the Q1 jitters will pass, product stories broadening out, no change, he says, to leading core signature business. Maintains the buy. He is in the minority though, right? Because there are five buys on this one, 15 holds, and one sell. Target 105. All right, Manchester United shares are up after reporting third quarter earnings despite missing revenue estimates. The football club sharing some rallying news and adjusting their forecast for remainder of the year. Uh this one stock jumping, football club boosts its adjusted guidance for the year. Uh I do see some analysts out there saying, and this is the team also, Jeffries, uh saying the company raised the sales outlook, increased the adjusted guidance, reflects the impact of ongoing cost-cutting efforts. They have a buy. Target is 26. Man United has had a rough year. And so this coming it's down hard because they haven't been playing well. Um and so, you know, it's funny because obviously we don't have really a lot of publicly traded access to sporting teams here in the US, but in Europe, the fate of the stocks is frequently tied to whether they're winning or losing because the thinking I guess if they're losing not as many people are going to be spending money on the club. Um and Man United had a bad season. It lost the Europa League final against Tottenham. Um and that that was back in late May and we saw the stock really drop on that. So this a relief for investors. It looks like that they're cutting cutting costs and trying to to mitigate some of the losses. And it's three. I mean, there's not a ton of coverage and they're split anyway. Two buys, two holds. Yeah. All right, let's talk about Petco. Health seeing losses today following the announcement of its first quarter earnings. Sales for the company down 2.3% this quarter. Comparable sales fell 1.3%. The pet supply retailer says that tariff uncertainties are a primary cause. In addition to growth initiatives which aren't expecting results until late 2025 here. So, um I feel like, you know, Wolf is the ticker on this. And I feel like we always make sort of the Wolf joke because they've had some disappointing quarters as of late. This is not the first that we have seen here um for Petco, unfortunately for them. City uh neutral on this one. I see them cited as saying they see the results is actually encouraging. Uh they argue the weakness was overblown. Changes, they told their clients, are happening in stores which could potentially drive a return to sales growth in the second half. Tariffs, they they emphasize, are being mitigated. Uh stock is down pretty hard this year about 25%. Most analysts like City are are on the sidelines. I mean, you're a pet owner. I know we've talked about this before. Are you a Petco customer? I am not. I'm not a Petco guy. We go in there occasionally. But usually I mean, I think a lot of pet owners you know, order their stuff online now. And City says, uh to your point, the cat category we set in May and the dog category we set last week in case you're wondering. For those of us with dogs and cats. Big news there. I've just a dog household in my case. Nothing wrong with that.

A different kind of D-Day, laden with anxiety among old allies
Advertisement 'The enemy underestimated the strength of the Allied war cause,' he said from a podium before a modest international crowd and about two dozen American World War II veterans, most around 100 years old, watching from wheelchairs nearby. 'Without the sacrifices of American, French, British and other Allied powers, we would not have a free world ," he said. To many, the speech came as a relief. But still, there was an elephant on the perfectly kept cemetery lawn. D-Day is typically a time to commemorate sacrifice and unity among Allied countries fighting for freedom and liberty against the authoritarianism and tyranny of Nazi Germany. Since Russia invaded Ukraine in 2022, Ukraine's resistance has become a central part of the ceremonies as a strong echo from the past. Last year, President Biden vowed that America would not 'walk away' from the fight, defending a Ukraine that had been 'invaded by a tyrant bent on domination.' Advertisement 'Were we to do that, it means we'd be forgetting what happened here on these hallowed beaches,' he said. 'Make no mistake: We will not bow down. We will not forget.' However, the Trump administration has a very different view of its allies and the Russian invasion. President Trump has said the European Union was created to 'screw the United States' and is threatening it with 50 percent tariffs. He has blamed Ukraine for a war that Russia started. On Thursday, German Chancellor Friedrich Merz, during a visit to the Oval Office, reminded Trump of the anniversary of D-Day and pressed him to use American power to force Russia's retreat. Trump responded by comparing the war to two fighting children in a hockey game, when the referee lets them 'go for a little while before you pull them apart.' Hegseth has similarly shown little interest in supporting Ukraine against its Russian invader. On his last trip to Europe, he announced that a return to Ukraine's pre-2014 borders was 'an unrealistic objective' and ruled out NATO membership for Kyiv. Almost immediately after being sworn into the job, Hegseth dumped America's leadership of the Contact Group — a collection of more than 50 nations to coordinate shipments of military and humanitarian aid to Kyiv. He didn't show up to the group's latest meeting this week. Then, there were his comments on a Signal chat group, created before the American military attack on Houthi militia in Yemen and inadvertently shared with a journalist from The Atlantic. It all cast a shadow on the annual D-Day ceremony — making an event meant to celebrate friendship and shared values feel, as Denis Peschanski, a French historian, put it, 'less comfortable.' Advertisement 'There was no contradiction between the democratic values upheld by the Biden administration and the historical sacrifice of these Americans, as well as these British, these Canadians, well, all those who landed, and the French who were fighting in the Resistance also for the success of this landing,' said Peschanski, who was in charge of the 80th anniversary's scientific advisory board. It was 'obvious' that this year's commemoration would feel awkward without those shared values, he said. The celebration of what Hegseth called the 'greatest amphibious assault in the history of mankind' was more muted than last year. But that had nothing to do with American foreign policy — 81 isn't considered as auspicious as 80, and off-round number years rarely draw huge crowds or heads of state. Still, American and Canadian flags fluttered from hedges, World War II enthusiasts screeched along the narrow roads in vintage jeeps, and ceremonies were planned throughout the 50-mile ribbon of beaches and cliffs. No mention of American aggression was made by French Defense Minister Sébastien Lecornu, either. Instead, he thanked the veterans, saying they embodied the 'unique friendship between our two countries.' To some, Hegseth's criticism of Europe was not entirely off-point, if only because its spine has yet to stiffen sufficiently. 'The problem is, he is right. The EU is pathetic,' said Gérard Araud, former French ambassador to Washington, referring to Hegseth's text. 'In face of US hostility from JD Vance and Trump himself and then Hegseth, there is no appetite for retaliation or responding. They are totally terrified at the prospect of the US dumping Ukraine.' Advertisement Though European countries are committed to continuing to materially and financially help Ukraine maintain its opposition, most believe American support — particularly in intelligence — is essential. So, Araud said of Hegseth, 'everything will be done by the French to seduce him, to try and convince him we are serious on defense and we are working with the Americans and basically, please stay.'

JD Vance silence on Musk may be the most Game of Thrones tactic ever — and Trump might not even notice
The kingdom is in turmoil, the great Houses of Musk and Trump at war, and their subjects forced to choose sides. But as the scheming Littlefinger in Game of Thrones famously said as he plotted to take the King's place: 'chaos is a ladder.' And so it is for JD Vance, the ostensibly loyal vice president, and perhaps the person who stands to benefit the most from the chaos unleashed by the feud between Elon Musk and Donald Trump — which is perhaps why he's remaining uncharacteristically subdued. Vance has never been one to shy away from a fight, especially an online one, especially if it's in defense of his boss. He once launched a 400-word diatribe against historian Niall Ferguson for criticizing Trump's Ukraine policy, slamming his 'moralistic garbage' and 'historical illiteracy.' He had no problem accusing senior members of his own party of 'pettiness' for voting against what Trump wanted, and mocked world leaders who've had run ins with the president. The practicing Catholic even found himself on the wrong side of the Pope himself when he got into another online beef with British politician Rory Stewart over Trump's deportation policies. So one would expect the online warrior to rush to the defense of his president in response to the firestorm of abuse unleashed by Musk against the president on Thursday, which began with accusations of ungratefulness and ended with claims of him being close to Jeffrey Epstein. But Vance has been remarkably quiet. His only public comment at the time of writing has been the kind of terse statement a wife gives in support of a cheating politician spouse. 'President Trump has done more than any person in my lifetime to earn the trust of the movement he leads. I'm proud to stand beside him,' Vance wrote on X. The next day, he continued with his lawyerly posts. 'There are many lies the corporate media tells about President Trump. One of the most glaring is that he's impulsive or short-tempered. Anyone who has seen him operate under pressure knows that's ridiculous,' he wrote. 'It's (maybe) the single biggest disconnect between fake media perception and reality,' he went on. Where was the combative Vance who demanded the Ukrainian president say thank you to his boss in the Oval Office? The one who told Kamala Harris to 'go to hell' over the Biden administration's handling of the withdrawal from Afghanistan? Instead, Vance did not utter Musk's name in the 24 hours since the feud burst into the open. Vance was asked by Trump to remain diplomatic in his dealings with Musk, The Independent learned from a source familiar with the situation. Regardless, the VP has other motivations for keeping quiet. For years, he has been dogged by rumors of dual loyalties between the tech billionaires who fueled his rise and the president he now serves. Vance first came to public attention as the best-selling author of Hillbilly Elegy, a memoir of a rough Appalachian upbringing that many liberals praised as an intellectual explanation of Trump's appeal to the white working class. But before that book set him on a path to Congress and the Senate, he was already being courted by a set of right-wing tech billionaires known as the 'PayPal mafia' — the billionaires Musk, David Sacks and Peter Thiel, who worked together at the pioneering online payments company back in the late Nineties and early Noughties and were bound together by a belief in deregulation, libertarianism and later, by darker right-wing ideology that railed against multiculturalism. Vance was working in venture capital at the time and went to work for Thiel at his San Francisco investment house, Mithril Capital. Thiel would be instrumental to Vance's rise, backing his campaign for Senate in 2021-22 to the tune of $15 million, and reportedly introduced Vance to Trump. The trio of Musk, Sacks and Thiel were instrumental in convincing Trump to choose Vance as his running mate, seeing in him an ideological ally, the libertarian tech investor who could one day take over as president. Some have gone so far as to call Vance a Manchurian Candidate for the tech elite. When the feud between Musk and Trump spilled out into the open, Musk was not shy about announcing his desire for Vance to take over as president. He responded to a tweet calling for Trump to be impeached and replaced with Vance with one word: 'Yes.' That is not an empty threat. Vance's path to the White House would inevitably require the support of Musk, the man who spent $395 million on electing Republicans in 2024. So his decision to ignore Musk's call for mutiny is an interesting — and calculated — choice. Much like Littlefinger, Vance has made sharp ideological turns and formed strategic alliances to find his way to within arm's length of the throne. He was once vehemently opposed to Trump, only to radically change course to stand by his side in his quest for power. But, spoiler alert, his fictional counterpart's calculating and maneuvering didn't end well for him. Trump spent his entire first term weeding out traitors, and claims to have gotten very good at it over the years. Will he be able to sniff out Vance?
