DOJ urges BI employees to come forward amid corruption allegations

GMA Network09-06-2025
Justice spokesperson Atty. Mico Clavano has urged the anonymous Immigration employees who reported alleged corruption in the agency to come forward and share their evidence with the Department of Justice (DOJ).
'Lumutang na sana yung mga nag complain dahil ito naman ay isang safe space para sa kanila. Eh dito nga tinatry ang mga admin cases ng mga BI officers eh, 'di ba? Dito hinahain ang mga 'yun. Dito talaga pino-process 'yun,' Clavano said in an ambush interview Monday.
(I hope the complainants will come forward since this is a safe space for them. This is where the administrative cases against BI officers are tried. This is where those are filed. This is really where they're processed.)
This came after Immigration personnel anonymously submitted a letter to the Office of the President to report the supposed corrupt practices under the present BI leadership, including the mishandling of POGO-related cases and their deportation.
Clavano stressed that Justice Secretary Jesus Crispin Remulla has repeatedly said that he wanted to clean the ranks of the Bureau of Immigration (BI).
When asked if the DOJ will conduct its own internal investigation, Clavano said it has not yet reached that point as the only basis is the letter, calling it 'vague.'
According to the spokesperson, the Justice Department is 'evidence-based.'
'Sana magbigay pa sila ng mas matibay na evidence, no, or mga supporting documents. Dahil sa tingin naman natin, we have followed the letter of the President's directive, which is to make sure that all POGOs are banned and deported out of the country,' Clavano said.
(I hope they provide stronger evidence or supporting documents. Because we believe we have followed the president's directive to the letter, which is to ensure that all POGOs are banned and deported out of the country.)
He also expressed hope that this is not an attempt to use the current political climate.
'Ngayon, sana naman hindi gamitin ang political climate, lalo na na may courtesy resignations ang mga head of agency, bilang channel or tool para mamulitika sa loob ng BI,' he said.
(Now, I hope the political climate, especially with the courtesy resignations of agency heads, won't be used as a channel or tool for politicking within the BI.)
For his part, BI Commissioner Joel Viado earlier denied the allegations against him. He dismissed the accusations as 'patently false' and dubbed it a 'smear campaign.' — RSJ, GMA Integrated News

BI: 3 trafficking victims rescued at NAIA; 'overstaying' Korean to be deported

The Bureau of Immigration (BI) rescued three Filipino human trafficking victims supposedly bound for Spain and is currently processing the deportation of an overstaying South Korean. According to the bureau, the victims — two males and one female, who are in their late 30s and 40s — allegedly attempted to board an Emirates airline flight to Spain at the Ninoy Aquino International Airport (NAIA) when they were stopped by immigration personnel. The victims initially said they were working in a local tech company and were headed to Spain to attend a conference. However, immigration officers doubted their statement and referred them for secondary inspection. They then admitted that they are travelling to Spain for work and that they were recruited and that they paid over P300,000 to a contact they met on social media. "The said recruiter promised to provide them with all the necessary documentary requirements, and assistance to depart the country illegally," according to the statement posted by the bureau. Immigration Commissioner Joel Viado said they are investigating if any immigration personnel were involved in the incident. 'In line with the BI's one strike policy, we will not hesitate to take necessary legal action against those involved in human trafficking,' Viado said. The victims were turned over to the inter-agency council against trafficking for investigation and filing of cases against their recruiters. Overstaying foreigner nabbed Meanwhile, immigration authorities apprehended a South Korean man in Tubigon, Bohol over alleged overstaying. Suspect Park Yeungtae, 56, was arrested in his residence in Barangay Pooc Oriental in July 23 after allegedly failing to update his immigration status since 2016. His continued presence in the country was deemed in violation of the Philippine Immigration Act, according to the BI. 'Our officers continue to monitor and act on cases of foreign nationals who choose to overstay and disregard our immigration policies,' said Viado. 'The Bureau maintains zero tolerance for such violations. The law applies to everyone — no exceptions,' he added. Following his arrest, the foreigner was transported via ferry to Cebu City and temporarily held at the Mabolo Police Station. He is scheduled for transfer to the BI's facility in Manila. He will also undergo deportation proceedings and included in the BI's blacklist to prevent future re-entry into the country. 'The Philippines welcomes foreigners who respect our laws. But if you break them, we will take the necessary legal action,' said Viado. 'Overstaying is not a minor offense. It is a serious violation of our immigration rules, and we will not hesitate to enforce the law,' he said. — BAP, GMA Integrated News

Koreans arrested for fake travel agency, streaming app scams in Pampanga

The Bureau of Immigration (BI) has arrested four Korean citizens in two separate operations in Pampanga. According to John Consulta's report in '24 Oras' on Wednesday, two Koreans were arrested for operating a fake travel agency while two others were allegedly masterminds of a streaming app scam. In one operation, personnel from BI's Fugitive Search Unit busted a residence after the Department of Tourism received complaints from some foreigners and Filipinos who were scammed by the illegitimate travel agency. Authorities found at the scene the desktop computers being used for the sham travel agency, the report added. 'Nagpapanggap nga sila na travel agency at nagtatawag sa kanilang mga biktima sa Korea upang alukin ng mga mababang flights at mababang rates sa mga hotels sa atin,' said BI Fugitive Search Unit chef Rendel Sy. (They were posing as a travel agency and were offering Koreans low rates for flights and hotels here in our country.) 'May nakausap tayong isang hotel sa Cebu at sinasabing may lumapag sa kanilang more than 30 Korean nationals na akala nila may booking sila dito sa isang 5-star hotel. Ngunit nung chineck ng hotel ay wala pong naka-register na booking itong grupong ito,' he added. (We talked to a hotel in Cebu and they told us that more than 30 Korean nationals went to them expecting that they already had a booking in this 5-star hotel. But when the hotel management checked, these foreigners did not make bookings.) In another operation, two other foreigners were arrested inside a villa for luring people to subscribe to an online streaming app. One of them is allegedly the leader of a scamming syndicate in South Korea, the report added. 'Na kukumbinsihin nila itong magpadala ng pera or mag-subscribe kung saan ito ay walang totoong subscription sa sinasabing movie streaming application,' Sy added. (They will convince them to send money or subscribe to a non-existent movie streaming application.) Human skull found from Taal Lake —DOJ's Remulla

Authorities retrieved a human skull from Taal Lake on Tuesday amid the search and retrieval operations for the missing sabungeros, Justice Secretary Jesus Crispin Remulla said Wednesday. 'May kasamang bungo ng tao at mga buto,' Remulla said in an ambush interview. (There was a human skull and some bones.) 'Nandoon 'yung ngipin eh. (The teeth were there. There were teeth included. I don't know if the jaw, the lower jaw, was included, but the upper teeth were there.) According to Remulla, the bones were found in the area that was identified by whistleblower Julie 'Dondon' Patidongan, who told authorities that more than 100 sabungeros were abducted, killed, and then dumped at Taal Lake. 'Sa pinaghahanapan din. 'Yung quadrant na hinahanapan. Hindi pa naman sila lumalabas sa apat na quadrant na itinakda na hanapan ng labi,' he said. (At the search site as well. The quadrant being searched. They haven't gone beyond the four quadrants designated for searching for the remains.) When asked about the importance of discovering the remains, the Justice secretary reiterated this adds to the credibility of their witness who claimed that remains of people who are killed are thrown into the area. Remulla said these people may have been killed not only due to e-sabong, but also the drug war or other crimes. He said the bones are with the Philippine National Police crime lab for examination. So far, among other alleged remains recovered during the search, authorities have retrieved what is believed to be a human hip bone and human ribs. Remulla previously said there is also a new witness in the case who will bolster the credibility of Patidongan. He said that the witness is under the custody of the police. 'Meron na. Meron na siyang interviews na kina-conduct at 'yung ibang staff ko kasama sa interview na kina-conduct,' he said. (There are already some. He has already conducted interviews and some of my staff were included in the interviews conducted.) He declined to divulge what the new witness said. However, he said they are looking into the possibility of including the new witness to the Witness Protection Program. 'Malamang ganun din naman ang balak natin. Basta qualified pwede naman. Marami lang pagdadaanan na proseso. Kasi nga, syempre, kailangan i-charge muna. Pag i-charge mo, idi-discharge mo as state witness,' Remulla said. (Most likely that's also our plan. As long as they're qualified, it's possible. They'll just have to go through many processes. Because, of course, they need to be charged first. When you charge them, you'll discharge them as a state witness.) He also said the possible complaints that they may file are already ripe but authorities are still ironing out some details. When asked about some families of the missing sabungeros allegedly being pressured to incriminate Patidongan, Remulla said this is the reason he asked for the relief of a service commander of the Criminal Investigation and Detection Group (CIDG). Remulla previously bared that he asked Philippine National Police chief Police General Nicolas Torre III to relieve a service commander from the investigation. He said the commander was not removed for supposed involvement in the disappearance of the sabungeros, but due to a lack of trust. 'Kaya nga sabi ko nga, kaya na-relieve 'yung service director ng CIDG. 'Yung sinasabi kong service director na hinihingi namin, 'yun, tinanggal na 'yung service director ng CIDG,' he said. (That's why I said, that's why the service director of the CIDG was relieved. The service director I was referring to that we were requesting, yes, the service director of the CIDG was removed.) 'Isa 'yan sa mga ulat sa amin na may mga kumilos na ganyan ang gustong mangyari,' he later added. (That's one of the reports we received that there were people who acted in such a way because that's what they wanted to happen.) —AOL, GMA Integrated News
