DOJ urges BI employees to come forward amid corruption allegations

Justice spokesperson Atty. Mico Clavano has urged the anonymous Immigration employees who reported alleged corruption in the agency to come forward and share their evidence with the Department of Justice (DOJ).
'Lumutang na sana yung mga nag complain dahil ito naman ay isang safe space para sa kanila. Eh dito nga tinatry ang mga admin cases ng mga BI officers eh, 'di ba? Dito hinahain ang mga 'yun. Dito talaga pino-process 'yun,' Clavano said in an ambush interview Monday.
(I hope the complainants will come forward since this is a safe space for them. This is where the administrative cases against BI officers are tried. This is where those are filed. This is really where they're processed.)
This came after Immigration personnel anonymously submitted a letter to the Office of the President to report the supposed corrupt practices under the present BI leadership, including the mishandling of POGO-related cases and their deportation.
Clavano stressed that Justice Secretary Jesus Crispin Remulla has repeatedly said that he wanted to clean the ranks of the Bureau of Immigration (BI).
When asked if the DOJ will conduct its own internal investigation, Clavano said it has not yet reached that point as the only basis is the letter, calling it 'vague.'
According to the spokesperson, the Justice Department is 'evidence-based.'
'Sana magbigay pa sila ng mas matibay na evidence, no, or mga supporting documents. Dahil sa tingin naman natin, we have followed the letter of the President's directive, which is to make sure that all POGOs are banned and deported out of the country,' Clavano said.

He also expressed hope that this is not an attempt to use the current political climate.
'Ngayon, sana naman hindi gamitin ang political climate, lalo na na may courtesy resignations ang mga head of agency, bilang channel or tool para mamulitika sa loob ng BI,' he said.
(Now, I hope the political climate, especially with the courtesy resignations of agency heads, won't be used as a channel or tool for politicking within the BI.)
For his part, BI Commissioner Joel Viado earlier denied the allegations against him. He dismissed the accusations as 'patently false' and dubbed it a 'smear campaign.' — RSJ, GMA Integrated News

Viado has dismissed the letter as part of a 'smear campaign.' CHR mulls completion of EJK probe by end of the year

The Commission on Human Rights (CHR) is eyeing to wrap up its years-long investigation into the alleged extrajudicial killings (EJKs) under the Duterte administration's bloody drug war by the end of the year. CHR Commissioner Richard Palpal-Latoc on Monday said the commission has motu proprio investigated at least 4,000 cases of EJK-related deaths from 2016 to 2022. 'We investigate these cases to determine human rights violations,' Palpa-Latoc told the House Quadcomm during the continuation of the hearings on extrajudicial killings (EJKs) and illegal drugs. 'Sa ngayon, majority of these cases ay di pa tapos ang investigation because of the lack of cooperation from the PNP to share information regarding the cases,' he added. Palpal-Latoc also said the CHR experienced being denied access to evidence to EJK-related cases. However, he said newly installed PNP Chief Nicolas Torre expressed his commitment to cooperate with the CHR probe. 'The Commission has experience denial on different reasons by the PNP — access to records, police reports, and other pieces of evidence,' said Palpal-Latoc. Data from the PNP indicated there were 6,000 deaths during operations under the drug war. 'After the hearing, the chief PNP directed all units involved where the human rights is asking for the case folders of all these cases to cooperate, to provide. We already given orders in this regards,' Brig. Gen. Matthew Baccay said. 'The directive is already there. Should any of our units refuse, please inform us,' he added. Manila Representative Benny Abante urged coordination between the two government bodies. '[Dapat] maging open tayo sa lahat ng ating pag-iimbestiga sapagkat napakatagal ng panahon eh. QuadComm lifts contempt order vs. Harry Roque

The House Quad Committee (QuadComm) on Monday lifted the contempt order it issued against former presidential spokesperson Harry Roque and his wife, Mylah. Abang Lingkod party-list Representative Stephen Paduano made the motion. The QuadComm issued a contempt order against Roque and ordered his detention last year after he refused to submit documents that will justify his increased wealth. It issued a contempt order against Mylah Roque in October 2024. At the same time, Manila Representative Benny Abante urged Roque to follow the advice of former chief presidential legal counsel Salvador Panelo and return and face the charges against him in the country. Roque, who is seeking asylum in The Hague, Netherlands, is facing charges for qualified human trafficking in connection with the Lucky South 99 POGO firm before the Angeles, Pampanga Regional Trial Court (RTC). Meanwhile, Abante said he considers Roque a 'fugitive' and a 'criminal,' saying his case does not differ from former Negros Oriental congressman Arnolfo 'Arnie' Teves Jr., who is accused of involvement in the killing of Negros Governor Roel Degamo. He also called on the DFA to coordinate with The Hague, Netherlands regarding Roque's situation. 'Tulad ng ginawa kay Arnie Teves.
