Andhra Pradesh Deputy CM Pawan Kalyan moots ‘war room' for monitoring drinking water supply
Andhra Pradesh Deputy Chief Minister and Minister for Panchayat Raj & Rural Development (PR&RD) K. Pawan Kalyan has instructed officials to set up 'drinking water war rooms' in the Rural Water Supply (RWS) Department head office and the Collectorates to constantly monitor the water supply situation and solve the problems in the least possible time.
Addressing a meeting of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) workers organised by the PR&RD Department on the occasion of May Day, near Mangalagiri, in Guntur district on Thursday, Mr. Pawan Kalyan emphasised the need to link agriculture with the scheme, while pointing out that it required a recommendation by the 16th Finance Commission, and that the State government would talk to the Centre about the proposal.
He said the funds given to the PR&RD Department under the MGNREGS were like oxygen, and a host of development works were being taken up with the money, and top priority had been given to provision of safe drinking water under the Jal Jeevan Mission (JJM).
Mr. Pawan Kalyan said the State government submitted proposals worth ₹87,000 crore to the Centre for various projects under the JJM, and approvals were received for about ₹29,000 crore, which had to be utilised till 2028. 'More funds are needed for rolling out the mission, but the State has to wait for the Centre to overcome its constraints in order to fund the schemes in Andhra Pradesh,' he said.
Further, Mr. Pawan Kalyan said the government was working out ways to involve youth in the MGNREGS works so that they could earn, and in the process be helpful in creating assets for the State. He said the MGNREGS workers were indispensable for the development of the nation. Therefore, the State government gave due priority to their welfare and it could increase the daily wage by scrupulously conducting social audits.

A sum of ₹10,600 crore was spent on MGNREGS in the State the previous year, including ₹6,190 crore on wages. A host of development works were being executed as part of the 'Palle Panduga', he added.
Principal Secretary (PR&RD) Shashibhushan Kumar, Commissioner M.V.R.K. Teja and Director (MGNREGS) Shanmukh Kumar were among those present.

He said that the scheme violates the Godavari Water Disputes Tribunal (GWDT) tribunal award as well as the AP Reorganisation Act, 2014. He dismissed the allegations of the BRS that the state govt was not doing anything to stall the irrigation scheme. "The state govt received a letter from Jal Shakti minister CR Patil last week, who said the Andhra Pradesh govt has not yet submitted a detailed proposal for the Godavari-Banakacherla river linking scheme. He assured the Telangana govt that once the proposal is received from the AP govt, the Central Water Commission (CWC) would examine it in accordance with the existing guidelines, tribunal and inter-state agreements and various provisions of the AP Reorganisation Act 2014, and would take appropriate action," Uttam Kumar Reddy told reporters. He added that the Telangana govt had brought to the notice of the Centre by writing multiple letters that the AP govt was proceeding with calling tenders and awarding contracts for the project, thereby flouting several norms. He urged the Centre not to fund the project and appealed to BJP ministers and MPs from Telangana to cooperate with the state govt on the issue. The minister accused the BRS of doing injustice to Telangana by agreeing to a water-sharing agreement of 299 TMC for Telangana and 512 TMC for AP in Krishna river since 2015. The minister further alleged that the BRS govt failed to stop the neighbouring state when it altered the scope of ongoing projects and proposed new schemes to divert the Krishna water. "While 727 TMC of water was utilised outside the Srisailam project during the previous Congress rule between 2004 and 2014, the diversion rose to over 1,250 TMC between 2014 and 2023, as per the official figures," Uttam Kumar Reddy said while giving the various schemes such as Pothireddypadu head regulator and other schemes. He accused the BRS govt of helping the Andhra Pradesh govt led by Jaganmohan Reddy earlier to take up the Rayalaseem Lift Irrigation Scheme (RLIS) and even asked the Centre to postpone the Apex council meeting to allow the AP to complete tendering process in 2020. The minister said that had the BRS govt not spent an additional Rs 68,000 crore on Kaleshwaram and instead allocated funds to other irrigation schemes, the state could have brought an additional 25 lakh acres under irrigation.

Smart City seeks central aid for Chalai heritage street project
1 2 3 4 5 T'puram: The long-awaited Chalai heritage street project under the Smart City Mission is moving closer to reality, with the Smart City Thiruvananthapuram Ltd (SCTL) seeking central assistance of Rs 50-60 crore. Modelled on the transformation of SM Street in Kozhikode, the project aims to give the historic Chalai market a facelift while preserving its traditional charm. SCTL, the project's implementing agency, submitted a detailed proposal to Centre, seeking the required funding. A bustling commercial hub with a legacy spanning centuries, Chalai market is set to be redesigned with a focus on infrastructure, pedestrian-friendly amenities and heritage conservation. The plan involves upgrading the main market street into a smart corridor, installing modern streetlights and completing the smart renovation of eight feeder roads that connect to the market. Work on these access roads is reportedly nearing completion. "Chalai heritage project is a long-cherished vision. We are now in an advanced stage and with the support of the tourism and the public works departments, we expect to move forward rapidly once central funding is approved," said a senior SCTL official. "This redevelopment will transform Chalai into a vibrant, walkable heritage street while boosting local commerce and tourism," the official added. Originally launched in 2018, the project remained stagnant for several years due to a lack of adequate funding. However, a renewed push from the tourism department, which has now pledged partial funding, put the plan back on track. A high-level meeting chaired by tourism and PWD minister P A Mohamed Riyas is expected to be held later this month to finalise the roadmap and streamline interdepartmental coordination. According to the revised blueprint, the market, designed in an octagonal layout with eight strategic access points, will undergo phased upgrades. They include smart paving, dedicated pedestrian zones, improved drainage, beautification and signage systems, all aimed at improving both the visual appeal and functional aspects of the area. Local traders, who have long demanded better infrastructure and amenities, have welcomed the project's revival. "We have waited for years to see Chalai get the attention it deserves. This market is not just a business zone; it's part of the city's soul," said Salim Shah, a member of the Chalai Traders Association. "If done properly, this project will enhance business and attract more visitors," he added. In the second phase, key heritage elements will be incorporated. They include permanent uniform arches at all entry points, wall graffiti that showcases the market's historical significance, roofed walkways adorned with benches and flowers and tiled footpaths. Electric cables will be laid underground, and the entire stretch will be Wi-Fi-enabled, enhancing both aesthetics and functionality. The remodification of the heritage street project will take place without any evacuation of traders from the market. As per the new decision, the foremost priority will be to enable smooth road connectivity to the market by renovating the adjoining roads. The new proposal is to make the market road pedestrian-friendly and there will be dedicated spaces nearby for vehicle parking. Three 800MW power plant units approved for Punjab
Chandigarh: Union power minister Manohar Lal Khattar approved the setting up of three additional 800 MW power generation units in the state, announced Punjab power minister Harbhajan Singh on Friday The demand was raised by Harbhajan Singh at the North Indian Power Ministers' Conference, which was chaired by Union power minister Khattar, with participation from ministers and officials from Punjab, Haryana, Himachal Pradesh, Chandigarh, Rajasthan, Uttar Pradesh, Uttarakhand, Jammu & Kashmir, Ladakh, and Delhi. The Punjab govt demanded an increase in the existing power generation capacity of Ropar thermal plant, stating that while Punjab has its own coal mines, the Centre's condition of not transporting coal beyond 1,000 km is creating difficulties in expanding the capacity of these thermal plants. Accepting the demand, Khattar instructed officials to extend the coal transportation limit to more than 1,500km and approved the establishment of two additional 800 MW power generation plants in Ropar. Besides this, approval was also granted for setting up a new 800 MW unit in Punjab. With this approval, the path has been cleared for setting up 2,400 MW thermal plants in Punjab, said Harbhajan Singh. Regarding the Centre's target of 7,000 MW solar power generation in the state, the cabinet minister said that due to high land costs in Punjab, achieving targets in this direction faces challenges. He stressed that Punjab has always contributed significantly to securing the nation's food reserves; therefore, keeping the paddy season in mind, Punjab's demand should be fulfilled at the earliest so that farmers can receive timely power supply and irrigate their paddy crops. Currently, Punjab state is receiving 275 MW power from the central pool. Harbhajan Singh informed that all necessary approvals have been obtained for upgrading the capacity of two existing 100 MVA transformers at BBMB Jalandhar to 160 MVA, and the expenditure for this work is to be borne by the Punjab govt. However, this matter is still not progressing, causing difficulties. Thus, the pending action should be expedited so that the BBMB Jalandhar unit can be operated properly.
