Ludhiana west bypoll: Live webcasting from all polling booths to be ensured, says CEO
During the meeting, the CEO instructed officials to conduct the election process in a peaceful and transparent manner in accordance with the Act, rules and guidelines of the Election Commission of India (ECI). He directed the district election officer to ensure proper arrangements at polling stations, counting halls and strong rooms. He also emphasised that 100% live webcasting from polling stations must be ensured for real-time monitoring.
To facilitate voters, Sibin C directed that assured minimum facilities (AMF) such as drinking water, waiting areas, toilets and heat protection measures at polling stations must be ensured. He also called for strict adherence to Covid-19 safety protocols.
Regarding strong room security, the CEO instructed that robust surveillance systems must be implemented. He further emphasised prompt action on any violations of the Model Code of Conduct (MCC) and swift redressal of related complaints. He instructed officials to maintain a close watch on paid news and to ensure adequate food and accommodation arrangements for polling staff. To boost voter participation, he directed officials to intensify Systematic Voters' Education and Electoral Participation (SVEEP) activities.
The CEO instructed the Ludhiana police commissioner to enhance vigilance during the last 72, 48 and 24 hours prior to polling and until the conclusion of the election process. Orders were issued to increase security at checkpoints and to monitor the movement of outsiders in the constituency. He called for 24X7 CCTV surveillance to curb illegal transportation of drugs, liquor, cash and other inducements.
The CEO stressed that any complaints of inducements such as cash or other materials to mislead voters must be dealt immediately.
The deputy commissioner-cum-district election officer and the police commissioner assured the CEO that all necessary arrangements for the byelection have been completed and that the election process will be conducted strictly in line with the election commission's directions.
The meeting was attended by ADGP-cum-state police nodal officer MF Farooqui, additional CEO Harish Nayar, joint CEO Sakatar Singh Bal, election officer Anju Bala and other officials from the CEO's office.

No penalty for candidates who cancel State quota medical seats for national quota seats
The Karnataka Examinations Authority (KEA) has decided to scrap the penalty of ₹50,000 imposed on candidates who cancel State quota seats and opt for national quota seats during the second round of NEET counseling for admission to medical and dental courses. In addition, steps have been taken to provide a 'quit' option to facilitate candidates who cancel State quota seats and opt for national quota seats. The first round of counselling for admission to medical and dental courses in the State has been completed, and KEA has started the counselling process for second round. Candidates who did not get a seat in the college they were aspiring for in the first round and selected Choice-2 to participate in the second round have to pay the college fee in full, as per the rules. Students who got a seat in engineering and other courses in the first round but did not get admitted to the college and want a medical or dental seat in the second round, they have to pay a caution deposit of ₹1 lakh. Earlier, the Medical Counselling Committee (MCC) used to announce the seat allotment result for admission to national quota medical and dental courses for the second round. Later, KEA announced the seat allotment result for the State quota seats. At this time, candidates who got a seat under both the quotas and wanted to get admitted to the national quota seat had to pay a penalty of ₹50,000 while cancelling the State quota seats. Then cancelled seats were offered in the mop-up round. Steps to give quit option However, this year, the KEA has taken steps to conduct the second round of NEET counselling before the MCC. Speaking to The Hindu, H. Prasanna, Executive Director of KEA, said, 'This year, during the second round of counselling, we will announce the mock results of medical and dental seats as soon as the choice entry is completed. Then, we will wait until the announcement of MCC seat selection results for the national quota seats. After the results come, students will be given the 'quit' option. If anyone wants to quit from the counselling process and decides to cancel their medical and dental seats, they can go.' No penalty 'No penalty will be imposed on the candidates who cancel their State quota medical and dental seats for national quota seats. We will refund the complete fees paid by these candidates. Then we will re-run the second round by including the seats that are quit and announce the seat selection results. This will be more helpful for the students,' he added.

Karnataka govt tables supplementary estimates of Rs 3,352.57 cr in Assembly
Agency: Last Updated: Bengaluru, Aug 20 (PTI) The Karnataka government on Wednesday tabled the first instalment of its supplementary estimates for 2025-26, totalling Rs 3,352.57 crore. It includes Rs 0.60 crore of 'charged expenditure" and 'voted expenditure" of Rs 3,351.97 crore. Of the total, Rs 262.20 crore will be covered by the Revenue Funds, which also requires a vote, the introductory note said. The total outgo from the consolidated fund is Rs 3,090.37 crore, it said. " A sum of Rs 820.70 crore is covered by central assistance. Hence, net cash outgo is Rs 2,269.66 crore." This amount will be met from revenue receipts of the state, and if necessary through reprioritisation of expenditure and probable savings in expenditure and borrowings. Actual releases of the amount included in the supplementary estimates as approved by legislature, would be made based on the fiscal position and in compliance with provisions of Karnataka Fiscal Responsibility Act, it added. Supplementary estimates are additional expenditures incurred by the government over and above the budget provisions. This includes Rs 10 crore that the government spent on Sadhana Samavesha organised in Vijayanagar district to mark two years of Congress in power, and Rs 3.69 crore for the expenses incurred for the Cabinet meeting held at Nandi Hills. It also provides for Rs 3.81 crore for the purchase of new vehicles for lawmakers, including Opposition Chief Whip and Leader of the Opposition in the Council, and reimbursement of bills worth Rs 2.3 crore to senior advocate Kapil Sibal and other special counsels. ‘Not based on historical facts': India dismisses Nepal's objections to India-China trade through Lipulekh pass
In response to media queries regarding comments made by Nepal on border issue, Official Spokesperson Shri Randhir Jaiswal said: We have noted the comments of Ministry of Foreign Affairs of Nepal related to resumption of border trade between India and China through the Lipulekh Pass. Our position in this regard has been consistent and clear. Border trade between India and China through Lipulekh pass had commenced in 1954 and has been going on for decades. This trade had been disrupted in recent years due to Covid and other developments, and both sides have now agreed to resume it. As regards territorial claims, our position remains that such claims are neither justified nor based on historical facts and evidence. Any unilateral artificial enlargement of territorial claims is untenable. India remains open to constructive interaction with Nepal on resolving agreed outstanding boundary issues through dialogue and diplomacy. India and China have reached an agreement to resume trade through the Lipulekh pass, which falls within Nepali territory. The two countries agreed to reopen the Lipulekh pass for trade during Chinese Foreign Minister Wang Yi's visit to India earlier this week. Wang arrived in New Delhi at the invitation of Indian National Security Advisor Ajit Doval. This development is likely to reignite the dispute over the Lipulekh pass. During Indian Prime Minister Narendra Modi's visit to China in 2015, an agreement was reached to open the Lipulekh pass for trade. Nepal objected to the agreement by sending a diplomatic note. Since then, India has continued to develop trade routes through Nepali territory. On November 2, 2019, India included Nepal's Kalapani area in its map while depicting Jammu and Kashmir as part of its territory, giving rise to a dispute between the two countries. In May 2020, Indian Defense Minister Rajnath Singh inaugurated a road through Lipulekh to Mansarovar in China. On May 11, 2020, then-Nepali Foreign Minister Pradeep Gyawali summoned Indian Ambassador Vinay Mohan Kwatra to the ministry and handed over a diplomatic note. Subsequently, on May 20, 2020, Nepal issued an updated map that included the Limpiyadhura, Lipulekh, and Kalapani areas. After China issued a map showing the Lipulekh area as part of India on September 1, 2023, Nepal's Ministry of Foreign Affairs stated through a press release that 'Nepal's map should be respected by its neighbors and the international community.' India and China, having grown closer following increased tariffs imposed by the United States on India, have agreed to resume trade through Nepal's territory via the Lipulekh pass.
