Former R&AW chief Dulat pitches for restoration of J&K statehood, dialogue with Pakistan
NEW DELHI: Former Research & Analysis Wing (R&AW) chief AS Dulat on Tuesday strongly pitched for restoration of statehood to Jammu & Kashmir and favoured resumption of talks between India and Pakistan.
Speaking at the 25th edition of the 'Delhi Dialogue' programme hosted by
TNIE
, Dulat said that the most pressing issue currently facing Jammu & Kashmir is the restoration of its statehood.
'The restoration of statehood to J&K would not only help in improving the credibility of Chief Minister Omar Abdullah, but also of Delhi. This will restore the dignity of people of Jammu & Kashmir,' he said.
When asked if the statehood would be restored anytime soon, Dulat said, 'You know, I was there for Omar's swearing in Srinagar and on my return from there I thought it might happen. But, now I don't see it happening, but only time will tell whether I am right or wrong.'
On the issue of India resuming talks with Pakistan, the former spymaster quoted YD Gundevia, who served as the last Foreign Secretary of India's first Prime Minister Jawaharlal Nehru, as he said, '…sands are running out. Time is on nobody's side. We need to move on.'
'I don't know why, but we need to talk to Pakistan. Both Farooq Abdullah and Mehbooba Mufti, two main leaders in Kashmir, have repeatedly been saying we should talk to Pakistan and I believe that is the way forward,' Dulat said, adding that otherwise 'terrorism is not going to go away.'
When asked about Prime Minister Narendra Modi's leadership and whether his top advisers were making any efforts to engage Pakistan in dialogue, the ex-R&AW chief said, 'I don't know S Jaishankar, the External Affairs Minister, but I know National Security Adviser (NSA) Ajit Doval, as we had been colleagues and also friends. I have great regards for Doval. So his thinking has to be the same as the Prime Minister's thinking. They have to be on the same page. So obviously, if we are not talking to Pakistan, it has to be the NSA's thinking and also the Prime Minister's thinking.'
Dulat went on to say, 'I can't see anybody around who can replace him (Ajit Doval).'
Terming Pakistan as an important neighbor as China, Dulat said, it has been the right that terror and talks can't go together, which the government of India has been saying for a long time.
'The stand is justified, but I say, we will not talk about Kashmir. Let us talk about terror. Let's talk about visas. Let's talk about coming and going.'
On the reasons as to why terrorists shifted their attack targets from the Kashmir Valley to the Jammu region, Dulat said, 'The main reason is that the Kashmiris are tired and sick of guns and getting killed. So, even Pakistan realised why get Kashmris killed. It is better to get Hindus killed in Jammu. There is an area in Jammu region called Pir Panjal where time and time again, there have been attacks.'

No foreign military leader invited to the June 14 parade: White House
The White House has categorically denied reports that any foreign military leader, including Pakistan's Army Chief Field Marshal Asim Munir, has been invited to the upcoming U.S. Army parade in Washington, marking the 250th anniversary of the American armed forces. 'This is false. No foreign military leaders were invited,' a White House official said, refuting multiple media reports from South Asia. The reports claimed that Mr. Munir would be a guest of honour at the June 14 celebration, which is also U.S. President Donald Trump's 79th birthday. Derek Grossman, a senior defence analyst at RAND Corporation, criticised the rumoured invitation, calling it a 'diplomatic setback' for India. 'For India, the Trump admin's invitation to Pakistani Field Marshal Asim Munir is tantamount to inviting an avowed anti-India terrorist,' he said in post on X. Congress responds India's Opposition Congress Party described it as a diplomatic setback for the Modi Government. 'Failed Marshal Asim Munir, who gave such inflammatory, incendiary and provocative statements, talked about the two-nation theory, Hindus and Muslims, and there is a direct relation between his statement and what happened in Pahalgam on April 22. Same Asim Munir gets a special invitation to go to America on U.S. Army Day on June 14, which is incomprehensible,' the Congress leader Jairam Ramesh said. In anticipation of Mr. Munir's visit, the U.S. chapter of Pakistan Tehreek-e-Insaf (PTI) had announced a protest rally in front of the Pakistani Embassy in Washington on Saturday. 'PTI USA, alongside 12+ Pakistani diaspora organisations, is holding a massive protest in Washington DC to oppose #UndeclaredMartialLawin Pakistan and to stand against tyranny and raise our voice for a free and fair Pakistan,' it said. Assam govt orders shoot-on-sight order to quell communal tension in Dhubri
1 2 Guwahati: Faced with communal tension in border town Dhubri and provocative posters on integration of Dhubri district with Bangladesh appearing, the Assam govt on Friday issued shoot-at- sight orders. The govt is also rushing in Rapid Action Force (RAF) and CRPF personnel in the district after mob clashes ensued over objectionable objects being found near a place of worship. Chief minister Himanta Biswa Sarma who visited the district on Friday said that at least three posters were retrieved by police at Dhubri which were pasted at various locations by one organization "Nabin Bangla." "Since last one week the law and order at Dhubri has been challenging. A communal group is trying to create disturbances which the government will not tolerate," Sarma said. Sarma later posted on X, "I visited Dhubri and directed law enforcement officers to follow zero tolerance against elements who desecrate….." places of worship. "In Dhubri, a particular group has become active with the intent to damage our temples. We have issued SHOOT AT SIGHT ORDERS," Himanta wrote. A day after Bakrid on June 7, an animal part was found in front of a place of worship, following which both Hindus and Muslims appealed for peace and harmony. The next day again the incident was repeated, and stones were thrown at night, Sarma added. Sarma said that for Bakrid, thousands of cattle were brought from West Bengal by a 'new beef mafia' in Dhubri. "I have ordered an inquiry into this. I have directed the authorities to arrest who has started this cattle trade,' Sarma said. He said that next year, he will be present at Dhubri on the day of Eid and stay the next day as well. "We are fully committed to ensure enforcement of law and order in the district and defeat all communal forces," he added. Dhubri district has the highest Muslim population in the entire state constituting 90 percent of the district's total population, majority of whom are believed to be of Bangladeshi origin. It has become a flashpoint for Assam's socio-political dynamics. Follow more information on Air India plane crash in Ahmedabad here . People have seen through false narratives about SAD: Ghumman
The Ludhiana West bypoll is SAD candidate, advocate Parupkar Singh Ghumman's debut in electoral politics. Talking to Nidhi Bhardwaj, Ghumman discusses the shift from courtroom to constituency. Here are excerpts of the conversation. Q: How are you positioning yourself before voters and what are your plans for the West constituency? A: First, people should look at what the AAP government did for the past 3.5 years to judge what it will do in the remaining period. The AAP government has failed on each front, including education, health, law and order, trade, etc. AAP candidate Sanjeev Arora remained a Rajya Sabha member for more than three years but what are his achievements? As for the Congress, its tenure was also terrible. People realise that only Shiromani Akali Dal can handle Punjab and its issues. The BJP is not pro-Punjab, as even the Punjab BJP team has never asked for a special economic zone. I plan to raise my voice in the Punjab Assembly for development works in the West constituency. People who know me are aware of my passion for development and I will get the work done. Q: You are totally new to electoral politics and are facing national parties and their top leaders. How are you holding up? A: I don't think that's a big deal. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo Had they done anything for people, they would not need to bring bigwigs to the city for the campaign. Moreover, winning or losing any election depends on the candidate's credibility and powers of persuasion. By organising such grand shows, they are causing inconvenience to people, who get stuck in traffic jams. I would also have done such things, but we are avoiding public inconvenience. Q: A few elections in the past did not go well for Shiromani Akali Dal. What do you think is the scope now? A: The perception that only the ruling party can win a bypoll is not based on facts. No doubt Shiromani Akali Dal did not do well in the past few elections, but it was because a narrative had been peddled against us on issues like sacrilege, drugs, and farmers. Gradually, people have become aware of all the issues and the reality behind them. Farmers have also realised that an illusion was created against Shiromani Akali Dal by the Congress and Aam Aadmi Party. People know that during the SAD government, there was communal harmony between Hindus and Sikhs. Q: How will SAD, which is divided into several groups, especially the Ayali group, cope with infighting? A: Where we have large families, small fights happen. Gradually things get resolved. As of now, there are two groups. MLA Manpreet Singh Ayali still counts himself as an Akali. My only message to him is that if he still admits that he belongs to Akali Dal, then he should come and join this election campaign like other leaders of the party. There is a need to give up ego and join hands for the welfare of Punjab and its people. Q: What is your vision for the constituency and city? A: I have travelled across the world and seen how countries are growing. If we look at Dubai, it has no resources but one man developed this country. Here in Punjab, Sukhbir Singh Badal has that vision. He can transform this state completely like he did in his previous tenure. In Ludhiana West and Ludhiana specifically, we have great scope for the industry. If given a chance, I will develop the city as a medical tourism hub. Then we have a natural stream, Sidhwan Canal. We can develop this canal as a tourist centre like foreign countries. I will work to resolve issues like Buddha Dariya and City Centre. Government employees will not be burdened.
