
Before rebuilding can begin in Poonch, some stocktaking
Village-level committees (VLCs), comprising officials from various departments, will be set up to assess and verify the damage caused in Jammu and Kashmir's Poonch district by the recent cross-border shelling from Pakistan, the administration decided Thursday.
The decision came at a meeting chaired by Poonch Deputy Commissioner Vikas Kundal to formulate a coordinated strategy to carry out a detailed, on-ground assessment of damaged structures across border villages, a statement said.
The VLCs will have officials from the departments of Revenue, Animal and Sheep Husbandry, Jal Shakti, Public Works, Pradhan Mantri Gram Sadak Yojana, and Rural Development and Panchayati Raj.
These committees will visit the affected areas to verify and document the extent of damage caused to structures by the shelling, the statement said. The damage, based on the physical condition of each structure, will be classified into three categories — full, severe and partial.
Apart from this, the committees will also categorise the damaged structures as either private property, commercial, or government-owned, thereby ensuring a comprehensive profile of all the losses sustained, the statement said.
The meeting was attended in person by the Additional District Development Commissioner, Additional Deputy Commissioner, Assistant Commissioner Revenue, and the tehsildars of Haveli and Headquarters. The Sub-Divisional Magistrates of Surankote and Mendhar, and the tehsildars of Mandi, Mankote, Surankote and Balakote, joined the meeting virtually.
Emphasising the need for a swift and transparent verification process to ensure timely assistance and rehabilitation of affected families, the Poonch Deputy Commissioner directed all concerned departments to provide full cooperation to the VLCs and ensure accurate documentation, supported by photographic and written evidence. The administration will review the progress of this initiative in the coming days, with followup meetings scheduled to address emerging challenges and expedite the response efforts, he added.
Meanwhile, to ensure that no loss goes unreported and no affected family is left behind, the Poonch district administration has launched the 'Report to Support' initiative to help those affected by the shelling.
Giving tehsil-wise WhatsApp contact numbers to enable people to directly report damage to their property or livestock via WhatsApp, this campaign enables residents impacted by the shelling to get swift assessment and assistance.
However, reporting through this medium will not replace the on-ground verification process, the statement said. Instead, it empowers residents to inform the administration of their losses directly, ensuring no one goes unattended or overlooked.
Poonch district was the worst hit during Pakistan's shelling in border areas in the aftermath of India's Operation Sindoor. As many as 13 people died in Poonch as a result of the shelling, and extensive damage to property and livestock was also reported.

Lt Gen Rajiv Ghai appointed Deputy Chief of Army Staff (Strategy); will continue as DGMO
New Delhi [India], June 9 (ANI): Lieutenant General Rajiv Ghai, whom the Pakistan's Director General of Military Operations (DGMO) had called while India was pummeling Pakistani airbases during Operation Sindoor, pleading for a ceasefire, was on Monday appointed as the Deputy Chief of Army Staff (Strategy). He will continue to hold the post of DGMO. The Deputy Chief (Strategy) is a relatively new vertical created to oversee the Indian Army's Operations and Intelligence Directorates, among other important branches. It is considered one of the most crucial appointments within the Indian Army, according to an official statement from the Ministry of Defence. On June 4, Lt Gen Ghai was also awarded the Uttam Yudh Seva Medal (UYSM) during the Defence Investiture Ceremony 2025 (Phase-II), recognising his distinguished service. In a press briefing on May 12, a couple of days after the cessation of hostilities was announced with Pakistan following Operation Sindoor, Lt Gen Ghai underlined the preparedness and coordinated response of the Indian armed forces. The operation involved precision strikes against terrorist targets without crossing the Line of Control or the International Boundary. Interestingly, the now Deputy Chief of Army Staff (Strategy) had used a cricket analogy, 'Ashes to Ashes', to describe how India employed its multi-layered air defence systems to neutralise incoming aerial threats from Pakistan. Earlier this year, Lt Gen Ghai had also visited Manipur around February 25 to assess the security situation in the state, especially along the Indo-Myanmar Border (IMB). During his visit, he held meetings with key state officials, including the Governor of Manipur, Ajay Kumar Bhalla, the State Security Advisor, the Chief Secretary, and the Director General of Police. The visit to the conflict-marred region aimed to review the operational preparedness of the Indian Army and assess the status of ongoing border infrastructure projects. Lt Gen Ghai had then, during his Manipur visit, stressed the importance of a 'whole-of-government approach' to manage security challenges in the region. Discussions focused on normalising the prevailing situation, enhancing border management, and strengthening security infrastructure along the IMB, according to a prior statement from the Ministry of Defence. Lt Gen Ghai, a senior officer from the Kumaon Regiment, has held several key operational roles in his military career. As the GOC of the Chinar Corps before becoming DGMO, he was at the forefront of counter-insurgency operations in Jammu and Kashmir. On October 25, last year, Lt Gen Ghai assumed his role as DGMO. High Court sets aside expulsion of Pune student over Operation Sindoor post
The Bombay High Court on Monday set aside the order of expulsion of an engineering student from Pune for her social media post on India's precision strikes against terror camps in Pakistan and Pakistan-occupied Kashmir (POK) as part of Operation bench of Justices MS Karnik and NR Borkar observed that the principles of natural justice were not followed by the college while passing the order of expulsion of the student as she had not been given an opportunity to be 19-year-old student, a fourth-semester engineering student at the Sinhagad Academy of Engineering in Pune, had been expelled after she was arrested on May 9 for her social media post. In her plea filed with the high court, the student challenged her expulsion from college as being "arbitrary and unlawful", as per a Live Law May 7, India carried out Operation Sindoor precision strikes, destroying nine terror launchpads and killing over 100 terrorists in Pakistan and Pakistan-occupied Kashmir in response to the Pahalgam terror attack, which claimed the lives of 26 the armed forces launched Operation Sindoor on May 7, the student posted a message critical of the government on her social media account. She later claimed that the post led to a barrage of abuse and threats from users deleting the post the same day and issuing a public apology, an FIR was filed against her, accusing her of inciting communal tension and endangering national month, the High Court granted bail to the student, expressing shock over her arrest. During her time in custody, she missed two theoretical papers and a practical exam but was able to appear for the remaining exams after her engineering student has since written to the authorities, requesting permission to retake the missed examinations.
