Our editorial as well as lead columnist weigh in on President Trump's proposed ban on birthright citizenship and its wider consequences. The first major shock of the Trump presidency was an executive order banning 'birthright citizenship' in the US. As our first editorial points out, birthright citizenship is the norm in most countries that have inherited British common-law, including the US. President Trump's order faced legal pushback but the US Supreme Court has said that lower courts' decisions cannot amount to a nationwide overturning of the order. In short, the White House might be soon be able to start restricting birthright citizenship. The birthright citizenship law has held good since 1898, and has allowed the US to become a successful multi-ethnic society. That is what enrages some of Trump's followers who oppose the idea that that anyone can be American. If birthright citizenship is indeed rolled back, then it will be an epochal shift in American identity and in its role in the world.
The Indian Railways is set to increase fares starting July, a move that is expected to pull in revenue of roughly Rs 700 crore this fiscal year. However, as our second editorial argues, this bump is unlikely to change the dynamics of the railways' revenue - given passenger fares account for less than a third of the total revenue - or help it fund infrastructure upgrades. Instead, losses are covered through cross-subsidies from freight operations and higher fares for premium travel, such as air-conditioned rakes. This, too, may be a losing proposition considering freight traffic has been losing out to road transport, while AC services account for a mere 5 per cent of passengers, forcing it to look to government grants and extrabudgetary support for capital expenditure. The real issue is the lack of clarity on its commercial and social objectives. Without rationalising these contrasting goals, the railways will struggle to become world-class.

Sharma wonders if the West's experiment with open borders is coming to an end, given President's Trump ban on birthright citizenship and European nations' realisation that their openness might have had unintended consequences. The much-touted Production-Linked Incentive (PLI) scheme hasn't quite taken off. A genuine manufacturing ecosystem takes years of reform which, in India's case, has been sporadic. Had it taken off, he says, it could have addressed both joblessness and poverty. Instead, the government has focused on cash transfers and welfare schemes, killing any incentive to work. India's demographic dividend, Basu warns, is fast turning into a demographic liability.

"The situation is well under control, and the government function is proceeding smoothly," said Sahibganj SP Amit Kumar Singh. He added that the incident occurred in the morning when a group attempted to celebrate the occasion separately. Earlier, descendants of Sido-Kanhu alleged that they were denied permission by the administration to observe Hul Diwas on June 30 in Bhognadih, Sahebganj district. Two brothers — Sido and Kanhu Murmu — led the uprising, also known as the Santhal Hul, which took place in present-day Jharkhand. "Salute to the struggle and martyrdom of the great heroes of the Hul rebellion, immortal martyrs Sido-Kanhu, Chand-Bhairav, Phoolo-Jhano and other brave martyrs. Before the freedom struggle, our heroes of the Hul rebellion had lit the torch of tribal identity against the exploitation and atrocities of the British rule and moneylenders and for the protection of water, forest and land," Soren said in a post on social media. The teachings of the brave forefathers will always inspire people to seek justice and self-respect, he added. "Long live the immortal brave martyrs Sido and Kanhu! May the brave martyrs of Jharkhand remain immortal! Hail Jharkhand!" Soren added. Gangwar also extended greetings to tribals and paid tributes to the fighters of the Santhal rebellion. "Their struggle against British rule will always inspire future generations to fight against injustice and serve the motherland," Gangwar said in a post on X. Bhopal (Madhya Pradesh) [India], June 30 (ANI): Madhya Pradesh Chief Minister Mohan Yadav has renewed his appeal for water conservation as Jal Ganga Samvardhan Abhiyan, which has been running for three months across the state, will conclude on Monday. The closing ceremony of the campaign will be held in Khandwa district today and Yadav will inaugurate and lay the foundation stone of water conservation works worth over Rs 1,518 crore in the programme. Before leaving for Khandwa, the Chief Minister said that the campaign was held due to inspiration of Prime Minister Narendra Modi, who has initiated several programmes for water conservation. 'From Gudi Padwa (March 30) to June 30, we ran Jal Ganga Samvardhan Abhiyan across the state for three months with the inspiration of Prime Minister Narendra Modi. Under the campaign, I am going to Khandwa to lay the foundation stone and inauguration of various works related to water conservation worth over Rs 1518 crore,' he said. 'Khandwa district has done the best work in water conservation across the country and it has been recognised by the Ministry of Jal Shakti,' he added. He said 57,207 water conservation works done under Mahatma Gandhi National Rural Employment Guarantee Scheme in Jal Ganga Sanvardhan Abhiyan, worth around Rs 578 crore, will be inaugurated today. 'Additionally, 888 water conservation works done under Watershed Development Component-Pradhan Mantri Krishi Sinchayee Yojana, at a cost of Rs 63.46 crore, will also be inaugurated. For Khandwa district too, various water structures, including wells, ponds, especially farm pond schemes, Amrit Sarovar schemes, will be dedicated,' the Chief Minister said. 'Awareness about water conservation has also increased across the state. The old Bawadis (stepwells) have improved. We have also given different types of awards under the campaign,' he added. Yadav also emphasised the importance of water in human life. 'No work can be done without water, neither we will be able to worship nor be able to live a day or a moment of life. Let us all come together, save water, and save lives ahead. Madhya Pradesh is home of rivers and it has its own importance. After this, we will lay more emphasis on planting trees under 'Ek Ped Maa Ke Naam' which will maintain the natural beauty of water bodies and play a life-giving role in water conservation. SC allows Lalit Modi to seek civil remedy in plea against Rs 10 crores fine imposed by ED
New Delhi [India], June 30 (ANI): The Supreme Court on Monday has granted liberty to Lalit Modi to move to a civil court to seek remedy against a Rs 10.65 crore fine imposed on him by the Directorate of Enforcement (ED) in a Foreign Exchange Management Act (FEMA) case in connection with the 2009 season of the Indian Premier League. Modi had sought directions for the recovery of the fine amount from the Board of Control for Cricket in India (BCCI), instead of him. A bench of Justices PS Narasimha and R Mahadevan disposed of Modi's plea, allowing him to seek civil remedy, after the counsel appearing for Modi sought to withdraw the same. Modi had moved the top court against the decision of the Bombay High Court in dismissing his plea, with a Rs 1 lakh cost. During the hearing, Modi's counsel argued that as per various earlier judicial decisions, the case is well within the Writ jurisdiction provided under Article 226 of the Constitution of India. However, the bench was of the view that the BCCI has been held as 'not a State' for recovery of the said fine imposed by the ED. 'BCCI is to be held to be 'not a state.' Recovery can't be equivalent to State', the bench stated. Modi's counsel then sought liberty to seek civil remedy by moving to a civil court in the matter. The Court agreed and disposed of the plea after noting that the same is not maintainable under Article 226 of the Constitution. In May 2018, the Enforcement Directorate (ED) had levied penalties on the Board for Control of Cricket in India (BCCI) and its former chief N. Srinivasan, among others, over alleged violations in the Foreign Exchange Management Act (FEMA) regulations in the 2009 edition of the Indian Premier League (IPL). Apart from an 82.66 Cr fine on the BCCI, and an 11.53 Cr fine on Srinivasan, penalties have also been imposed upon the former chairman of the IPL, Lalit Modi (10.65 Cr), former BCCI treasurer MP Pandove (9.72 Cr) and the State Bank of Travancore (7 Cr). The penalties amount to a total of 121.66 Cr. On July 20, 2011, the ED had issued show cause notices to Modi and the BCCI under provisions of FEMA regarding the alleged transfer of a sum of Rs 243.45 crores to Cricket South Africa without prior permission of the RBI, ahead of an IPL tournament in 2009. The ED was subsequently allowed by the Bombay High Court to summon several former BCCI officials, including Manohar and then secretary N Srinivasan, as witnesses in the matter. (ANI)
