According to the Mayo Clinic, stasis dermatitis "occurs when varicose veins or other circulatory conditions cause fluids to build up in the lower legs. The swelling produces pressure beneath the skin and slows the flow of blood and oxygen to the skin." Edema is "swelling caused by too much fluid trapped in the body's tissues." Toxicology tests showed no evidence of drugs or alcohol in Bell's system.
