Residents in West Lothian street say council tenant is still causing 'chaos' despite ASBO

Daily Record28-05-2025

People living in the street claim the local authority has failed to assess how they would be affected
Concerned residents in a West Lothian street say they're sick of a 'chronic pattern' of antisocial behaviour that has included harassment, verbal abuse, threats and damage to property.
They claim a council tenant in Riddochill Crescent, Blackburn is causing 'chaos' and his behaviour is having a detrimental effect on the wellbeing of residents some of them elderly or vulnerable.

Residents claim objects been thrown and antisocial behaviour is occurring at all times of day and night, which is affecting elderly residents, young children and people with disabilities.

West Lothian Council say the individual is already the subject of an ASBO (Antisocial Behaviour Order) but those living in the street say that isn't deterring further incidents.
'The whole street is being affected, this person is causing chaos,' one resident told the West Lothian Courier. 'The guy is so volatile and it's all unprovoked, there's been damage to people's property.
'The house he's in was previously privately owned but the council bought it back and placed him in it a few months ago, since then it's been a nightmare.
'The police gave me advice on CCTV and other stuff to ensure I remain safe, it's things that I never expected to have to do.
'This isn't the first problem tenant in the street, they placed a paedophile here previously. Two of the houses in the street are being used for temporary housing and they're rotating individuals who are coming out of prison.
'I've asked the council what they're doing to risk assess when they place them here. They have a responsibility to have safeguards for people living here. Private owners are having to fork out to pay for damage, which the council takes no accountability for.

'The community needs to be aware if they're putting dangerous people in these houses, so we can take measures accordingly.'
The resident claims that West Lothian Council is not taking legitimate complaints seriously enough and despite an ASBO being in place it has failed to deter the problematic behaviour.

Another resident voiced their concerns over what's been going on, saying: 'It's happening at all hours of day and night.
"I know they have to place them somewhere but there's been no assessment of how this would affect others in the street, such as the elderly and people with kids. We had a paedophile staying in this street previously, and we only found out after he moved.'
A West Lothian Council spokesperson said: 'We are aware of issues around antisocial behaviour in this area, and will continue to work with our partners at Police Scotland to try and resolve them.

'West Lothian Council operates a structured and transparent Housing Allocations Policy, which is designed to balance housing need with community safety. Where concerns are raised about a tenant's behaviour, these are recorded and may influence future decisions.
'Whilst we cannot go into details of individuals, a formal Antisocial Behaviour Warning has already been issued following corroborated complaints. We would encourage any residents affected to continue to report any incidents and keep a record of events to help provide the council and Police Scotland with the robust evidence we would need to take this further if required.'

A Police Scotland spokesperson said: 'Around 2.15am on Wednesday, 21 May, 2025, officers received a report of a disturbance on Riddochill Crescent, Blackburn.
'A 44-year-old man was arrested and charged in connection and was released on an undertaking to appear at Livingston Sheriff Court on Wednesday, 18 June, 2025.'

Body found in search for missing 19-year-old Cole Cooper

A body has been found in the search for Cole Cooper, a 19-year-old who went missing four weeks ago in Falkirk. Police officers said the body of a man was discovered in a wooded area near Kilsyth Road in Banknock, near Falkirk, at about 4.15pm on Friday. While formal identification has yet to take place, Cooper's family, who are from the village, have been informed, Police Scotland Forth Valley said in a statement on Facebook. Cooper was last seen at about 8.45pm on 7 May on the A803 at its junction with Cumbernauld Road in Longcroft, near Falkirk. He was reported missing two days later, on 9 May. The investigation has so far involved a large-scale search operation, including the use of helicopters, divers, and specialist digital and financial investigators. Police said almost 400 people had been spoken to as part of door-to-door inquiries, and more than 2,000 hours of CCTV footage had been reviewed. Detectives had previously said they were treating the case as a missing person inquiry rather than a criminal investigation. A major incident public portal set up to collect images, footage and information from the public had received numerous submissions, police said. Police added that inquiries were ongoing to establish the full circumstances.

Body found in search for missing teen who vanished four weeks ago

The body of a man has been discovered in the search for teenager Cole Cooper who vanished more than four weeks ago. Police said the body was found in a wooded area near Kilsyth Road in Banknock, Falkirk, at around 4.15pm on Friday. Formal identification has not yet taken place but the family of Mr Cooper, 19, has been informed. Enquiries are continuing to establish the full circumstances, Police Scotland said. Mr Cooper was last seen by family on either May 2 or 3 and he appeared on CCTV around 6am on May 4 in Longcroft, where he tried but failed to access his father's home. He was last seen at about 8.45pm on May 7 on the A803 near Cumbernauld Road in Longcroft, when he asked a school friend for a lift, which he was not given. His family reported him missing on May 9, sparking a major investigation involving helicopters, divers, digital specialists and hundreds of officers. More than 400 people were spoken to during door-to-door inquiries, while over 2,000 hours of CCTV were reviewed. Police previously treated the case as a missing person investigation rather than a criminal inquiry. Earlier this week, officers said they would revisit the locations where Mr Cooper was last seen in a fresh attempt to trace potential witnesses. A major incident portal has been set up for the public to share footage, images and possible lines of inquiry, and detectives said it has received 'numerous' submissions. Detectives previously said the investigation was being treated as a missing person's inquiry rather than a criminal probe. A major search has involved helicopters, divers, digital and financial investigators. On May 28, detectives said the examination of more than 1,000 hours of CCTV had taken place along with door-to-door inquiries at more than 220 homes. Around a week later, the hours of CCTV examined had increased to more than 2,000. Chief Inspector Alex Hatrick, local area commander, had previously thanked the public for supporting the investigation and urged anyone with information to come forward.

We told yesterday how the tragic teen's family said they had lived through a five weeks of "hell" and were planning to launch a fresh search for him. He went missing after visiting a pub in the Denny area before heading to a friend's party at around 3am last month. This Sunday would have marked five "long and painful" weeks since loved ones last heard from Cole. He last made contact on May, 4 and his cousin Aimee Tennie was hoping to gather the largest search for Cole yet and she launched an emotional plea for volunteers and support. On a dedicated Facebook page set up to help the search for Cole, Aimee said: "Every second, every minute, and every hour is becoming more painful. Just like that May 2025 is over and we begin a new month, a new month where Cole is still missing. We can't even begin to imagine this lasting any longer than it already has. We were living as normal only a month ago before this hell. "So, we are asking all of you, once again to come together in solidarity, in hope, that this week, is our last week of searching please think, if this was your child, what lengths you would go to, to bring them home we can't do this alone. We need all of you. ‌ "Please join our family once again to look for our Cole We are hoping this is our largest gathering yet, so please share, speak to friends, to family, to colleagues, bring who you can. We thank you all again for your amazing support." The family were also planning to give out ribbons containing a message pleading with Cole to return home, that could be tied across several search locations. ‌ Aimee added: "As well as searching for Cole, the family are inviting loved ones and volunteers to tie a ribbon for him with a message of "hope encouragement, or love to come home to us." Cole was captured on alarming ring doorbell footage on the morning of Sunday, May 4 around 6am in the Longcroft area. He was filmed trying to access his father's house unsuccessfully. A chilling video later later emerged of the teen in the Cumbernauld Road of the town area "running" and looking "spooked". Detectives investigating his disappearance say he was seen several days later on Wednesday, May 7. He had been at the intersection with Cumbernauld Road, in the Longcroft area. Police said he asked a schoolfriend for a lift around 8.45pm that evening.
