
Scranton improves its pave-cut rules for better monitoring, oversight
Scranton has revamped its pave-cut rules for better oversight of restoration of utility excavations in roads, the mayor announced Tuesday.
Earlier this year, Mayor Paige Gebhardt Cognetti proposed improvements to Scranton City Council in the city's street excavation and openings code, also known as the pave-cut ordinance. Amendments approved by council in April give the city new tools and regulations to improve the condition of roads, the announcement said.
Improved standards and third-party accountability have become increasingly necessary as more companies that build infrastructure in Scranton do so by excavating roads to install lines and equipment, she said. For example, internet companies Comcast, Loop and Verizon each are working in the city to deliver fiber optic internet to residents. Since Jan. 1, Scranton has received more than 260 permit requests for street excavations, an average of almost two permits per day.
'I am extremely frustrated by the insufficient repair of Scranton's roads by outside groups this past winter. While we are excited about the high level of infrastructure improvement activity across the city, this work has to be done right. We are pressing these firms to repair our roads quickly and, most important, properly,' Cognetti said in the statement. 'The amendments to the pave-cut ordinance approved last month, plus diligent work by our project management team, help us track street openings through an improved permit process that holds companies responsible for restoring our roads.'
Previously, the city used a decentralized paper permit system for street excavations. The city in December approved prior updates to the pave-cut ordinance and a contract with a third-party engineering firm to do pave-cut inspections. Changes under the latest amendment include:
• The permit process has been moved online into a system called OpenGov, which provides greater ability to track pave cuts, receive payments and flag problems for repairs.
• Pavement restoration must meet the state Department of Transportation standards.
• Traffic control, safety personnel and coordination of road closures with the Lackawanna County Emergency Communication Center.
• A new, color-coded asphalt tag based on type of utility work performed.
• Added inspections occurring before excavation, during the work and after restoration.
• Late fees and the ability to issue quality-of-life tickets through Scranton's Code Enforcement Office for violations.
• Permits required within 24 hours after emergency work, so the city can track restoration results going forward.
Members of the administration also detailed the improvements to council in a council caucus Tuesday.
'I'm thrilled that the amended ordinance … puts more of you involved and there's more tracking and there's more oversight,' Councilman Mark McAndrew said during the caucus. He has noticed inconsistent sealing of pave-cut restorations, with some having been done over a year ago. 'So who's watching that now?' he asked.
City Business Administrator Eileen Cipriani said the city also reviews the Pennsylvania One Call system, also known as PA One Call, which requires contractors and homeowners to call 811 at least three business days before starting any digging or excavation project.
'We're going back through the historic 'PA One Calls' and that's how we're identifying who was the utility that was involved. Then we reach out to the utility to have them address this issue,' Cipriani said.
Cognetti said her administration also has made strides in collaborating with utilities by continuing monthly meetings and developing stronger communications. The Pennsylvania Public Utility Commission also is monitoring for mischaracterized emergency work across the state, which adds another layer to Scranton's enforcement, the announcement said.

Nevertheless, survival of the fittest is still the No. 1 rule. Streaming giant Netflix () has been taking on all comers over the years. The Los Gatos, Calif., company. founded in 1997 as a mail-order-DVD-rental operation, began offering streaming services a decade later. TheStreet Pro's Stephen Guilfoyle remembers those early days, when he took short positions on Netflix a few times when the company faced serious competition in the streaming space. Rivals included Disney+ and the Disney () bundle that came with Hulu and ESPN+. Comcast's () Peacock and Paramount Global's () Paramount+. "In came a host of competitors with their own legacy-driven portfolios of content," the veteran trader said in his recent column. "How could Netflix have not been overpriced as those kinds of players entered into an arena that had been dominated by one name?" Yet in those early days, each and every time Guilfoyle played Netflix from the short side (betting on a stock-price drop) going into the earnings report, he ended up spending weeks managing risk, doing his best to minimize the damage. "Damage done as Netflix sped off into the sunset and laughed at my foolishness," he said. Gradually, Guilfoyle, whose career dates to the floor of the New York Stock Exchange in the 1980s, learned to avoid shorting Netflix. But don't get him wrong, as he'll trade anything from either side on a short-term or momentum-driven basis, "from Netflix to hubcaps to baseball cards." B of A said it still saw Netflix as "well-positioned given the company's unmatched scale in streaming." It has "further runway for subscriber growth, significant opportunities in advertising and sports/live and continued earnings and free cash flow growth." The return of Netflix's three most watched series — "Squid Game" on June 27, "Wednesday" on Aug. 6 and "Stranger Things" in the second half — alongside new releases support healthy subscriber retention and growth, the firm said. "Finally, key live events such as boxing from Madison Square Garden (produced by Most Valuable Promotions/Jake Paul), and strong NFL Christmas Day matchups will boost Netflix's ad-supported efforts," B of A ISI raised its price target on Netflix to $1,350 from $1,150 and affirmed an outperform rating following US and UK survey work. Netflix is facing a "very large" total addressable market of $650 billion-plus global entertainment revenue, excluding China and Russia, of which it still accounts for less than 10% share, the firm said, according to The Fly. Evercore says the company has an "extremely strong and growing value proposition" and an "excellent track record of innovation." Netflix's business model has been inflecting up with wider operating margins and more free cash flow, enabling it to buy back shares and eventually pay a dividend. Comcast Stock (NASDAQ:CMCSA) Gains With a New Sports Connection
Good news for Chicago sports fans who turn to communications giant Comcast (CMCSA) for their television. The deal has been made, and Chicago Sports Network access will be on Comcast now, as of today, at last report. The downside, though—and you knew there would be one—is that the costs will be on the rise. But good news was still good news, and Comcast shareholders sent shares upward modestly in Friday afternoon's trading. Confident Investing Starts Here: Yes, Chicago Sports Network will be on Comcast service, but it will only be on the Ultimate tier, which requires pretty much the highest level of subscription there is. Exact details of the agreement were not disclosed, but reports suggest that the Ultimate tier will add an extra $20 per month to customers' bills, on top of the $20.25 regional sports network fee being charged to Chicagoland subscribers. However, there is something of a plus here. Subscribers were getting a monthly credit of $8.85 from the loss of NBC Sports Chicago. For those basic subscribers that do not upgrade to the Ultimate tier and get access to Chicago Sports Network, the $8.85 credit will remain in place, and drop the regional sports fee to just $11.40 a month, which, all things considered, could be worse. Cybersecurity Advancements It may surprise you to note that Comcast actually has a cybersecurity arm, which is not all that surprising given its connection to online services. But it does, and that arm is known as DataBee. DataBee recently announced that it added new tools to its lineup, specifically the BluVector network detection and response (NDR) platform. BluVector uses artificial intelligence (AI) to search networks for evidence of a variety of potential failure points. These include ransomware, zero-day exploits, malware contained in memory, and more. It inspects packets at a rate of millions per second, which allows it to be used as a real-time threat detection mechanism. Is Comcast Stock a Good Buy Right Now? Turning to Wall Street, analysts have a Moderate Buy consensus rating on CMCSA stock based on nine Buys, 10 Holds and two Sells assigned in the past three months, as indicated by the graphic below. After a 12.17% loss in its share price over the past year, the average CMCSA price target of $40.86 per share implies 18.23% upside potential.

Chicago Sports Network finally coming to Comcast, but on higher-priced plan
Chicago sports fans, get your TV clickers – and your checkbooks – ready. Eight months after launching, the Chicago Sports Network will finally hit the airwaves Friday on Comcast, but it's going to cost subscribers more to watch the White Sox, Bulls and Blackhawks. Advertisement The nascent sports network is joining the Comcast lineup on the higher-priced Ultimate tier as part of an inaugural carriage agreement with the cable giant. CHSN will be live for Friday night's play between the Kansas City Royals and the White Sox at Rate Field, making the home team's 64th game of the season the first one available to one million Chicago-area Comcast subscribers. Terms of the carriage deal, announced Friday morning, were not disclosed. 'We are excited to bring the White Sox, Bulls, and Blackhawks to fans across the region with the launch of CHSN for Xfinity TV and Comcast Business customers,' Chris Smith, senior vice president of Comcast's Chicago region, said in a news release. CHSN will be on Channel 200, where NBC Sports Chicago resided until pulling the plug last fall. For Comcast customers on the lower-priced basic plan, Channel 200 already bears a message that CHSN requires a subscription upgrade to watch. Advertisement The Ultimate tier costs an additional $20 per month, on top of the $20.25 regional sports network fee Comcast charges Chicago-area subscribers each month. Comcast has been issuing a monthly $8.85 credit to partially offset that fee during the ongoing negotiations with CHSN. For basic subscribers that don't choose to upgrade, the $8.85 credit will become a permanent adjustment, bringing the regional sports fee down to $11.40 per month. The Marquee Sports Network, the pay-TV home of the Cubs, remains on the lower-priced basic tier, at least for now. The CHSN carriage deal ends a protracted TV blackout for frustrated Chicago-area Comcast subscribers, who may have missed the entire Bulls and Blackhawks seasons, and a big chunk of the current White Sox campaign. 'On behalf of the entire CHSN team, we're proud to welcome Comcast's Xfinity TV customers to a network built exclusively for Chicago sports fans,' Jason Coyle, president of Chicago Sports Network, said in the news release. 'With more than 300 live Bulls, Blackhawks, and White Sox games each year, along with original programming that highlights Chicago's pro, college, and high school sports, CHSN delivers the most comprehensive and locally focused coverage available. This deal allows us to reach even more fans across the city and suburbs, deepen connections, and reinforce CHSN as the home for Chicago sports all day, every day.' Advertisement A joint venture between the Sox, Bulls, Blackhawks and Nashville, Tennessee-based Standard Media, CHSN went live Oct.1 on pay-TV platforms DirecTV and Astound, and over the air on WJYS-Ch. 62. It soon added streaming service FuboTV and its own direct-to-consumer streaming app, but until now, was unable to strike a deal with Comcast, the market's largest pay-TV provider. Comcast was a partner in the predecessor NBC Sports Chicago, the regional sports network which ended a 20-year run in September at the conclusion of a White Sox season that saw the team set an MLB record for losses. Sources familiar with the negotiations said Comcast has been looking to move both CHSN and Marquee Sports Network to its more expensive Ultimate tier, something it has done with other regional sports networks across the U.S. in recent months. While CHSN has been blacked out, Marquee, which launched in 2020, has remained on Comcast through a series of short-term extensions after its inaugural carriage agreement expired Sept. 30. A Marquee spokesperson did not return a request for comment. Advertisement The Cubs, who are leading their division with one of the best records in baseball, likely give Marquee more leverage in negotiations with Comcast, according to industry analysts. In New York, Comcast threatened to black out the Yankees' YES network before opening day as it looked to move the broadcasts to its Ultimate tier. The Federal Communications Commission weighed in and an agreement was reached to keep the YES network on Comcast's basic tier, at least for now. Jerry Reinsdorf, chairman of the White Sox and Bulls, made a visit to FCC Chairman Brendan Carr in April to lobby for government help in getting CHSN on the air with Comcast in Chicago. But the carriage agreement appears to have played out on Comcast's terms, with CHSN moved to a higher-priced tier, requiring subscribers to pay a premium price to watch the White Sox, Bulls and Blackhawks. For years, those three teams and the Cubs were partnered with Comcast on NBC Sports Chicago, and offered to subscribers — for a monthly fee — as part of the basic package. The Cubs broke off to start Marquee in 2020, and the remaining teams went on to form CHSN. Advertisement In launching the new network, the Sox, Bulls and Blackhawks essentially traded Comcast for Standard Media, a small TV station owner that engineered the over-the-air strategy employed by CHSN, and is leading distribution negotiations with the pay-TV providers. Standard Media, which owns 15% of CHSN, is part of Standard General, the New York-based hedge fund that also controls Bally's, including its Chicago flagship, a $1.7 billion casino complex rising up at the site of the former Freedom Center printing plant in River West. Carriage fees make up the bulk of the revenue for regional sports networks. Most of that is funded by cable subscribers, whether they watch regional sports networks or not. But as cord-cutting accelerates, pay-TV providers have cut back on the fees they are willing to pay for regional sports networks, long the cash cows of the cable bundle. While the terms of the new CHSN-Comcast carriage agreement have not been disclosed, moving the sports network to the higher-priced tier is a way for the cable provider to make the deal work financially, while shifting the cost more directly to subscribers. Advertisement How many Comcast subscribers upgrade their plans to get CHSN, remains to be seen. During their inaugural seasons on CHSN, the Hawks and Bulls both missed the playoffs. Meanwhile, the White Sox, coming off the most losses in major league history last year, have the worst record in the American League through 63 games this season. But for die-hard fans ready to pay another $20 a month for the privilege, the remainder of the White Sox season, and the rest of CHSN's programming, is finally there on Comcast. rchannick@
