The world has entered a third nuclear age. Israel's bombing of Iran, supposedly to address the nuclear threat posed by the regime, contravenes diplomatic norms, tests international law to breaking point, and goes against the Nuclear Non-Proliferation Treaty which seeks to control proliferation through negotiations and treaty obligations. Yet no major power has criticised Israel's actions.
After the first nuclear age of the Cold War and its terrifying bipolar logic of mutually assured destruction between the U.S. and the USSR, followed by the relative optimism of the post-Cold War second nuclear age that assumed nukes could be pushed into the background until somebody figured out how to achieve total nuclear disarmament, we appear to have entered a third age where nuclear weapons and deterrence are back in focus.
Attitudes towards proliferation and deterrence began to harden with China's nuclear build up in the mid-2010s, which coincided with deteriorating relations between Russia and the West. Since then, Russia has threatened nuclear use over Ukraine, Europe is reconsidering how to deter Russia in the wake of waning American support for NATO, and some, including U.S. President Donald Trump and Prime Minister Narendra Modi, perceive a nuclear element to the recent hostilities between India and Pakistan. However, it would be a mistake to think that the third age reprises the first: this one is messier and more unpredictable.
The first nuclear age
The first nuclear age was consumed by superpower rivalry, epitomised by massive American and Soviet nuclear arsenals on hair-trigger alert. The other three nuclear powers played supporting parts as the superpowers first furiously increased their arsenals and then sought to create a nuclear regime that could accommodate their rivalry and achieve stability at lower levels of nuclear possession. After negotiating the NPT, the USSR and the U.S. engaged in bilateral arms control treaties that required reductions in their stockpiles from a peak of almost 70,000 warheads between them. The last of these, the New START, which limits deployed warheads to 1,550 each, expires in February 2026 and there are no negotiations for a successor treaty or extension.
The second nuclear age
At the same time, Russia and the U.S. are modernising their arsenals. America's 30-year, $1.5-2 trillion upgrade started under President Barack Obama soon after he was awarded the Nobel Peace Prize in 2009 in part for his efforts 'to create a world free from nuclear weapons'. China (at 600 warheads) is believed to have the fastest growing arsenal. Even if the U.S. and Russia were willing to discuss arms control, China's nuclear ambitions are likely to overshadow the conversation.
These nuclear modernisation programmes began during the second nuclear age. A negotiated test ban and talk of a fissile ban treaty were attempts to freeze the status quo and prevent new nuclear entrants. Even India and Pakistan's nuclear tests did little to change the idea that nuclear use was beyond the pale. It was the age of lofty proclamations of Global Zero (though Mr. Obama was quick to caveat his 2009 speech and say it might not happen in his lifetime) — a concept being valiantly promoted by the signatories of the Nuclear Ban Treaty that was negotiated in 2017 without a single nuclear weapons state supporting it.
In hindsight, it was an age of cynicism. Despite hailing Global Zero, the overriding achievement was the extension in perpetuity of the NPT and with it, the status of the five nuclear weapons states. It made a mockery of the NPT's Article 6, which called on nuclear possessors to 'pursue negotiations in good faith' to achieving nuclear disarmament. Instead, extension of their status combined with counter-proliferation appeared to be making the world safe for their continued possession of nukes. This age normalised nuclear possession. We are now reaping the dividends of that, as possession appears to be yielding to nuclear use.
A messier age
The third nuclear age is messier because the renewed salience of nukes is superimposed on a global order in flux. China views its aggressive nuclear build up as providing a 'strategic counterbalance' to shape the global balance of power. The U.S.'s apparent retreat under Mr. Trump has prompted NATO's European allies to look to France and Britain to deter a resurgent Russia. Britain is reconsidering an airborne deterrent 25 years after scrapping it and has budgeted £15 billion for warhead development and modernisation in its 2025 Strategic Defence Review. France is modernising and reopening old bases; it may consider basing nuclear assets with its neighbours, at their request. After the consolidation of the 1980s and '90s, nuclear weapons are moving out once again. Last year, Vladimir Putin transferred tactical nuclear weapons to Belarus.
Overshadowing these developments is the real fear of nuclear use. During the Cold War, the risk was that the two adversaries could slide into a nuclear war through accident or miscalculation. Deterrence was the ultimate guarantor of the status quo. However, Mr. Putin's nuclear threats over Ukraine show that nuclear weapons are being used to change the status quo. He is believed to have contemplated some nuclear use in 2022.
After Hiroshima, nuclear deterrence has been based on nukes being the final resort. If thinking on deterrence shifts in this nuclear age at a time of global realignment and potential instability, then we are entering a period of self-inflicted nuclear insecurity.

If Trump Turns Tyrant, Can Others Be Far Behind?

Contribute Now In a much talked-about book, titled The End of History and the Last Men, 1992, Francis Fukuyama theorised that with the collapse of the Soviet Union, world history had finally found its ideological resting place in liberal democracy all over. Looking at the world in 2025, some other equally audacious theorist might with justification write how the Spenglerian Cartwheel has returned to an older point, resuscitating dictatorships here, there, and elsewhere. Such are the vicissitudes of scholarship, and such also the fool time and tide make of the brightest minds among us. Donald Trump and the 'Oldest Democracy' This colourful president has remained true to what he said during the last Presidential election in America, namely, 'I will be a dictator from day one.' Sifting through what he has been up to since he took office again, it should be obvious that he quite unabashedly considers himself a Louis XIV reincarnate; do recall that the said French monarch who ruled the longest of any in the history of monarchies, said famously L'etat c'est moi – in plain English, 'I am the State.' Trump's mesmerised base of course is convinced that the totalitarian exercise of Executive power by him has but one principled purpose, ergo, to 'make America great again.' Yet, this lofty nationalist principle seems everywhere disfigured by the more real purpose of making himself rich and immortal beyond the carping grasp of principle of any kind. Thus, he thought nothing of instigating a real insurrection on January 6, 2020, refusing to call off his hounds from their armed assault on the Capitol in Washington in order to prevent the lawful declaration of results of the Presidential election. But, he now thinks equally nothing of dubbing a peaceful public protest against his inhuman and draconian externment drive in Los Angeles as an insurrection requiring the illegal dispatch of not just the National Guard but also the Marine Corps to quell the protest, a fundamental right inscribed in the all -important First Amendment of the Constitution which made him President. Interestingly, in a recent press interaction where he loves to declaim with flourishes asked if he was the custodian of the Constitution, Trump replied: 'I don't know; will have to ask my lawyer.' Quite the same on the subject of 'terrorism': Trump does not think Pakistan is less afflicted by the malaise than India; in fact, one of his army Generals has just stated how Pakistan is a 'phenomenal' partner in the fight against terrorism. One can only laugh. Nor may it have gone unnoticed that the President of the 'oldest democracy' is today in close embrace with such Johnnies whom he once designated dangerous terrorists, such as the interim President of Syria, Ahmed al-Shaara. While we in the so-called ('so-called' because the jury must be considered to be out on wither we are headed too) 'largest democracy' are distressingly cast down at Trump's betrayal of our interests. The King Louis knows where his bread is buttered–in the Crypto Coin hauls in Pakistan, all to the good not of the America he says he wants to make great again but of him and his clan. The World Thus, look where you will, except perhaps in good old Britain, a Constitutional Monarchy by definition but in truth perhaps the only reliably functioning democracy we are left with nowadays, with some European nations struggling behind – 'strong men' and some 'strong women' are vying to take control of national destinies, all in the pursuit of greatness. So, just why would not Trump's new avatar, still endorsed by a slim majority of the American voters, be a lighthouse to guide lesser brigand ships to fuller scale assaults on the freedoms and rights highlighted by misguided elite Liberals? Never mind that an economic recession stares the globe in the face as a consequence of policies now in process at the behest of the dictators in league with their billionaire mentors. Look at how our own dear Gautam Adani goes from strength to strength. To return to the Spenglerian wheel: It is not as though the earth has an inexhaustible capacity to do the alternating rounds between rapacious capitalism driven now by ruthless multi-billionaires now in command of the military-industrial complexes, and starry -eyed socialists who still struggle for sanity and justice. A teleology may indeed now be in progress, but not of the theoretical/political kind that we so love to expound on. The earth itself, ravaged beyond repair, may be close to giving up the ghost. Think how the marauder Trump has reversed all policies and measures put in place, however meekly, by an earlier dispensation, and by well-meaning world forums, and decreed that companies can drill away wherever they want to. Well, we may indeed be on the threshold of a drilling that will see us to the end of our earth era, returning space and time to more genuine strong species such as some new kinds of re-gened dinosaurs and mammoths. In a statement aired on state television, the IRGC declared: 'The 11th wave of the proud Operation Honest Promise 3' was underway, boasting it had gained 'complete control over the skies of the occupied territories.' 'We know exactly where the socalled 'Supreme Leader' is hiding,' Trump posted on social media. 'He is an easy target... but we don't want missiles shot at civilians, or American soldiers.' Trump called for Iran's 'UNCONDITIONAL SURRENDER,' adding, 'Our patience is wearing thin.' Khamenei vows no mercy, escalates rhetoric on social media In response to Trump's threats and Israel's strikes, Ayatollah Khamenei issued a defiant message on X, writing: 'In the name of the noble Haidar, the battle begins.' Israeli strikes target key missile facility near Tehran According to Iranian media, Israel has targeted the Khojir missile production site near Tehran in its latest wave of strikes. The facility is considered essential to Iran's ballistic missile programme and was previously struck by Israel in 2024. Tehran continues to launch retaliatory strikes, some of which have penetrated Israeli defences with deadly consequences. Trump's diplomacy still on the table — but barely Despite the aggressive tone, Trump has not entirely ruled out diplomacy. He suggested Vice President JD Vance and special envoy Steve Witkoff could be dispatched to Iran for talks. However, Trump downplayed National Intelligence Director Tulsi Gabbard's earlier assessment that Iran wasn't building a bomb, saying, 'I think they were very close to having it.' IAEA says no proof Iran is pursuing nuclear weapons The Embassy of Iran in India on Wednesday highlighted remarks by the Director-General of the International Atomic Energy Agency (IAEA), Rafael Grossi, claiming that there is no evidence Iran is pursuing nuclear weapons. In a post on X, the Embassy quoted Grossi as saying, "What we reported was that we did not have any proof of a systematic effort (by Iran) to move toward a nuclear weapon." The statement was part of an interview with CNN, also posted by Iranian Press TV. Grossi reiterated, "What we informed and what we reported was that we did not have... any proof of a systematic effort to move into a nuclear weapon." This comes amid conflicting reports. According to *The Times of Israel*, citing Hebrew media, Israeli intelligence recently discovered Iranian scientists had made significant advances in nuclear weapon design, potentially placing Iran just weeks away from producing a bomb. The US State Department also weighed in, reaffirming President Trump's firm stance. 'Iran cannot have a nuclear weapon,' said spokesperson Tammy Bruce. Trump contradicts Gabbard on Iran's nuclear intentions Director of National Intelligence Tulsi Gabbard told Congress earlier this year that Iran was not building a nuclear weapon, and that Supreme Leader Khamenei had not reauthorised the country's suspended nuclear weapons programme. However, President Donald Trump openly rejected that assessment, saying, 'I don't care what she said,' and insisted Iran was 'very close' to building a nuclear bomb. Trump's comments bring him in line with Israeli Prime Minister Benjamin Netanyahu, who sees Iran's nuclear capability as an imminent threat. Gabbard later downplayed the contradiction, telling CNN, 'President Trump was saying the same thing that I said. We are on the same page.' In her March testimony, Gabbard said Iran's enriched uranium stockpile was 'unprecedented for a state without nuclear weapons,' but maintained that US intelligence had found no evidence of active weapon development. Military officials have noted that Iran could produce enough material for 10 nuclear weapons within weeks. A senior US official said Trump's concerns were valid, as Iran's uranium enrichment now far exceeds civilian energy needs. Calls for bunker-busting bombs grow as Israel targets fordo Israel has conducted extensive strikes on Iran's nuclear infrastructure but has not yet destroyed the Fordo uranium enrichment facility, which lies deep underground. The only weapon believed capable of reaching it is the 30,000pound GBU57 Massive Ordnance Penetrator, currently operated only by the US Israel is reportedly urging Washington to supply the bomb or directly carry out the strike. Trump faces division within MAGA ranks over Iran strategy Some of Trump's most loyal supporters have expressed concern about escalating US involvement. Commentator Tucker Carlson and Republican figures like Marjorie Taylor Greene and Steve Bannon have warned against entanglement in another Middle East war. 'Somebody please explain to kooky Tucker Carlson that, 'IRAN CAN NOT HAVE A NUCLEAR WEAPON!'' Trump fired back online.
